The participant organizations were DEVCON, Thar AID, Insaf Social Welfare Association (ISWA), SDTS (Sewa Development Trust Sindh), SPO (Strengthening Participatory Organization), HANDS (Health and Nutrition Development Society),FRDP (Fast Rural Development Program), ACTED, International Rescue Committee (IRC), Catholic Relief Services (CRS), Goth Seenghar Foundation(GSF), RDF (Research and Development Foundation), Agriculture Extension, WFP and FAO. DEVCON representative shared that we worked in District since October 2012 as an IP of Concern World Wide (CWW). We implemented

two projects of IRISH Aid and ECHO 6. Under the FS components we cover three types of activities.

- Commenting on the HANDS cooked food intervention; SPO representative shared that sometimes cooked food causing problem for the beneficiary; especially the children and women. We need to find out the alternate ways for keeping it safe.

. Insaf Social Welfare association (ISWA) representative shared that we did food distribution in relief phase 2012. He informed the forum that he has visited Khairpur, Ghotki and Sukkur area and met with the affected families; they informed him that we have only food for 3-4 days and we need assistance in coming days.

. Thar Aid representative shared that we don’t have project at the moment but we have submitted proposals and hope will get some funding.

. SEWA trust representative shared that we are khairpur based organization. The only IRC (Indus Resource Centre) and SRSO (Sindh Rural Support Program) is providing assistance in khairpur in the current flood. He further shared that only the katcha areas of , and Sobhodero are affected; the Deputy Commissioner of Khairpur is co-operative and we have easy access to all the information.

. SPO representative shared that we provided assistance in Jacobabad district in 2011 and 2012 in Alanpur and Dinpur UC’s. Currently we don’t have project in food security.

. ACTED representative shared that we have recently completed ERF funded project and the activities under PEFSA IV are ongoing. Under PEFSA IV the below are the details:

- 414 unskilled (Male/Female) beneficiaries were paid PKR 9,240/- each for 24 days CFW activities. - Male CFW worker were involved in Culverts and Kacha roads rehabilitation and Female CFW workers were involved in Fuel efficient stove, mud seed bin and soled west bin activities.

. Catholic Relief services (CRS)/ Goth Seenghar Foundation (GSF)

representative shared that we have finished the soil analysis project of Taluka Thull by 31st of August and will share the report soon. The ten month project is in pipeline, hope will get the funding. For the emergency 2013, the cell has been established at CRS office for monitoring and data collection form the affected districts; Ghotki, Sukkur and Khairpur. He informed the forum that CRS don’t support in food we are only coordinating and monitoring the situation.

Suggestion: inter cluster coordination meeting

. International Rescue Committee representative shared that we have completed the EWRF fund project and now activities are ongoing for PEFSA IV.

Under the PEFSA IV project in District Shikarpur the modalities are CFW and CCGs. In District Mirpurkhas the modalities are Goat distribution and backyard Poultry with the shed provision.

He further shared that IRC has done some assessment in Khairpur and Ghotki and collected the data from district authorities. He shared that wheat crop may not be sown in some areas of Ghotki due to standing water.

. FRDP representative shared that they have recently done rapid assessment with the support from Oxfam Novib, hope we will get some funding for the assistance.

. RDF representative shared that currently we are implementing the development project in Khuadabad and Muradabad UC’s of . The interventions are for the enterprise development with the support from Trocair International.

. WFP representative and focal person for Food security cluster shared that WFP has provision of 20,000 bags for emergency assistance which can be further increased up to 40,000.

- 10 prefabricated ware houses have been established in different districts. - The NGO roster has been updated

. In current CFW project the payment has been shifted to UBL Omni because of the slow process of easy paisa. . He shared that DRR consultant has been hired and we will start the training on DRR components

Updates from FSC Food & Agriculture Organization of the United Nations: Mr. Ashraf Ali, (UNFAO) Provincial Cluster Coordinator FSC form UNFAO and FSC Co- Chair shared the detailed presentation on the FSC response for both ER interventions and the flood 2012 response. The glimpses of the presentation are as under:

Emergency Response 2012. - 166,370 HH’s received the food assistance in three districts Jacobabad, Kashmore, Shikarpur and Dadu during rain emergency 2012. - 12,010 HH’s received the livestock support assistance in Districts Jacobabad , Kashmore and Shikarpur. - 13,853 HH’s received the Conditional Cash Grant support in Districts Kashmore & Shikarpur. - 1,540 HH’s received unconditional cash grants in Jacobabad & Kashmore. - 6,918 HH’s received agriculture input in Jacobabad & Shikarpur. - 40,078 HH’s under CFW in District Jacobabad, Kashmore and Dadu. - More than 1 Million Animals have been vaccinated treated and drenched by the livestock department in three districts i.e. Jacobabad, Kashmore and Shikarpur.

Updates on The FSC- Co-chair informed the forum that FSC will conduct LRA II in 2012 flood Livelihood Recovery affected districts (Jacobabad, Shikarpur and Kashmore). The below are the Appraisal II objectives of the assessment:

• To assess the impact of floods on livelihood and food security at the household level, in the flood affected districts of Sindh, Punjab and Balochistan. • To assess the extent to which rural households have recovered in terms of livelihood and food security from 2012 and/or floods of 2010 and 2011. • To assess the impact and effectiveness of interventions designed to support livelihood and food security recovery, analyze the unmet needs, if any, and identify the gaps in humanitarian response. • To assess the resilience of the households and communities to deal with the shocks and the measures required to strengthen it further. • Based on the findings of the appraisal, to document the lessons learnt and make appropriate recommendations for sustained livelihood and food security of the households and communities.

Updates on Market The FSC- Co chair shared that Cash working group of FSC have organized two Assessment training training on market assessment at Sukkur and Hyderabad. Around 70 organizations participated in the training at both locations; the below were the objectives of the training:

• to identify market indicators to be integrated into analytical outputs and explain how market information helps in decision making • to describe key elements of market functioning; structure, conduct and performance • to identify purposes of trader surveys (TS), the conditions under which TS should be conducted, and possible triggers of those surveys • to enlist 9 principles and 4 steps guiding planning and implementation of TS; how to use this in preparing the TS plan • to adapt generic TS questionnaire; describe challenges of TS data collection and techniques for overcoming challenges

Updates from Govt: The deputy Director Agriculture Extension Jacobabad informed the forum that due to recent changes in local government law every department is functioning independently.

- He shared that emergency centre has been established in department and monitoring the crop damage information. - He further shared that some growers has shifted from coarse to fine varieties rice and expecting the more profit for their produce.

He further suggested humanitarian community and cluster to involve and get support from forest department for tree plantation which will reduce the soil erosion. He shared the detailed report on soil situation of Jacobabad district. AoB Enumerators training for LRA II Next Meeting During the month of September 2013 at Hyderabad and in October 2013 at Sukkur (Tentative)
