Address: 1 – 4 Bold Lane 2. Proposal: Erection of Office Units 3. Description: The application proposes the erection of detached office building located on the junction of Bold Lane, Cheapside, The Strand and Sadler Gate and located to the west of the City Centre Conservation Area. The site is the first of various phases to regenerate the Sadler Square area following the demolition and clearance of the Princes Supermarket. The site is bound by Bold Lane to the south, 1-2 Sadler Gate and George Yard to the east, no. 6 Bold Lane to the west and a retaining wall to the north which delineates the boundary between the site and Middleton House. A section of this boundary wall was the subject of a previously approved application for part demolition, under code no. DER/02/12/00163. The site is delineated by various hoardings and temporary fencing along with the aforementioned buildings. Site clearance has commenced and the various surface materials of tarmac, concrete and building slabs are fairly level. The steel frame of a building remains to accommodate the north-western corner of the site. The application site is located within the heart of the City Centre within the defined shopping area and is designated under the Northern Quality Policy Area (Policy CC9). Policy CC9 seeks to promote a ‘Creative Industries Cluster’ including business uses (B1), workshops, residential (C3), financial and professional services (A2), non- residential institutions (D1 and assembly and leisure (D2). Whilst the scheme was considered by the OPUN Review Panel, 19 July 2012 amended plans have been submitted following an initial objection from the Conservation Area Advisory Committee, the Council’s Urban Designer and Built Environment colleagues. The amendments have sought to address these initial objections and a further consultation process has been carried out. The scheme, as amended, seeks to provide an office building positioned at the back edge of Bold Lane. The footprint of the building is considered in three elements, the main 4 storey building and the attached 3 storey building which is sited adjacent to those terraced building on Sadler Gate and the 3 storey pavilion building which is located to the north of the main building. A landscaped area of timber pergolas is located to the rear of the pavilion which wraps around the rear of the main building. The main entrance to the buildings is situated between the two elements forming an atrium, internal cycle storage, reception, lobby stairs and lift. The ground floor comprises of 7 units of varying sizes, two meeting rooms one of which accommodates a kitchenette/teapoint, plant and stores along with wc’s and administration space. The layouts of the first and second floors are similar to the ground floor with the exception of a bridge link between the two buildings and the provision of 13 units of varying sizes. The third floor of the main building comprises of 5 larger units along with wc’s, lift and stair access. A second emergency staircase is located at the rear of the building with an open mesh brick bond to allow ventilation. A series of photovoltaic panels are proposed on the southern-east roof plan which front the rear of those properties on Sadler Gate with rooflights proposed on the northern roof planes of all elements. 1 Committee Report Item No: 1 Application No: DER/09/12/01105 Type: Full The proposed gable front elevations, with varying pitches, of the buildings are to be glazed at ground floor with timber louvers which provide an active frontage to the street. This style of glazing is carried though to the first floor of the main building with a three window on the second floor. The third floor is recessed to provide a balcony which is accessed by four doors. The front elevation of the pavilion is characterised by glazing at ground floor with windows of varying proportion on the upper floors. The connecting pedestrian link is to be timber clad with two narrow and linear windows on the front elevation. The rear elevations of the proposed buildings are read as three gables, with varying pitches. The secondary element of the main building consists of a pedestrian door at ground floor with a window on each upper floor. The main building comprises of variously sized windows on the ground, first and second floor. The third floor is also recessed to provide a balcony which will benefit from views of Middleton House and the Cathedral. The timber link, which leads to the pavilion benefits from two large glazed panels with a single window on each floor of the pavilion. The ground floor is screened due to the cycle shelter and proposed landscaping. The eastern side elevation of the pavilion will be screened from the public domain by the main building. The main building envelopes the built form of those existing properties on Sadler Gate which in turn initially screen the proposed scheme. Windows in the side elevation are in a regimental pattern, both horizontally and vertically. The western side elevation of the main building also has regimentally placed windows on the first, second and third floor with glazing and pedestrian doors at ground floor. The open mesh brickwork runs from the eaves level down to the first floor. From certain advantage points, views will be afforded of the timber covered and secured cycle shed located to the rear of the pavilion is of a simple design with a rear gable. Amendments have been made the side elevation of the pavilion in order to bring interest to the frontage. The windows are to be recessed into the brickwork with either external or internal shutters. The balcony doors on the front elevation will have the benefit of shutters whereas those on the rear will not. The agent/applicant has considered the use of materials in order to add interest to the elevations along with integrating the proposed within the Conservation Area. 4. Introduction & Strategic Context The site lies within Derby City administrative area, adjacent to Stenson Fields residential estate, on the edge of the Derby PUA. Derby City Centre is approximately 5 miles to the north of the site. The Stenson Fields estate is well served by public transport and two circular bus routes provide a frequent service every 15 minutes between the residential estate and Derby City Centre. Sinfin District Centre lies approximately 0.25 miles from the site and comprises a large supermarket, post office, takeaway, library, doctor’s surgery and public house. The area is served by a number of primary schools and one secondary school (Sinfin Community School) which also serves as an adult education centre. The A50(T) Trunk Road, which provides a connection between the M1, Derby and Stoke-on-Trent, lies to the south of the site. The nearest access points from Wragley Way are the A514 Bonnie Prince Charlie junction at Chellaston (3.3 miles) and the A38(T) Toyota junction 4 at Findern (5 miles).

The centre is surrounded by residential areas and the facilities within the centre serve the immediate day-to-day needs of the local population. Development Context Blagreaves Lane/Stenson Road is located in the south of the Derby Urban Area and is located approximately 700 metres to the north of the urban extension at Stenson Fields.
