Bidding Documents including instruction to bidders can be downloaded up to one day prior to the opening date from Irrigation Department Website: www.irrigation.gkp.pk 2. Last Date & Time of Submission of the Bid is 09-12-2020 at 12:00 Noon, which will be opened on same date at 12:30 PM, in the presence of the contractors or their representatives, who opt to attend. 3. In case of bid / rate quoted by the bidder more than 10% Below Engineer Estimate, the Additional Bid Security shall be provided by the successful bidder only to the extent of the bid more than 10% Below the Engineer Estimate in the form of percentage. The amount of additional bid security shall be equal to the impact of financial difference occurring in the quoted rates beyond 10% Below Engineer Estimate, vide Notification No. KPPRA/M&E/Estt:/1-17/2019-20, dated 12-06-2020. 4. In such eventuality, the successful bidder shall be bound to produce the Additional Bid Security within 03 working days from the issuance of Letter of Acceptance, failing which Bid Security of successful bidder would be forfeited and legal proceeding will also be initiated against the bidder who repudiated the contract under KPPRA Procurement Rules, vide Notification No. KPPRA/M&E/Estt:/1-17/2019-20, dated 12-06-2020. 5. The contract will be offered to the next lowest bidder after due diligence in the context of financial difference between such two bids and the market analysis in order to discourage cartel making and to protect public interest at large as per Notification No. KPPRA/M&E/Estt:/1-17/2019-20, dated 12-06-2020. 6. Call deposit of only scheduled Banks shall be acceptable. No Bank Cheque or Pay Order shall be acceptable. 7. If any document submitted along with bids is found false / bogus the registration of the Contractor / Firm shall stands cancelled / black listed. 8. Bid Security of the first three successful bidders would be retained by the Executive Engineer, Irrigation Division Swat till approval of the Bids. 9. All Bidders are required to be Registered with the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act, 2013 (Khyber Pakhtunkhwa Act No. XXI of 2013), for the works, consulting and non-consulting services as listed in Schedule-II of the Act ibid. 10. The Competent Authority reserves the right to accept / reject any or all the bids at any time prior to acceptance of a bid as per Para 47(i) of KPPRA Rules 2014. 11. Bidders shall provide copy of Tender Form, CNIC, Enlistment, PEC Registration, KPPRA Enlistment, NTN / STRN (Sales Tax Return). 12. All the prevailing KPPRA Act / Rules and other Government Notifications issued will be applicable. 13. Pre -Bid meeting would be held in the office of the undersigned on 2nd December 2020 at 11.00 AM with the interesting bidders who desire to attend.
