OSNOVNI CILJEVI PROGRAMA VAŽNIH BILJNIH STANIŠTA Svrha Programa važnih biljnih staništa (IPA programme) je da odredi i sačuva mrežu najboljih staništa za divlje vrste biljaka, gljiva kao i njihove habitate širom svijeta kako bi se omogućilo dugoročno očuvanje značajnih biljnih vrsta i gljiva. IPA obezbjeđuje okvir za primjenu Cilja 5 Globalne strategije o očuvanju biljaka u Konvenciji o biološkoj raznovrsnosti (Target 5 of the Convention on Biological Diversity’s Global Strategy for Plant Conservation). Cilj programa je da se do 2010. godine zaštiti 50% najvažnijih područja za biljnu raznovrsnost u svijetu. Identifikovani IPA sajtovi nisu zakonski obavezujući za datu državu, već je IPA pro- gram namijenjen da informiše i ubrza postojeće međunarodne, regionalne i nacionalne programe za očuvanje životne sredine, kao i usvajanje i primjenu odgovarajuće legisla- tive. IPA model može pomoći u primjeni Direktive o habitatima (u zemljama članicama EU) i Bernske konvencije (u zemljama članicama Savjeta Evrope). Rad na IPA projektu, takođe, doprinosi Evropskoj strategiji za očuvanje biljnih vrsta (European Plant Conservation Strategy). IPA predstavlja referencu za određivanje onih područja značajnih za biljne vrste, gdje je moguće ostvariti najviši stepen zaštite, na osnovu postojećih zakonskih odredbi. IPA se definiše kao “prirodna ili polu prirodna staništa koja pokazuju posebnu botaničku raznovrsnost i/ili sadrže još nedovoljno poznat skup rijetkih, ugroženih ili endemičnih biljnih vrsta i/ili vegetacije visoke botaničke vrijednosti”. Određivanje IPA staništa se vrši po međunarodnim i regionalnim kriterijumima kako bi se obezbijedila konzistentnost, a bazirano je na tri kriterijuma: - ugroženost vrsta, - botaničko bogatstvo i - ugrožena staništa. Najvažniji rezultati programa su: - Formiranje nacionalne mreže IPA specijalista - Kompletiranje identifikacije IPA staništa na nacionalnom nivou, uz unošenje detaljnijih podataka u web IPA bazu - Izdavanje nacionalne IPA publikacije - Realizacija pilot projekta u cilju zaštite jednog identifikovanog IPA staništa - Povećanje kapaciteta mreže Planta Europea kao foruma za specijaliste u zaštiti biljnih vrsta i gljiva - Realizacija međugraničnog projekta - Trening u zaštiti biljnih vrsta za 2 člana nacionalnog IPA tima IPA program u Crnoj Gori 2. KAKO JE NASTAO PROJEKAT # Plantlife International je koordinator Important Plant Areas programme u Evropi, i vodeći je partner sa IUCN za dostizanje Cilja 5 Globalne strategije za zaštitu biljaka. U 2002. Plantlife International i partneri u 7 zemalja u centralnoj i istočnoj Evropi dobili su donaciju od Ministry of Agriculture, Nature Management and Food Quality u okviru PIN/MATRA Funds of the Ministry of Foreign Affairs of the Netherlands da koordini- raju IPA identifikaciju u tim zemljama. Projekat je završen tokom 2005. i blizu 800 IPA staništa je identifikovano. Finalni izvještaj je publikovan i sadrži detalje o staništima, ugroženim vrstama i habitatima, status zaštite, kao i analizu najvažnijih zakonskih odred- bi koje se tiču zaštite biljnih vrsta u Evropi. Sa sledećeg sajta možete downlodovati final- ni izvještaj: http://www.plantlife.org.uk/international/plantlife-ipas-euro-cee.htm Stotine specijalista sa univerziteta, vladinih agencija i nevladinih organizacija su bili uključeni u trogodišnji projekat selekcije staništa. Sada je izazov upotrebiti te informacije u cilju određivanja priroriteta prilikom zaštite područja, i upotrebiti ih za poboljšanje zakonske regulative. 3. IPA PROJEKAT U JUGO-ISTOČNOJ EVROPI Jugo-istočna Evropa pokazuje najveći diverzitet u Evropi po bogatstvu divljih biljnih vrsta i njihovih habitata, koji se pojavljuju u vidu mozaika planina, šuma, livada, riječnih kanjona, jezera i obala. Ovakva priroda je interesantna i za turističku industriju koja poten- cijalno ugrožava raznovrstnost biljnih vrsta i njihovih staništa na Balkanu. U februaru 2006 Plantlife International i njegov Holandski partner FLORON dobili su donaciju od BBI Matra fund of the Dutch Ministry of Agriculture, Nature and Food Quality za realizaciju projekta pod nazivom "The Planta Europa Network and the Important Plant Areas (IPA) Programme in South Eastern Europe" Kao države učesnice u ovom trogodišnjem projektu određene su Bugarska, Hrvatska i Crna Gora. Ovaj projekat se nastavlja na prethodno realizovani projekat "Biljke duž granica" koji je Važna biljna staništa u Crnoj Gori # u ove tri države realizovan uz donaciju i koordinaciju Regionalnog centra za zaštitu životne sredine (REC). Dok su Bugarska i Hrvatska završile značajan dio posla u vezi Nacionalnih Crvenih lista, Crna Gora taj proces nije još započela. Tako stručnjacima u Crnoj Gori predstoji mnogo više posla i obaveza prilikom realizacije IPA projekta. Realizacija IPA identifikaci- je je dobar početak za implementaciju PEBLDS, PEEN, Direktive habitata EU i Natura 2000 mreže, što su sve obaveze zemalja koje žele da se priključe Evropskoj uniji. Partnerske organizacije u ovom projektu su: u Bugarskoj Botanički institut Sofija, u Hrvatskoj Hrvatsko botaničko društvo i u Crnoj Gori nevladino udruženje "Green Forest" iz Podgorice. Plantlife International, sa sjedištem u Velikoj Britaniji, je nevladina organizacija posvećena očuvanju i zaštiti divljih biljnih vrsta i gljiva i noslilac je IPA projekta. U okviru projekta je organizovan IPA sekretarijat čiji su članovi Plantlife's Global Programme Manager, Elizabeth Radford, i European Programme Manager Dr Seona Anderson and Melanie Bliz. FLORON (Foundation for Floristic research in the Netherlands) je nevladina organi- zacija za istraživanje i zaštitu holandske flore. Članovi FLORON-a su posebno specijali- zovani za Crvene liste, a partner su Holandskom ministarstvu za projekte u jugo-istočnoj Evropi. Planta Europea je mreža nezavisnih organizacija, vladinih i nevladinih, koji rade zajedno na očuvanju evropski divljih vrsta biljaka i gljiva. Mrežu čini više od 60 organi- zacija iz 34 evropske države. Nacionalni IPA partner u Crnoj Gori je NVO Zelena Gora. 4. KRITERIJUMI ZA IZBOR IPA PODRUČJA Područje značajno za biljke (floru) (orig. Imoprtant Plant Area, IPA) je prirodni ili poluprirodni lokalitet koji pokazuje izuzetno bogatstvo i/ili sadrži izuzetan sastav rijetkih, ugroženih i/ili endemičnih vrsta i/ili vegetacije visokog botaničkog značaja. Tri osnovna principa identifikacije IPA Kriterijum A Lokalitet sadrži značajnu populaciju jedne ili više vrsta koje su od globalnog ili evropskog značaja za zaštitu. IPA program u Crnoj Gori Kriterijum B # Lokalitet sadrži izuzetno bogatu floru na Evropskom nivou u odnosu na biogeograf- sku zonu u kojoj se nalazi. Kriterijum C Lokalitet je izraziti primjer staništa od globalnog ili evropskog značaja za zaštitu ili botaniku. Da lokalitet postane IPA područje, potrebno je da zadovolji ili A ili B ili C ili bilo koju kombinaciju ovih kriterijuma. 5. OSNOVNI PRINCIPI - Riječ biljka podrazumijeva alge, gljive, lišajeve, jetrenjače i prave mahovine i autohtone vaskularne biljke. - Odabir lokaliteta treba biti utemeljen, koliko god je to moguće, na smislenim podacima, kvantifikovanim populacijama i ograničenim područjima, kao i na transparent- nom postupku odabira. - Cilj IPA projekta je da identifikuje i zaštiti sveobuhvatnu mrežu evropskih IPA, međutim, broj, veličina i raspon IPA lokaliteta u okviru svake zemlje je nacionalna odlu- ka zasnovana na ograničenjima postojećih kriterijuma i saznanja, sredstava i iskustva nacionalnih IPA timova. IPA je definisano tako da bude, koliko god je to moguće: - različito prema osobinama ili staništima ili botaničkim karakteristikama, od okolnog područja; - da postoji kao stvarno ili potencijano zaštićeno područje ili područje kojim se može upravljati u svrhu zaštite; - ne postoji definisana minimalna ili maksimalna veličina IPA; - područje odabrano za svaki IPA je konačna odluka pojedinog IPA nacionalnog tima, u okvirima IPA kriterijuma. Potencijalno, IPA može biti veoma malo područje nami- jenjeno zaštiti jedne vrste, ili vrlo malo područje specifičnih staništa ili može uključivati velika područja sa mnogo različitih IPA vrsta ili staništa ili područja visokog bogatstva i raznovrsnosti. - IPA se može identifikovati na bilo kom području, privatnom, javnom ili zaštićenom. Bootstrap correlation analysis, forward evolutionary analysis were used to study the temporal and spatial patterns of climate-growth relationship. P.heldreichii chronologies have a length from 175 to 541 years and a greater similarity along the latitudinal gradient. Growth - climate relationship pointed out that P.heldreichii growth vary due to the combined effect of summer precipitation with winter temperature providing a better understanding of this response at spatial and temporal scales. Future research focused on the analysis and integration of P.heldreichii growth along latitudinal and longitudinal gradients, as well as on the spatial and temporal patterns of temperature and precipitation records will improve the knowledge of long-term climate fluctuations during the last century in Kosovo. Herein, we evaluate the utility of the plastid trnL marker for species identification applied to Mediterranean pines (Pinus spp.). Our results indicate that trnL is a very sensitive marker for delimiting species biodiversity. Furthermore, High Resolution Melting (HRM) analysis was exploited as a molecular fingerprint for fast and accurate discrimination of Pinus spp. DNA sequence variants. The trnL approach and the HRM analyses were extended to wood samples of two species (Pinus nigra and Pinus sylvestris) with excellent results, congruent to those obtained using leaf tissue. Both analyses demonstrate that hybrids from the P. brutia (maternal parent) 6 P. halepensis (paternal parent) cross, exhibit the P. halepensis profile, confirming paternal plastid inheritance in Group Halepensis pines. Our study indicates that a single one-step reaction method and DNA marker are sufficient for the identification of Mediterranean pines, their hybrids and the origin of pine wood.

    MONTENEGRO PREFACE Podgorica, the capital of Montenegro, lies in a broad plain crossed by five rivers and surrounded by mountains, just 20 kilometers from the Albanian border. The city has a population of around 180,000 people. Bombed into rubble during World War II, Podgorica was rebuilt into a modern urban center, with high-rise apartment buildings and new office and shopping developments. While the latest Balkan war had a low impact on the physical structures, the economic sanctions had a devastating effect on employment and infrastructure. With the help of foreign investment, urban renewal is evident throughout the city, but much of it may still appear run down. Podgorica has a European-style town center with a pedestrian- only walking street (mall) and an assortment of restaurants, cafes, and boutiques. To many, its principal attraction is as a base for the exploration of Montenegro’s natural beauty, with mountains and wild countryside all around and the stunning Adriatic coastline less than an hour away. This is a mountainous region with barren moorlands and virgin forests, with fast-flowing rivers and picturesque lakes; Skadar Lake in particular is of ecological significance. The coastline is known for its sandy beaches and dramatic coves: for example, Kotor – the city that is protected by UNESCO and the wonderful Cathedral of Saint Typhoon; the unique baroque Perast; Saint George and Our Lady of the Rock islands – all locations that tell a story of a lasting civilization and the wealth of the most wonderful bay in the world. The area around the city of Kotor is a UNESCO World Heritage site for its natural beauty and historic significance.

Pine very resistant to harsh conditions, grows well in an urban environment. Recommended for home gardens, planting container assemblies, urban plantings, planted singly or in groups. Pinus heldreichii 'Satelit' (Pinus leucodermis 'Satelit') Very narrow columnar form of the tree of the annual increment of about 15 cm. Pine dwuigielna. Needles dark green, stiff, raised up. Recommended for rock gardens, backyard and on the moors. Pinus heldreichii 'Schmidtii' (P. leucodermis 'Schmidtii') Bosnian pine dwarf variety. Very dense, grows slowly (annual growth approximately 1-3 cm) assuming the shape of a sphere. Thick needles of green. High resistance to frost (like other varieties of pine Bosnian). After 10 years, the diameter of the sphere will fluctuate in the range of 30 cm. Pinus heldreichii ‘Compact Gem’(P. leucodermis ‘Compact Gem’) Dwarf pine with a beautiful, compact, broad-conical habit. Grows about 10 cm per year. Needles are long, densely covering the stems, light green. Recommended for the position of the sun, soil, average, small gardens and rock. Pinus jeffreyi 'Joppi' Jeffrey pine occurs in western North America. The area where there is up with hot, dry summers and cool, and snowy winters. With very few varieties of the pine - 'Joppi' is the most beautiful, but very difficult to get. It is characterized by beautiful, blue and green needles, but the most important feature that distinguishes it from other pines, is an incredible length of needles of up to 25cm in length! 'Joppi' in its juvenile age assumes a spherical shape, She later becomes a domed.

Boka Kotorska Bay (Boka Bay) represents a closed basin with specific hydrographic and dynamic characteristics. Since ancient time, the Boka Bay is recognized as the place where all kind of ships have shelter trough bad weather. In Montenegro, nautical tourism is a major branch of tourism, and it has an excellent potential for development. The development of nautical tourism has been increased in the last 10 years, especially after the opening of two new marinas and the increase in the number of cruise ships that visit port of Kotor. A hydrographic survey plays the most important role into safety of navigation. Exactly information about depth and bottom configuration is crucial to make a nautical chart, i.e. the hydrographic survey results.     ElABORAT OPISA GRANICA NASELJA NA TERITORIJI OPŠTINE KOTOR Elaboratom koji je sastavni dio Odluke o naseljima i granicama naselja opštine Kotor, utvr đuju se granice grada Kotora, naselja gradskog karaktera i naselja : GRAD KOTOR STARI GRAD KOTOR SA KONTAKT ZONOM Granica naselja po činje sa morske obale, gdje se uliva sjeverni krak rijeke Škurde – Mala rijeka, ide u pravcu istoka uzvodno Malom rijekom do mosta na stazi Špiljari, odavde granicom skre će u pravcu zapada nizvodno rijekom Škurdom do kraja gradskog bedema, a zatim skre će na jugoistok zidinama gradskih bedema i produžava dalje zidinama bedema do mosta na Gurdi ću, ide dalje u luku iza zgrade Socijalnog, koju obuhvata, dalje u pravcu juga do bezimenog potoka kojim ide nizvodno pored marketa «Roda» koju obuhvata, presijeca kružni tok Kotor- Škaljari-Muo, nastavlja istim potokom pored poslovne zgrade «Jugooceanije» koju ne obuhvata i izlazi na more i dalje ide obalom mora u pravcu istoka, a potom u pravcu sjeverozapada sve do uš ća Male rijeke, odakle je granica i po čela. Naselje se nalazi na teritoriji KO Kotor I i II. NASELJE GRADSKOG KARAKTERA DOBROTA Granica ovog naselja po činje na uš ću rijeke Škurde, ide rijekom u pravcu sjeveroistoka i izlazi na vrh brda kod Pestingrada, odakle skre će u pravcu sjevera i ide vrhom brda zapadno od Ga čevi ća koje ne obuhvata, nastavlja preko kote 889, dalje nastavlja u istom pravcu zapadno od Donjih Ga čevi ća, koje ne obuhvata, preko kote 827 zapadno od Zalaza, koje ne obuhvata, dalje nastavlja u istom pravcu preko kote 1004, dalje zapadno od Malih Zalaza koje ne obuhvata, preko kote 910.1 ide zapadno od Prije čca, izlazi na Stube, odakle skre će u pravcu zapada preko kote 485 do rijeke Ljute, do mosta i uš ća u more odakle ide morskom obalom u pravcu juga do ta čke od koje je granica i po čela, na uš ću rijeke Škurde.
