06--Ch. 6--241-300 8/16/06 8:55 AM Page 241 6 The 1999 US-China Bilateral Agreement and the Battle for PNTR Making Trade Policy On December 11, 2001, China became a member of the World Trade Orga- nization (WTO), a move that would thrust new challenges on the Chinese leadership and people and fundamentally redefine China’s relations with the rest of the world—especially the United States. This case describes the prolonged US-China bilateral negotiations over China’s WTO accession and the subsequent debate and vote in the US Congress to permanently es- tablish normal trade relations with China. Written from an American per- spective, the case presents material that is useful for a discussion of such is- sues as (1) the problems inherent in conducting trade negotiations under the US system of government; (2) the role of trade policy in advancing America’s economic interests; (3) the role trade agreements can and should play in promoting human rights, enhancing domestic reform, encouraging the rule of law, and promoting national security; (4) the costs and benefits of WTO membership; and (5) the nature of the WTO accession process. The Environment and the FTAA: Caught in the Crossfire
THE ENVIRONMENT AND THE FTAA: CAUGHT IN THE CROSSFIRE YALE CENTER FOR ENVIRONMENTAL LAW AND POLICY Elizabeth Jenkins [email protected] January 2000 I. Introduction Growing acknowledgement of trade-environment linkages has given rise to considerable pressure for the inclusion of environmental issues in free trade agreements. An important step in this direction was taken in the North American Free Trade Agreement (NAFTA), where the United States, Canada, and Mexico addressed a number of issues in the NAFTA text and dealt with other pollution and resource management issues in a “Side Agreement.”1 Although the environmental provisions of the NAFTA seem to have helped move collaborative environmental action in North America forward without causing trade disruptions, the launch of negotiations for a 34-nation Free Trade Area of the Americas (FTAA) has been marked by considerable hostility to the trade-environment linkage. Pressure not to have a “parallel” trade discussion of environmental issues has come not only from the developing countries of the hemisphere, who are traditionally skeptical of environmental initiatives, but also from important quarters within the United States. The decision not to take up environmental issues in the FTAA bodes badly both for the environment and for the future treaty’s prospects of ratification in the United States. Neglecting to address transboundary pollution spillovers and the risk of over-exploitation of shared resources threatens market failures that will result in economic inefficiency, reduced gains from trade, and lower social welfare – not to mention environmental degradation.2 The recent difficulty in getting presidential “fast track” trade negotiating authority through the Congress suggests that trade proposals without an appropriate environmental dimension face tough sledding.3 This paper examines why the hostility toward the environment in the FTAA context has emerged within the United States. -

Women Appointed to Presidential Cabinets
WOMEN APPOINTED TO PRESIDENTIAL CABINETS Eleven women have been confirmed to serve in cabinet (6) and cabinet level (5) positions in the Biden administration.1 A total of 64 women have held a total of 72 such positions in presidential administrations, with eight women serving in two different posts. (These figures do not include acting officials.) Among the 64 women, 41 were appointed by Democratic presidents and 23 by Republican presidents. Only 12 U.S presidents (5D, 7R) have appointed women to cabinet or cabinet-level positions since the first woman was appointed by President Franklin D. Over the past two years, policymakers have naturally and necessarily focused on how to pull the country out of the great recession and get the economy growing again. The swift actions of the Obama administration allowed us to avoid the calamity of a second Great Depression; domestic growth has since resumed although the rate of job creation remains far too low. -

Six years after we put in place a new economic strategy, America's economy continued to reach new heights. Most dramatically, the Federal budget deficitÐa number once so incomprehensibly large that it had 11 zerosÐbecame merely zero. By May, we were projecting the first budget surplus since Neil Armstrong walked on the moon. This seismic shift, from an era of deficits to an era of surpluses, was the result of 6 years of hard work by the American people, and of tough choices made in Washington. The new era of budget surpluses would mean new opportunities and new challenges, and it would demand a new national debate about how best to use our hard-won prosperity. -

Indeed, it's the only thing that ever has."1 -Margaret Mead INTRODUCTION Trafficking in women for the purpose of enslaving them in sex work is one of the oldest and most heinous violations of women's rights. Trafficking had never effectively been addressed until the Clinton Administration focused world-wide attention on this international crime. The Clinton Administration left a legacy to the valorization of women and to the enhancement of women's rights by adopting a multi-pronged cultural, political, and judicial approach that has had a direct impact in the United States and an indirect effect abroad. The culmination of that effort was the enactment of the Victims of Trafficking and Violence Protection Act of 2000, which the Bush Administration fully supports and re-authorized in 2003 and 2005. This Article will examine the cultural context that enabled the passage of this important trafficking legislation and which has resulted in a profound effect on women in society. -
