ACC-ESPN Network Broadcast Control Room Expansion Equipment and Integration Services

1. The following questions have arisen as a result of the RFP:

Question 1. Are there any requirements for union labor on this job-site?

VIRGINIA TECH ANSWER: No

Question 2. Is this project subject to prevailing wages?

VIRGINIA TECH ANSWER: No

Question 3. Please confirm if vendors are required to be enrolled in the eVA procurement site prior to bidding, or if it just needs to be done prior to being awarded a contract.

VIRGINIA TECH ANSWER: Vendors are expected to be registered with EVA prior to contract award

Question 4. Regarding the Edit Storage and Misc. section of Attachment C Equipment List, what is the required capacity of the storage?

VIRGINIA TECH ANSWER: Line 818 (112) 6TB Drives

Question 5. What is the approximate expected annual growth in storage use?

VIRGINIA TECH ANSWER: They will keep (2) years on-line and Offline the rest to LTO

Question 6. The design documents show that there will be 20 edit suites. A – Will all 20 suites being accessing the storage? VIRGINIA TECH ANSWER: Yes B – What codecs will the editors be using? VIRGINIA TECH ANSWER: XD CAM for now, but will explore as the system is being built C – What are the expected resolutions, frame rates, and color bit rates? VIRGINIA TECH ANSWER: 1080P/60 D – How many streams per editor? VIRGINIA TECH ANSWER: Not determined yet.

Question 7. Confirm information informally received at the June 13 conference, the editors will be communicating with the storage via 10Gb Ethernet

VIRGINIA TECH ANSWER: Yes

Question 8. In the Media Asset Management subsection, the Quantum Storage Manager Archive plugins for CatDV are listed, but there is no Quantum archive target identified in the RFP (tape, object storage, and/or cloud)?

VIRGINIA TECH ANSWER: You will have a Quantum Shared Storage, LTO Tape

Question 9. How can all scenic elements be loaded into the studio space? Can a full 53’ truck back up to the main front doors of the studio space?

VIRGINIA TECH ANSWER: Thru the front door will be best, will not be able to back up to door, unload from street right into front door.

Question 10. Are the black divider walls with doors part of construction? How is it integrated into scenic wall flats?

VIRGINIA TECH ANSWER: The divider walls are a part of construction; the flats can attach to them. See VT-615

Question 11. Are the ACM background panel walls in Anchor Desk 2 elevation part of the set build or part of construction? What is the overall height of these wall panel flats?

VIRGINIA TECH ANSWER: See drawing VT-615

Question 12. What is final finish of the ACM wall?

VIRGINIA TECH ANSWER: See drawing VT-618

Question 13. If the “VT” dimensional open paneling wall is to be fabricated as dimensional, what is the thickness of the material? Is the thickness of the material painted a color, different than the face material?

VIRGINIA TECH ANSWER: Set designer choice on thickness, VT-618 is scaled per detail. All color is the same

Question 14. Please explain further the aluminum bar for DMX cove lighting for anchor desk wall 2

VIRGINIA TECH ANSWER: Up lighting feature LED Multicolor Light DMX controlled by lighting console

Question 15. What are the dimensions and construction details of the exterior riser?

VIRGINIA TECH ANSWER: VT-614

Question 16. Does the exterior riser need casters/brakes?

VIRGINIA TECH ANSWER: Depends on weight, preferably no so it could store behind the main set.

Question 17. How does the exterior riser store? Is a rolling cart or crate required?

VIRGINIA TECH ANSWER: See above

Question 18. Can a standard brushed aluminum wood backed laminate or standard metal laminate be substituted for Wrisco brushed aluminum laminate?

VIRGINIA TECH ANSWER: Yes, as long as it matches design intent for the camera look.

Question 19. Detail any graphics/signage required for the control room areas? Graphics are shown but no details/sizes for production or method of fabrication.

VIRGINIA TECH ANSWER: As shown, these will be Vinyl applications

Question 20. Is control room entrance (rendering page 13) part of the scenic set build scope? Please detail.

VIRGINIA TECH ANSWER: As shown, these will be Vinyl applications

Question 21. For anchor desk wall, detail method of fabrication and specific location of LED light sources. How is the perforated aluminum panel with reflective white vinyl illuminated to achieve desired amplified wall wash?

VIRGINIA TECH ANSWER: Open on top

Question 22. For anchor desk wall, how is the brushed aluminum frame and background panel illuminated (front lit or halo lit)? Appears that brushed aluminum surface is lit from halo lighting behind monitors.

VIRGINIA TECH ANSWER: Open on top

Question 23. Does Interview Desk platform need to be on casters/brakes?

VIRGINIA TECH ANSWER: No

Question 24. For main anchor desk, what is the thickness of the acrylic top?

VIRGINIA TECH ANSWER: Standard is fine

Question 25. Interview Backdrop – Confirm that the short throw projection screen has been replaced with static graphics that ae rear illuminated.

VIRGINIA TECH ANSWER: This is a static back lit, changeable.

Question 26. Interview Backdrop – are the graphics attached to the structure or is the “mural” a flat mural behind the curved scenic

VIRGINIA TECH ANSWER: Attached to structure

Question 27. Window Displays – Are the chrome support pipes to be supplied by the scenic vendor? Should pipe diameter measurement be pulled from the drawing (to scale?).

VIRGINIA TECH ANSWER: This is scenic from the grid to the floor, 2” pipes

Question 28. Wall logo elevation – Is upper and lower brushed aluminum trim to be supplied by scenic builder? Is that something that should fall under the construction since wall is curved?

VIRGINIA TECH ANSWER: Scenic

Question 29. Wall logo elevation – if repeat “Virginia Tech” are to be dimensional, what is the thickness of the letters and how is that affected by the curved wall. If dimensional, is return thickness a different color than face (same as “VT” letters)?

Question 30. Is there ample access to the studio area with a man lift to install scenic items?

VIRGINIA TECH ANSWER: Yes

Question 31. Green Screen – Is brick wall flat camera right of green screen part of scenic?

VIRGINIA TECH ANSWER: The brick columns are a part of the building structural

Question 32. What is the studio floor treatment and is that in the scenic scope?

VIRGINIA TECH ANSWER: Floor is in construction and will be a poured epoxy black

Question 33. GTC Item #31 -Please confirm that state sales tax is not to be included in equipment or labor pricing for this bid.

VIRGINIA TECH ANSWER: Provide proposals without sales tax included. This will be determined at a later date with the winning vendor.

Question 34. VII.A.8.a requests warranty of labor and materials for twenty-four (24) months. VIII.A.5 requires a one (1) year parts and labor warranty. Please clarify.

VIRGINIA TECH ANSWER: 12 months with a 12-month option

Question 35. Based on discussions at the Pre-Bid meeting, please confirm that section VII.B.1.f.2), which states that owner will provide fiber between TOC and venues, SI to terminate and dress into owner- provided LIU, is applicable; and section VII.B.1.f.4), which states that owner will provide, terminate, and test all backbone fiber, is incorrect and should be deleted. Please clarify.

VIRGINIA TECH ANSWER: Per Spec Part 4 Execution Fiber Termination of owner provided fiber between facilities a. Owner will provide: i. 96 Strands of SM cable from TOC rack to Facility Press Box or IDF Rack ii. Owner will provide LIU, 6 pack ST pass thru plates for both the TOC and Field Locations:

All terminated connections will be labeled in the LIU iv. All terminated connections will be tested and documents to go with the owner provided as built of the runs

1. Refer to specification for acceptance criteria for fiber terminations

2. All testing results will be submitted to the consultant and owner in soft form v. Any fiber not able to be certified will need to be tested with an OTDR, if found to be a problem in the line itself, it will be the responsibility of the owner to correct at their expense, if found to be a problem with the connection, it will be for the systems integrator to correct at no cost to the owner. Trace of test to be provided to consultant and owner vi. Total termination expected are 384 terminations with an option for the remaining 384 for a total of 768

1. Please give a per termination cost if the owner chooses to select on location and number vii. Fiber to be terminated is as follows with them all originating from the TOC home run to the location:

Question 36. VII.B.1.f.2.f) states that 384 (optionally 768) fiber terminations are expected for the interfacility fiber runs. Based on answer to RFI#3, can you confirm total terminations expected?

VIRGINIA TECH ANSWER: See above per spec 5

Question 37. Pertaining to the 96-strand fiber runs, is the "Lane Stadium FOH" location demark point to be the racks in the Studio Control Room?

VIRGINIA TECH ANSWER: Yes

Question 38. Regarding the running of a pair of video lines to the video display processors at each venue: a. Which venues have processors? b. Can we assume the processors are in the vicinity of the IDF or Press Box location of the fiber rack? (less than 50'?)

VIRGINIA TECH ANSWER: If there is a video board it will be less than 50’ to the processor.

Question 39. What is the distance between the Studio and TOC? Is an established cable pathway provided and are there any overall drawings of the entire area?

VIRGINIA TECH ANSWER: Roughly 150’

Question 40. It is understood that Edit rooms 1 and 2 are located in Rooms S106A and S106B (Drawing VT-010) and Edits 3 through 9 are located in the cubicles also shown on drawing VT-010. Are Edits 10 through 13 (Editing Laptops) associated with any particular locations? If so, where will these be located?

VIRGINIA TECH ANSWER: Conference Table

Question 41. Are Edits 14 through 20 to be installed in the Merryman Building or elsewhere?

VIRGINIA TECH ANSWER: Existing Merryman locations

Question 42. VII.B.1.f.5) states all units need to interface with DataLinq servers and scoring systems. a. Does this apply to the Fiber section that it is in? b. If so, which units are being referred to?

VIRGINIA TECH ANSWER: This will come thru the fiber connections

Question 43. Ref # 246, 251, 256, 261, 266 - The Marshall CV502-WPMB does not support a genlock input as shown on drawing VT-204. Should these POV cameras be replaced with the Marshall CV565- MGB? (The CV565-MGB does not have an IP67 rating)

VIRGINIA TECH ANSWER: Change this spec to the CV565-MGB GENLOCK Camera with 3G/HDSDI/HDMI

Question 44. Ref # 753, other Edit Suites - The Matrox MXO2RUMAX/N appears to be discontinued. Is there a preferred alternative device?

VIRGINIA TECH ANSWER: Use their replacement or equal replacement

Question 45. Ref # 1010, 1032, 1054, 1076 - English Field, Tech Softball Park, Thompson Field, and Cassell Coliseum are to be provided with a Middle Atlantic WRK-4432 equipment rack. What other accessories should the SI provide? (side panels, vented top, power strips, grounding bar)

VIRGINIA TECH ANSWER: Per Spec 6

Equipment Racks shall be Middle Atlantic Products model WRK-44-32LRD, or approved equal, with accessories as noted below. Quantity of racks shall be as required to house all equipment supplied under this scope of work. Any unused rack mounting spaces shall have blank panels to fully enclose the rack assembly. Multiple racks shall be anchored together using appropriate ganging hardware. Standard solid rear door shall be replaced with Middle Atlantic Products model MW-LVRD-44 vented rear door. a. Provide two (2) side panels per individual stand-alone rack or series of racks ganged together. The intent is to have an enclosed rack system. A single stand-alone rack would have two (2) side panels and a series of three (3) racks ganged together would also have two (2) side panels. Side panels shall be Middle Atlantic Products model SPN-44-312, or approved equal. b. Provide Middle Atlantic Products model MW-4QFT-FC integrated fan top, or approved equal, for each rack. Fan shall be thermostatically controlled to ensure in-rack temperatures of less than 100 degrees Fahrenheit. c. Provide two (2) Middle Atlantic Products model LT-GN-PL gooseneck work lights for each rack required for this scope of work. d. Provide Middle Atlantic Products model PDT-1220C-NS, (12 Outlet Vertical Strip) or approved equal, in rack vertical power strip. Power strip shall have enough receptacles to accommodate all equipment housed in the associated rack with a minimum of two spare receptacles per rack. Power connector to be a L20-20P 20A twist lock plug.

Question 46. Ref # 1123 - Regarding the TOC Racks, the equipment list shows WM-VT rack top, while RFP spec shows the MW-4QFT-FC fan top. Which model is preferred?

VIRGINIA TECH ANSWER: Per Spec Provide Middle Atlantic Products model MW-4QFT-FC integrated fan top, or approved equal, for each rack

Question 47. Ref # 851 - SI to supply seven (7) cubicles. Does scope of SI work include assembly and power/LV connection? Once installed, how are users to access Power and Data panels mounted on the wall behind the cubicles?

VIRGINIA TECH ANSWER: Cubicles are a part of construction or FF&E

Question 48. Ref # 895 - Evertz modular frames are requested with 48VDC power supplies. Is this as intended?

VIRGINIA TECH ANSWER: Defer to Manufacturer

EQUIPMENT LIST RFI’S – 2.0 Broadcast Cabling

Question 49. Drawing VT-702 shows coax cabling to multiple JBT locations at English Field and Tech Softball Park, but the equipment lists for each of these JBT's does not show a BNC I/O panel. Are these existing or should SI provide as new?

VIRGINIA TECH ANSWER: This should be a new panel

Question 50. Please provide cabling distances between press box (or IDF) and each JBT location at all remote venues.

VIRGINIA TECH ANSWER: See Attachment H (attached by this addendum) for distance 7

Question 51. Studio BSP's appear to have been left off the equipment list and studio floor plans. How shall camera and A/V signals interface to the TOC?

VIRGINIA TECH ANSWER: There should be a plate in each room that feeds back to the racks located in the studio control room. This will then jump to any of the control room via fiber. Add (3) ES943U to each of the studios as well.

Question 52. It is understood that a small interview set may be temporarily set up outdoors in front of the studio building. Is the SI to provide a portable lighting system for this outdoor set?

VIRGINIA TECH ANSWER: No

Question 53. Please confirm that SI is NOT to provide entrance awning glass and steel roof covers.

VIRGINIA TECH ANSWER: Correct

Question 54. Re. 55" IR Touchscreen, what processing device is this touchscreen to be interfaced to? (Comm from the touchscreen is USB, which would have distance limitations.)

VIRGINIA TECH ANSWER: Media Player located in the rack in the control room behind it.

Question 55. Telescript TECHRC software - is this to be run on an OFE computer? If not, should SI supply?

VIRGINIA TECH ANSWER: This is a turn-key, SI to supply, this will also need to run on the KVM system

Question 56. Does VT have a preferred Set Construction firm identified? Perhaps a SWaM with VT experience?

VIRGINIA TECH ANSWER: We do not have a preference if they have credentials to build the set pieces

Question 57. Regarding Sony BP-U60T.B, in Sony-speak, the ".B" signifies a B-stock unit. Is this as intended?

VIRGINIA TECH ANSWER: This is not the intent, please disregard. This will be new stock.

Question 58. SI to supply three (3) double-tier lockers?

VIRGINIA TECH ANSWER: Will be a part of FF&E no SI

Question 59. Is SI responsible for proper assembly and installation?

VIRGINIA TECH ANSWER: See Above

Question 60. Are these lockers to be free-standing or anchored to a wall?

Question 61. VT-010 - Which areas have Raised floor tiling and at what height?

VIRGINIA TECH ANSWER: Tile and will be 8”

Question 62. VT-010 - Who is responsible for corner desks in engineering office?

VIRGINIA TECH ANSWER: Will be a part of FF&E, not SI

Question 63. VT-010 - Who is responsible for straight desk in engineering office?

Question 66. VT-010 - Are the 3 small blocks near the CR doors file cabinets, and who is responsible for them?

VIRGINIA TECH ANSWER: Will be a part of FF&E, not SI

Question 67. VT-011 - In CR and TOC areas, is the cable tray expected to run under the raised floor?

VIRGINIA TECH ANSWER: Yes, it is in the construction build and will be ready for SI

Question 68. VT-011 - In TOC area, at what approximate height are each set of conduits?

VIRGINIA TECH ANSWER: Floor to Ceiling 12’

Question 69. VT-011 - Outside TOC area, at what height is the existing facility cable tray?

VIRGINIA TECH ANSWER: 14-16’

Question 70. VT-011 - Please confirm the interior walls in the CR and TOC areas end at the top of the raised floor and do not go down to the slab.

VIRGINIA TECH ANSWER: Correct

Question 71. VT-011 - Are all electrical outlets shown, categorized as the "demarcation point" by others in RFP section VII.A.3.c?

VIRGINIA TECH ANSWER: Yes

Question 72. VT-011 - Are all L5-20 twist-lock outlets for consoles and racks mounted under the raised floor?

VIRGINIA TECH ANSWER: Yes

Question 73. VT-011 - Does 2nd Corner desk in engineering room need a Data Outlet and Low Voltage Wall Plate?

VIRGINIA TECH ANSWER: All desk, workstation will need a data outlet along with all CPU in the control rooms

Question 74. VT-011 - Is there any utility power on the walls in the CR and TOC areas that is not shown on this drawing?

VIRGINIA TECH ANSWER: Yes, a part of the electrical plans

Question 75. VT-011 - How many connections are required at the Data Jack locations shown on the walls?

VIRGINIA TECH ANSWER: 2 (Two)

Question 76. VT-012 - Please confirm that lighting in CR, TOC and Cubicle areas are not in SI's scope?

VIRGINIA TECH ANSWER: Correct

Question 77. VT-012 - Is lighting missing for the CR corner desks?

Question 80. VT-013 - Please confirm that the Studio CR floorplan on this drawing is invalid, and the floorplan shown in VT0054753 Attachment E Design Deck.pdf, sheet 2 is correct.

VIRGINIA TECH ANSWER: Page #2 of the VT0054753 Attachment E Design Deck is the correct location. The drawings show it in the wrong place.

Question 81. VT-013 - What are the rectangular devices shown just interior to the main doors of the studio area next to the pillars?

VIRGINIA TECH ANSWER: Those originally where the main interface to the control rooms, but with the addition of the walls, they have been removed and the plates mention previous will be used instead for each room.

Question 82. VT-014 - Is there any Cable tray or Conduit path from TOC to Studio CR racks and console?

VIRGINIA TECH ANSWER: It will be a combination of cable tray and path provided by construction to get into the studio control room.

Question 83. VT-014 - Is there a cable path (tray or conduit) to the JBT outside of the studio entrance, and who is responsible for it?

VIRGINIA TECH ANSWER: There will be a conduit path provided by construction to the studio control room.

Question 84. VT-014 - Are all electrical outlets shown, categorized as the "demarcation point" by others in RFP section VII.A.3.c?

VIRGINIA TECH ANSWER: Yes

Question 85. VT-015 - Is there a lighting plan for the Studio CR area?

VIRGINIA TECH ANSWER: All lighting plans will be at the discretion of your lighting designer, it will need to use LED/DMX lighting with a console located in the control room. There will be ample circuits provided in the grid by construction for them to use. 120V/20amp Edison connections.

Question 86. VT-015 - Please confirm that lighting in Studio CR area is not in contractor's scope.

VIRGINIA TECH ANSWER: Correct

Question 87. VT-015 - Per discussions at Pre-bid meeting, please confirm all light grid 120V power outlets are by others.

VIRGINIA TECH ANSWER: Correct

Question 88. VT-609 - Per discussions at Pre-bid meeting, please confirm "ACM Background Panel Wall" is in the Architect/GC scope of work.

VIRGINIA TECH ANSWER: The divider walls and main walls to create the rooms are by the construction. Everything else is in this scope.

Question 89. VT-615 - Per discussions at Pre-bid meeting, please confirm Entry Studio window framing is filled with back lit translucent graphics panels and is not using a Projection system.

VIRGINIA TECH ANSWER: Correct

Question 90. Is there any documentation of the existing Merryman Studio spaces? Floorplan/Rack+Console layouts?

VIRGINIA TECH ANSWER: As built will be supplied to winning SI

Question 91. According to previous assumptions, the bid would NOT specify a particular manufacturer but state minimum specifications. Was this a mistake?

VIRGINIA TECH ANSWER: We list the minimum spec with the equipment and expect the bids to include such; you may offer any alternatives to the bid by showing product and an overall Plus or Minus number for the alternative items.

Question 92. Request for Proposal # 0054753 Attachment C – Equipment List includes a line item for lighting system for the broadcast studio that is marked as TBD. The AV documents do not provide specifications or quantities for the required lighting system package. Please confirm that the lighting package is not to be included in this scope of work. If the lighting package is to be included in this scope of work, please provide specifications including manufacturer model numbers and quantities for the required equipment.

VIRGINIA TECH ANSWER: All lighting plans will be at the discretion of your lighting designer, it will need to use LED/DMX lighting with a console located in the control room. There will be ample circuits provided in the grid by construction for them to use. 120V/20amp Edison connections.

Question 93. Request for Proposal # 0054753 Attachment C – Equipment List includes Evertz 7700 and 7800 series cards as the Distribution Amplifiers listed as Broadcast Control Room Terminal Gear. The VT-200 Series Drawings illustrates the Grass Valley devices as the Distribution Amplifiers. Please confirm that the AV systems contractor is to provide the Evertz 7700 and 7800 series cards as the Distribution Amplifiers.

VIRGINIA TECH ANSWER: Equipment list will come before the drawing.

Question 94. Request for Proposal # 0054753 Attachment C – Equipment List includes Evertz 7700 series cards as the Audio Muxers and Demuxers listed as Broadcast Control Room Terminal Gear. The VT-200 Series Drawings illustrates the Grass Valley devices as the Audio Muxers and Demuxers. Please confirm that the AV systems contractor is to provide the Evertz 7700 series cards as the Audio Muxers and Demuxers.

VIRGINIA TECH ANSWER: Equipment list will come before the drawing.

Question 95. Request for Proposal # 0054753 Attachment C – Equipment List includes Riedel Bolero Wireless Antennas for the intercom system. The VT-Series Drawings do not illustrate or specify mounting locations for the antennas. Please provide drawings indicating the installation locations of these Intercom Antennas.

VIRGINIA TECH ANSWER: This will be a field determination. They will go close to the ABonAir antennas for coverage.

Question 96. Request for Proposal # 0054753 Attachment C – Equipment List includes a Ross Video GRAPHITE-4RU-2ME-9IN Production Switcher for Control Room 5. Question 132. The time allocated for on-site installation is of serious concern. GC turn over on November 16 is the Friday before Thanksgiving week. Due to travel constraints, it is not feasible to begin work the following week, with only the possibility of three days of work. As a result, the schedules only allows for about 4 ½ weeks of on-site time (with time out for Christmas and New Year’s) to meet the substantial completion date of January 9th. Substantial completion of the entire project cannot be achieved in this time frame. Should the SI submit their own schedule that allows ample time for completion? If so, can functional completion be staggered so that certain areas become available to VT for use before others? Please provide any critical event dates of which the SI should be aware.

VIRGINIA TECH ANSWER: You can submit your own time schedule and we will evaluate as requesting in the specification of submittals

Question 133. What are demolition expectations for the integrator regarding Control Rooms C & D?

VIRGINIA TECH ANSWER: As outlined in the specifications, all mainframe equipment will move back to the new TOC and will be linked via fiber extensions to the control rooms. Remove any racks no longer needed with this move.

Question 134. Control Room 1&2 are mirrored (not identical) – Would VT be interested in the bench positions to be identical instead of mirrored? Does the position of the TD position matter to the TD? Usually TD likes a consistent side (right handed vs left handed orientations).

VIRGINIA TECH ANSWER: Follow as it is laid out.

Question 135. Would VT consider adding to the electrical scope to ensure a minimum of 2 circuits for all TOC racks?

VIRGINIA TECH ANSWER: No as it would be cost prohibited at this time.

Question 136. Would VT consider not installing cable tray under the floor? Our experience has been that laying cabling directly on slab in a clean and uniform fashion provides a cleaner, more manageable installation while allowing more space for future changes. Please advise.

VIRGINIA TECH ANSWER: As noted in the drawings, the GC will provide cable tray under the floor and will be ready for you to use.

Question 149. It looks like the desk in that exterior area may be taken from the anchor desk, when separated. Is that the case? Do you need us to bid on the platform seen in those slides?
