Introduction Timeline - Covad-19 Virus and related events. There are five sections to this document. The timeline is the main section, but the others are also in timeline order providing supporting information. 1. Timeline of notable events. 2. Other related links. 3. Reported statistics and studies. 4. Comparisons with other medical events a. Comparisons with the 1918 Flu b. Comparisons with the 2009 H1N1 pandemic c. Comparisons with the 2018-2019 Flu Season CDC data 5. Comments and observations. Introduction The Wuhan/Chinese/Covid19 virus event is a fast moving and daily confusing combination of sound bites, often shared to make the speaker look better. This timeline is an attempt to keep the events in order, and to shed some comparative light on all the data being shared. The 1918 Influenza pandemic killed an estimated 675,000 people in the United States for a mortality rate of 636/100,000. As of Aug 25, 2021, the Wuhan Covid-19 virus has reportedly involved in the death of 628.579 people in the United States for a mortality rate of 191/100,000. The 1918 event therefore was 3 (times) times worse at 636/100,000 that this illness. Of note is the Covid-19 death numbers are likely artificially larger than actual for two reasons. First, Congress paid a 20% bounty for including a Covid-19 any diagnosis, and second on March 24, 2020 the CDC directed this “COVID-19 should be reported on the death certificate for all decedents where the disease caused or is assumed to have caused or contributed to death”. It does NOT have to have been tested for, only assumed. That contradicted the official guides on how to code a death – listing the primary cause first, then adding any actual contributing causes. After spending over $100 Billion between 2010 and 2020 to for prepare for a pandemic, the abject failure of the Federal government agencies (CDC, NIH, FDA) as well as many of the US States’ public health agencies response to a viral outbreak is the reason medical treatments were delayed and has contributed to the increase in deaths. Key Takeaways – Updated Sept, 2021 Page 1 http://www.tebault.org/history/Timeline2020.pdf Timeline - Covad-19 Virus and related events. # 1 The Data presented has been artificially changed. The Medical rules on listing a cause of death were changed by the CDC encouraging Covid-19 to be included when existing medical rules and practice did not allow it. To amplify the problem, on March 24, 2020, the CDC issued a special Covid-19 exception to the long existing standards on how to fill in death certificates. This change, never made before, strongly encouraged the use of covid-19 as a “potential” cause of death – even if not tested. However, in May 2021, countries are said to now CHANGE the way COVID deaths are counted from “was tested within 28 days positive”, to only those who die from “an active case of covid”. Changing how the count is done now they claim a treatment. A peer reviewed, published study has proven the CDC broke many federal laws to change the way COVID data was counted – resulting in a HUGE INCREASE. CDC cooked the books just to create a problem. COVID-19 Data Collection, Comorbidity & Federal Law: A Historical Retrospective (jdfor2020.com) CDC Skewed CCP Virus Fatalities Higher, Peer-Reviewed Study Claims (theepochtimes.com) #2 The government payment was boosted with hospitals getting both a 100 billion no strings subsidy, plus increasing Medicare payments by 20% for any case said to include Covid- 19, without any proof or testing required. If the CDC change (#1 above) had not been enough, progressives in Congress also got into the act and wrote a bonus funding into the law on March 26, 2020 giving hospitals 100 Billion subsidy plus any Medicare payment would be increased by 20% “IF COVID-19” were part of the medical record. Again, it did not need to be tested for, only “assumed”. Together, these two actions almost guaranteed the reported “Covid-19” numbers would be high. #3 Redefine the medial term “case” to refer only to a test, and use a test method set to ensure a high rate of false positives Then, media started calling a test result a “case”. Medically, a “Case”, had been the result of a medical investigation on a person by a practicing medical doctor. It may or may not have tests to confirm it. The change in the definition allowed the variable PCR test, with the CT value set to +40 to be used to drive the propaganda that “Cases of Covid-19” were rampant when in fact they were not. The PCR test with the CT over 30, is known to result in a high number of false positives. Additionally, just having a virus fragment found does not create a “case”, which would require a medical Doctor to examine the person. For many people the virus was naturally delt with by their own creation of anti-bodies – and for others, they already had a preexisting antibody that effectively killed the COVID-19 virus without any treatment. The CDC and WHO changed the PCR/CT setting recommendation FROM 40 to below 30 in early 2021. (Curiously AFTER the election) This change WILL AUTOMATICALLY REDUCE THE POSITIVE RESULTS. The previous results were FALSE POSITIVES and DID NOT REPRESENT ACTUAL ILLNESS that could be spread. There have been no documented cases of Asymptomatic Covid-19 transmission, and a FALSE POSTIVE person would not have any symptoms. It is also reported that the CDC is still recommending a CT of 40 Updated Sept, 2021 Page 2 http://www.tebault.org/history/Timeline2020.pdf Timeline - Covad-19 Virus and related events. IF the person HAS NOT BEEN VACCINATED. That would deliberately create FALSE POSITIVES for the unvaccinated. #4 Attempt to deny treatment methods other than a new and experimental mRNA treatment. Many other countries used several other medicines and got a much better result than the US. For example, as of Aug 28, 2021, the US reported a mortality rate of 191/100,000. New Jersey repots a rate of 301/100,000 and is the deadliest US State. Turkey reports a rate of 67/100.000. While the US data is over-reported because of #1 and #2 above, this suggests the US public health organizations were not doing their job. See the current list comparing mortality at www.tebault.org/history/World.pdf #5 Dr. Fauci Backed Controversial Wuhan Lab gain-of-function work with U.S. Dollars for Risky Coronavirus Research. The Wuhan Lab was being paid by Dr. Fauci for “gain of function” research on the bat virus. President Obama had ordered all research stopped in 2014 – but Dr. Fauci ignored that and continued funding his project. The Wuhan lab is most likely the source of the Covid-19 virus. Origin of Covid — Following the Clues | by Nicholas Wade | May, 2021 | Medium. NEW CDC REPORT finds Covid-19 Antibodies in blood donated to Red Cross between December 13 to January 17 of 2019 in nine states. See December 1, 2020 report of CDC. The misguided and unconstitutional political action of shutting down economic activities and business, while ordering citizens to stay at home has done the most damage to the American economy. The actual death toll of the Covid-19, for most states, outside the greater New York area in the northeast is lower than the morbidity rate of the 2018 flu season. Notably the current reported deaths may include the CDC-directed use of Covid-19 as the cause of death this year, even if it had not been tested for. Additional pressure to use Covid-19 as the illness was created by Congress giving a financial 20% premium be paid to hospitals for that diagnosis. Those dual actions will likely serve to inflate the actual counts of treatments and deaths reported. In the future, statistics should be evaluated to find if the other major causes of death were “mysteriously low” during this Covid-19 outbreak as I suspect. To better understand how many events, relate, this single timeline was created. People in the Federal Government and some in the media have been at serious odds with President Trump since the 2016 election, as noted first in the Washington Post article below on Jan 20, 2017, announcing a “campaign to impeach…has begun”. Since then, the media and a progressive group in government have been obstructing the work of the government. Some events have obviously had a negative impact on the current ability of the government to deliver the services they should be doing. Future evaluation will find out what actions the CDC, NIH, FDA, and/or many state agencies could or should have taken differently to better address this viral outbreak. The total cost to America of shutting down the economy may never be known nor the damage of ignoring the Constitution and Bill of Rights. Updated Sept, 2021 Page 3 http://www.tebault.org/history/Timeline2020.pdf Timeline - Covad-19 Virus and related events. Due to the extreme visibility of NJ and NY as a hot spot (the highest rate of all deaths nationwide), I have included the NYC Mayors’ public comments that condoned and allowed massive public gatherings to occur for the Chinese New Year’s parade two weeks after the President declared a National Health Emergency on Jan 31st . Since then the NYC Mayor has been very vocal, criticizing the President and demanding immediate emergency federal help and equipment. In fact, NY State had not purchased medical equipment recommended by their own medical commission in 2015.

Medical Association Update | September 25, 2020 Fri, Sep 25, 2020 at 4:15 PM Ivey awards $35 million from CARES Act for health care, emergency response providers Since the state received $1.8 billion from the Coronavirus Aid, Relief and Economic Security Act (CARES Act) passed by Congress, the Medical Association has been working with the Governor's administration to allocate funds to physicians and other health care providers, who have served on the front lines during this pandemic. In response to our advocacy and recommendations, Governor Kay Ivey has allocated $35 million from Alabama’s federal coronavirus relief money to set up a grant program to help physicians, dentists, clinics, ambulance services, and other health care and emergency response providers affected by the COVID-19 pandemic. “Like many professions, Alabama physicians have been severely impacted by the pandemic but have continued to provide care to Alabama citizens throughout the crisis. In fact, a recent COVID-19 impact survey revealed that more than 70% of Alabama physicians have experienced a severe financial impact on their practice, causing a disruption in their business operations, and limiting access to care,” Executive Director Mark Jackson said. “We applaud Governor Ivey for making these funds available and believe that they will be critical to ensuring that physicians can continue to provide services to those who are in need of medical care.” Coronavirus Relief Fund Information Provider Grant Program Overview and Eligibility Frequently Asked Questions COVID-19 Relief Grant Program Website Health care and emergency response providers can apply for grants of up $15,000 on a first-come- first serve basis.

THIRD ADDENDUM TO THE COMPLAINT OF PROHIBITED PERSONNEL PRACTICE AND OTHER PROHIBITED ACTIVITY BY THE DEPARTMENT OF HEALTH AND HUMAN SERVICES SUBMITTED BY DR. RICK BRIGHT I. Introduction Dr. Rick Bright, one of the nation’s leading experts in pandemic preparedness and response, and an internationally recognized expert in the fields of immunology, therapeutic intervention, and vaccine and diagnostic development, was abruptly removed from his position as Director of the Biomedical Advanced Research and Development Authority (“BARDA”) and transferred to a limited position at the National Institutes of Health (“NIH”) in retaliation for his whistleblowing activity under 5 U.S.C. § 2302(b)(8)(A). Specifically, and as detailed in his initial Complaint of Prohibited Personnel Practice filed with the Office of Special Counsel (“OSC”) on May 5, 2020, Secretary of Health and Human Services, Alex Azar, and other HHS political leaders engaged in an overtly hostile and career-derailing campaign of retaliation against Dr. Bright because he raised concerns about the Trump administration’s chaotic and reckless response to the COVID-19 pandemic. Shortly after cases of COVID-19 were identified in the United States, Dr. Bright sounded the alarm about the shortage of critical supplies, such as masks, respirators, swabs, and syringes that were necessary to combat COVID-19. In response, HHS political leadership leveled baseless criticisms against him and sidelined him because of his insistence that the Trump administration address these shortages and invest in vaccine development as well. Dr. Bright continued to speak out about the inevitable devastation that would be wrought by this virus at a time President Trump and his administration were intentionally lying to the American people about the serious threat posed by COVID-19 to the public health and safety.1 Dr.
