    The UK Experience: Privatization with Market Power David M Newbery Department of Applied Economics Cambridge, UK 8 February 1999 1. Introduction The UK has three quite distinct electricity supply industries (ESIs) in the three different jurisdictions of England and Wales, Scotland and Northern Ireland. In England and Wales (with a population just over 50 million and a peak demand of just over 49 GW) the industry was under public ownership from 1948-90, and for most of this period, the Central Electricity Generating Board (CEGB) operated all generation and transmission as a vertically integrated statutory monopoly, with 12 Area Boards acting as regional distribution monopolies. The CEGB had interconnectors to Scotland and France, with whom it traded electricity. Scotland (with a population of 5.1 million and peak demand of 5.6 GW, including exports of 800 MW to England) has always retained a degree of autonomy (in law and government) within Britain, while England and Wales are normally treated as a single jurisdiction.1 In Scotland there were two vertically integrated geographically distinct utilities, combining generation, transmission, distribution and supply, one serving the north, the other serving the south. Northern Ireland (with a population of 1.7 million and peak demand of 1.5 GW) is physically separate from the mainland, and the grid connection with Eire in the south had been severed by terrorist activity so that it was a small isolated system. It included all four functions within a single vertically integrated state-owned company, Northern Ireland Electricity (NIE). 2. Restructuring and ownership changes The Electricity Act 1989 divided the CEGB, with its 74 power stations and the national grid, into four companies.

    Determination No. RBA/TR/A/DET/159 DETERMINATION OF DISPUTES UNDER SECTION 23 OF THE ELECTRICITY ACT 1989 BETWEEN CITY OF WESTMINSTER, LONDON BOROUGH OF CAM DEN, LONDON BOROUGH OF ISLINGTON AND EDF ENERGY NETWORKS (LPN) PLC 1. INTRODUCTION 1.1. On 3 December 2007, EDF Energy Networks (LPN) pic ("EDF") referred to the Gas and Electricity Markets Authority (""the Authority") a dispute with the City of Westminster ("Westminster"), and a separate dispute with the London Borough of Camden ("Camden"), for determination by the Authority under section 23 of the Electricity Act 1989 (as amended) (the "Act"). On 24 January 2008, EDF referred an additional dispute with the London Borough of Islington ("Islington") to the Authority for determination. In this document, Camden, Westminster and Islington are, where appropriate, collectively referred to as "the Councils". 1.2. The principal point for determination in these disputes is who bears responsibility in law for renewing the rising and lateral mains ("R&Ls") inside the common parts of particular mufti-occupancy apartment blocks under the freehold ownership of the Councils1, and who bears the cost of such renewal. In very broad summary, EDF maintains that the relevant Council is responsible for the R&Ls at the block under its freehold ownership and therefore it (rather than EDF) should in each case bear the costs of replacing the R&Ls. The three Councils maintain that EDF is obliged to replace the R&Ls and to bear the costs of the replacement. 1.3. China’s Electricity Sector Powering growth, keeping the lights on and prices down Stephen Wilson, Yufeng Yang and Jane Kuang1 Introduction and historical context Electricity is essential for both human and national development. China’s leaders—many of them engineers—have long understood this. Indeed, improved and increased electricity supply were integral to at least two of the ‘four modernisations’ in Deng Xiaoping’s landmark closing speech at the Third Plenary Session of the Eleventh Party Congress on 18 August 1977. At the founding of the People’s Republic in 1949, China had just 1.85 GW of installed electricity generation capacity and a population of more than 540 million (Jowett 1984). To put this in context, 1.85 GW is less than 2,000 MW—the capacity of a typical modern large coal-fired or nuclear power plant with two units. By 1982, China’s installed power generation capacity had reached 50 GW for a population that passed the 1 billion mark in that census year (Jowlett 1984), about 800 million of whom lived in rural areas with limited or no access to electricity (Peng and Pan 2006, citing the in-depth chapter on China in IEA 2002). By 1990, according to UN data, installed generation capacity had reached 138 GW, and according to the World Bank, more than 94 per cent of the population had access to electricity. In 2011, China’s installed generation capacity passed the 1,000 GW mark, and has since overtaken the United States to become the largest power system in the world.
