Cllr Hill declared a personal interest in the land used by the Cricket Club. 51.18 Approve and sign Minutes of the ordinary meeting held on 3 April 2018 Minutes of the ordinary Parish Council meeting held on 3 April were agreed to be a true record of the meeting and signed by the Chair. Proposed Cllr Milton 2nd Cllr Sydenham 52.18 Matters arising from April minutes Mr Sparks had brought to the Parish Council attention that the signage change on the Chidlewell crossroads, that was put in place of the requested SiS at Holywell Lake, was not having the required effect. Action 21.1.18 Clerk to email information to Highways and copy Cllr James Hunt – Action complete, Highways response was that they would forward the information to the traffic management team, but at the current time they did not propose any additional works Action 52.1.18 Clerk to forward email to Chair Action 25.1.18 Clerk to purchase another Grit bin for Slaughter House Hill Action still outstanding as still looking for a grit bin with a slopping lid Action 07.01.01.18 Clerk to provide list of website updates to Cllr Burgess for Village Voice Action Complete Action 38.3.1.18 Sign post with School sign (near council houses) is rusting – Clerk to report to highways Highways are investigating; however, process is slow, expected to be 18+ weeks. Clerk has asked highways to keep the council informed of progress. 53.18 Chair’s Report Chair had nothing further to add to her report presented at the Annual Parish Meeting 54.18 Clerk’s Report Clerk highlighted the documents that had been distributed to the Cllrs since the last meeting: Rivers Authority report Regular weekly planning bulletins SW recycling newsletter Somerset Village of the Year application Somerset Community Foundation newsletter – April & Neighbourhood Plan 55.18 Williton Council Chambers minutes Cllr Lloyd commented that the Williton Council meeting was attended by Cllr Troolpe-Bellew and Cllr John Williams, discussions included the possible impact of the proposed Council merger; the Chair commented that a similar type of meeting should be offered to Parish Councils in TDBC areas. Action 55.1.18 Cllr Lloyd will contact TDBC to investigate the possibility of a similar meeting 56.18 Defibrillator No further information other than presented at the Annual Parish meeting earlier in the evening. 57.18 Village Green fencing Cllrs Burgess and Pike removed the pig netting and banked up the area. There was no cost to the Parish Council. The Chairman expressed the councils thanks to both Cllrs for their time and effort. 58.18 Cricket Ground gate Cllr Hill advised the council that the gate has been purchased and is awaiting installation by the Cricket Club 59.18 GDPR Training

SALC GPDR training is on 22 May in Somerton, the Clerk is unable to attend, none of the councillors were able to attend either. Clerk will continue to monitor the SALC website for alternative dates. SALC have advised that Parish Councils do not require a Data Protection Officer. 60.18 Consultation: unauthorised developments and encampments Consultation circulated prior to the meeting, the Parish Council did not have any comments 61.18 Friends of Sampford Arundel School (FOSAS) FOSAS requested that the Parish Council consider allowing them to the site a textile bank on the Parish Car Park. After a long discussion the Parish Council unanimously agreed that they could not support the request; as they were concerned about the Health & Safety aspects of having a metal object on the site and were also concerned that if the bin was full bags may be left at the side of the bin. They remain committed to supporting FOSAS and have offered to advertise textile collections and other fund raising on the website. Cllr Milton will continue to keep the council informed. 67.2.18 Rev Maria Meale has requested a letter of support for the Church from the Parish Council as the Church is applying for funding for repairs to the Church. Proposed Cllr Milton 2nd Cllr Burgess Action 67.2.1.18 Clerk to prepare and send letter 67.3.18 The Diocesan Adviser on grant applications for maintaining buildings has suggested that the Parish Room could/should be registered with as an 'asset of community value' which would then make it subject to additional protection from demolition, change of use, sale etc. Cllr Lloyd’s investigations indicate that the land needs to be owned by the occupier of the building which is not the case with Sampford Parish Room. 67.4.18 Cllr Burgess suggested that the Parish Council send a letter of good wishes to Margaret Meale who has recently had an operation; she is an active member of the community. Action 67.4.1.18 Clerk to send letter 67.5.18 Cllr Burgess asked for a poster advertising Sampford Arundel’s “Great Duck & Ferret Racing”on 12 May to be put on the website. 67.6.18 Cllr Sydenham reported that the HA HA Wall was falling into the footpath between Sandfield House and Broadleigh Lodge Action 67.6.1.18 Clerk to advise Footpaths Officer 67.7.18 John Burgess will contact Maurice Pinner to check the electrics in preparation for the Village Fete. 68.18 Items for Next Agenda Due to lack of time, the Council agreed to forward items for next agenda to the Parish Clerk by 11 June 18
