RBI OVERVIEW

The Red Sox Foundation’s Reviving Baseball in Inner Cities (RBI) is the recreational cornerstone program aimed at inner-city boys and girls. To the Foundation, RBI is more than simply increasing the participation in baseball and softball in the neighborhoods we serve. It’s about coming together as a team, encouraging school attendance and achievement, developing self-esteem and life skills, promoting positive attitudes, instilling values of teamwork, tolerance, and teaching safe and healthy choices to at-risk youth. RBI emphasizes the importance of good decision-making through development of good nutrition, leadership, respect for others, nonviolent conflict resolution, and an overall commitment to one’s potential and to the community.

Organized and operated by the official team charity of the Red Sox, the Foundation’s RBI program serves approximately 700 inner-city boys and girls, aged 9-18, in 13 neighborhoods including Allston, Brighton, Dorchester, Hyde Park, , Mattapan, Mission Hill, the North and South Ends, Roslindale, Roxbury, , and West Roxbury. With many neighborhoods plagued by high crime, gang activity, and youth violence, we encourage RBI players to stay in school and resist drugs, alcohol, violence, and other damaging influences in their lives while providing a safe and vital alternative. The Red Sox Foundation is proud to fund the RBI program in its entirety without support from MLB.

Our youth are the future and we understand the importance of providing a program that delivers on their needs as well as provides a safe and fun extra-curricular activity. As participation across the nation in youth baseball and softball decline, the Red Sox Foundation continues to engage the inner-city youth in our area while facilitating high-quality, outcome-driven opportunities and focusing on our own community needs.

RBI LEAGUE CODE OF ETHICS FOR COACHES AND LEAGUE AFFILIATES

PURPOSE

The purpose of RBI is to maintain and promote the teaching of fundamentals, sportsmanship, character, and appropriate behavior to all participants. The Code of Ethics is to insure that emphasis is placed on motivation and development of the total individual and not on winning.

THE CODE

Youth and adults connected with the RBI League are “living heroes.” Their actions will affect hundreds of players; therefore, it is imperative that those connected with the League always engage in conduct that is representative of the League.

C1. Under no conditions should anyone “curse out” a player on or off the field. This is not our right. Explain rather than complain.

C2. Under no conditions swear, commit, or imply vulgar action or motion.

C3. Do not bait or ride umpires, opposing players, managers, and coaches. Appropriate conduct should prevail. The manager may inquire as to the nature or interpretation of a rule, but after an explanation, there should be no further questions or actions.

C4. Do not “rid” or belittle the opposition. We are building character and togetherness.

C5. Please refrain from smoking at all practices and during games.

C6. Do not use words of instruction to a player or a team which are disrespectful, malicious or defamatory, such as “go in with high spikes,” take them out,” “throw at his head” etc.

C7. Do not drink any alcoholic beverages or be under the influence of drugs or alcohol at any time in the presence of players or in any context involving the League.

C8. Speak in the collective about a game. Use as examples: “The team won” or “We won.” All victories are team victories and team spirit should be exhibited at all times.

C9. Never use a player who has been injured until you are certain that the player have fully recovered. If a player has been injured, be certain that the player is fully recovered before he/she plays.

C10. All teams should play every player in as much of every game as possible.

C11. Do everything possible to ensure that playing RBI is a rewarding experience for the players. ENCOURAGE YOUR PLAYERS TO BE GOOD SCHOLARS AND EQUALLY GOOD CITIZENS.

C12. Make certain that managers, coaches, and your team shake hands with the opposing team before and after each game.

C13. Never make a statement that constitutes a racial slur or that is demeaning to any person. Encourage respect and tolerance of all people.

C14. Never let your personal desire to win take precedence over the RBI Code of Ethics.

C15. Do not hesitate to remind others of the RBI Code of Ethics and do not be offended when you are reminded.

C16. All use of tobacco products and smokeless tobacco are prohibited on all City of Boston Park’s premises as mandated by the City of Boston’s Parks and Recreational Department.

LEAGUE OBLIGATIONS TO THE CODE

CO1. Make certain that umpires, managers, coaches, players, and all persons affiliated with your league are fully aware of and comply with the RBI Code of Ethics.

CO2. Publicize the RBI Code of Ethics as Major League Baseball commitment and review periodically the RBI League’s progress towards its full implementation.

CO3. Demonstrate leadership by working actively with RBI League commissioners and teams to resolve problems and challenges facing the League.

CO4. Communicate to the various communities from which teams are organized the need for them to become involved and make them aware of the RBI league’s efforts.

CO5. RBI recognizes its obligation and responsibilities to each team. To this end, the RBI League and others in a position to influence the thinking of individuals should work to achieve adherence to the Code of Ethics.

FOR PLAYERS, COACHES, FANS AND ALL OTHERS ASSOCIATED WITH RBI

Talking back to the umpire results in removal from this game and being ineligible for the next game.

Swearing will initially result in a warning, if continued the individual will be ejected from the game.

Vulgar or inappropriate actions will initially result in a warning, if continued the individual will be ejected from the game.

Taunting will initially result in a warning, if continued the individual will be ejected from the game.

Teasing will initially result in a warning, if continued the individual will be ejected from the game.

The consumption of alcohol before, during or after games and practices results in a two game suspension, with review by Red Sox Foundation staff and RBI Commissioners.

Smoking or use of tobacco and the use of unlawful or non-prescription drugs before during or after games or practices results in a two game suspension, with review by Red Sox Foundation staff and RBI Commissioners.

Use of other drugs before, during, or after games and practices result in a two game suspension, with review by Red Sox Foundation staff and RBI Commissioners.

Carrying weapons at practices or games will result in suspension for the season. There is zero tolerance for violations.

Gambling, in particular betting on RBI games will result in a two game suspension with review by Red Sox Foundation staff and RBI Commissioners.

Playing for RBI is a privilege-not a right. Players or coaches who disrespect the rules will be asked to leave a game, part of the season, a full season or RBI altogether. Prior involvement in RBI does not guarantee future involvement.

Doing something that jeopardizes the safety of others will result in a warning or ejected from the game, as the umpire or coach deems appropriate. Additional penalties may result after review by Red Sox Foundation staff and RBI Commissioners.

FOR PLAYERS

(The following rules are in addition to the Code of Ethics above.)

Players are ineligible to play if they fail to attend RBI meetings and life skills training.

Every player must be in full uniform for the entire game, if not a warning will be issued, and if not corrected the player will be removed from the game.

Players should learn to win and lose with dignity. After every game all players must shake hands respectfully. If not, coaches and players may receive sanctions against them, which may include suspension.

No fighting. If you fight, you are permanently out of the league. MAKE EVERY EFFORT TO PREVENT A TEAMMATE FROM GETTING INTO A FIGHT.

Players must be in 50% of their team’s games in order to participate in the playoffs.

FOR COACHES

Each coach must sign an informed letter of commitment to abide by the Boston RBI Code of Ethics and the National RBI rules. (See Red Sox Foundation Agreement form)

All coaches and the Red Sox Foundation RBI Personnel must submit to annual CORI and SORI review by the Boston Police Department and Red Sox Foundation.

Coaches must attend all life skills training, or other related official coaches training if available, to be eligible to coach

Inappropriate touching of players will be brought to the attention of Red Sox Foundation Staff and RBI Commissioners and dealt with accordingly.

Yelling, in a detrimental form, at players will initially result in a warning. RBI Commissioners will review all instances and potential penalties may be issued. Further offenses may require removal from game or RBI season.

Putting your players down will initially result in a warning with possible removal from the game. RBI Commissioners will review all such instances.

Verbal, physical or sexual abuse will result in immediate suspension pending review by Red Sox Foundation staff and RBI Commissioners.

Coaches engaged in illegal activities must meet with Red Sox Foundation staff and RBI Commissioners and will be required to resign.

If a coach is charged with a felony, coach will be suspended pending review by league officials.

If the coach is convicted of a felony, he/she will be suspending for at least a year.

Coaches should be aware of fan and player behavior and insure that it doesn’t violate any of the rules stated above; Red Sox Foundation staff and RBI Commissioners will review inappropriate responses or inaction.

Coaches are forbidden to play players whose injury might put them in jeopardy; team coaches will face possible suspension. The Commissioner will review such incidents.

To protect their arms, pitchers in baseball are prohibited from violating listed pitching rules; violation of this rule may lead to suspension of the coach.

TEAM ROSTER RULES

80/20 Rule: The 80/20 rule applies to the players on an RBI team roster. At minimum, 80% of the players a current team’s roster must reside in the Boston area. That allows for a maximum of 20% of the players on the current team’s roster to reside in a location other than Boston.

High School Players: Any player that is on his/her High School team is not allowed to participate in any RBI practices or games until the conclusion of their High School season, which includes High School playoffs.

TRANSFER RULES

Player Transfers: Once a player signs up to play with a team within the RSF RBI Baseball/Softball League, that player must stay with that team until such time as:

a. Player ages out of current division at which time the player may transfer to any other team in the league without following the waiver process

b. Player completes waiver release process and is officially released from his/her current team

Players are not eligible to play with a new team until they are officially released by their current team.

Coaches must ensure that all players on their roster that have played for any other team within the RSF RBI Baseball/Softball League have been officially released by their previous team.

Players are not allowed to switch teams once the RBI season has officially started.

If a player is found to be ineligible due to switching of teams illegally, all games in which that player was in the lineup will be considered forfeits.

EXCEPTION: A player that is coached by a parent may switch teams without an official team release in the event that the coach/parent moves on to coach a new team within the league.

Player Release Process: All decisions will be finalized (approved or not approved) by the RBI Commissioner and/or the Red Sox Foundation if the Commissioner is unable to make a ruling.

Players and coaches must follow the steps below to complete the player release:

1. Player who wants to transfer teams must completely fill out a Request for Transfer Form which includes all information necessary to transfer teams

2. Player gives Request for Transfer Form to current coach

3. Coach reviews form, signs and dates on the day that it was presented to him/her

4. Coach must completely fill out Team Release Form which includes all necessary information to complete release

5. Coach delivers paperwork to RBI Commissioner & Red Sox Foundation RBI Coordinator for review in one of the following ways

a. In person; if delivered in person, only the original copy is necessary. RBI Commissioner & RBI Coordinator will pass along copy to the other party

b. By mail; if delivered by mail, only the original copy is necessary. RBI Commissioner & RBI Coordinator will pass along copy to the other party

c. Scanned & Emailed; if scanned and emailed, both parties must receive a copy of the forms

Under no circumstances may the coach directly tell the player whether he/she will be or will not be allowed to transfer.

After forms are reviewed by the RBI Commissioner, a decision will be made and all parties involved will be notified of the official decision.

RBI BASEBALL LEAGUE RULES

GAME RULES

Time Limit: Seven innings or completion of one additional inning after 1 hour 40 min from scheduled start time.  Finish the inning you are in and play one more. Field space usually allows 2.5 hours per game and this should keep us from going beyond 2 hours 15min. In effect, if you are still in the 5th inning at 1 hour 40min you are only playing 6 innings. *If you are still in the 4th inning, then the next rule will come into play.

**Example: Most of our 5:30pm weeknight games are followed by 8pm games and create havoc with umpires making abrupt decisions to call it while the 8pm teams start putting pressure on everyone. If at 7:10pm everyone knows that the game is, at most, in its second to last inning, this will take that pressure off.

Mercy Rule: 15 runs after 3 innings, or 10 runs after 5 innings.

Official game: (Called for rain or darkness) 4 complete innings, unless home team ahead after top of 4th.  When a game is called within the 5th, 6th or 7th innings, the final score will be that of the last completed inning. The calling of a game, once the first pitch is thrown, is 100% at the discretion of the umpires.

Grace period: 15 minutes after scheduled start time. If a team cannot field nine (9) roster players in uniform, the game is a FFT and goes in as 7-0. If both teams are short players, both take a loss.

*Coaches cannot agree to let a team start with 7 or less players and umpires should not wait beyond 15 min.

PLAYING RULES

Bats: -3; BBCOR or Wood preferred; BESR will be accepted but teams are encouraged to only use BBCOR when possible for safety reasons.

Cleats: Metal cleats are OK for both Junior and Senior divisions, but rubber/plastic must be worn on turf fields.

Roster: Limited to 20 active players. The roster must be submitted to the RBI Baseball Commissioner before team’s first game. Opening day roster players may not play for another team during the season. Changes to roster can be made once (after teams 5th game) once changes are made roster is final for remainder of season.

Re-entry/EH: Teams may bat 10 players including an EH. A team starting with 10 batters in the order must stay with 10 unless a player is hurt or ejected and only have 9 left. The hole left in the order would be eliminated and not become an out. If a team of 9 loses a player, the game is called off as a FFT regardless of inning. Any player in the order can become the EH and EH can become a fielder or pitcher as long as batting order never changes. Re-entry: Starters may re- enter the game in their original spot in the order; non-starters may not re-enter.

Pitching: Pitchers may pitch a maximum of 10 innings per week. The week is Monday through Sunday. Pitchers may not pitch on consecutive days. Pitchers throwing 3 innings or less must have 1 calendar days rest, 4 or more innings must have 3 calendar days rest. Rest rules always apply (a pitcher who throws 4 innings on Sunday may not pitch again until Thursday).

Game Reporting: All games are to be scored using GameChanger. If GameChanger is not available, the winning manager must report final score, pitchers last name and innings pitched for each team, by email, text or phone call to the commissioner or to the Red Sox Foundation within 24 hours or losing team gets the W.

Rain/Cancellations: In cases of rain, the home team will make the call if the field is suitable for play. If it is not, the home team must contact the commissioner, the umpires, and the RBI coordinator to ensure field usage and other aspects are accounted for.

If a game is canceled due to non-weather related reasons, the team cancelling must contact the opposing coach, the commissioner, the umpires, and the RBI coordinator to ensure field usage and other aspects are accounted for.

A player MUST play a minimum of 50% of regular season games in order to be eligible to play in the playoff games and/or the All-Star team. Injury waivers to this rule must be requested in writing prior to the halfway point of the season.

RBI SOFTBALL LEAGUE RULES

FOR ALL DIVISIONS

Completed paperwork (including photos) for all players must be submitted by start of season.

Coaches wanting/needing to cancel a game must do so 24 hours PRIOR to the start of the game otherwise it will be considered a forfeit.

Rain/Cancellations: In cases of rain, the home team will make the call if the field is suitable for play. If it is not, the home team must contact the commissioner, the umpires, and the RBI coordinator to ensure field usage and other aspects are accounted for.

If a game is canceled due to non-weather related reasons, the team cancelling must contact the opposing coach, the commissioner, the umpires, and the RBI coordinator to ensure field usage and other aspects are accounted for.

Teams with 2 or more forfeits are subject to lose all RSF perks.

Coaches are responsible for scheduling any make-up games.

Dates for scheduled make-up games must be submitted to softball commissioner a minimum of 48 hours prior to game day in order to secure an umpire.

Coaches must, at minimum, write player’s first or last name and initial of name not written out on game line-up.

Coaches are responsible for scoring the game through GameChanger. If GameChanger is unavailable, coaches are responsible for submitting a clear picture of the game’s score book page showing the line-up and the final score to softball commissioner at the conclusion of every game.

YOUTH DIVISION (The following rules are in addition to the previous pages)

Duration of games is six innings or completion of the inning after one hour and 30 minutes. No new inning (top half) starts after 1 hour 30 minutes from scheduled game time.

A 15 minute grace period will be allowed to start the game before a forfeit is called.

Bunting and sliding is not allowed.

Base Stealing is allowed from 1st base to 2nd base only, one (1) time per inning, when 2nd base is unoccupied. The baserunner cannot leave before the ball, from the pitch, crosses home plate. If the runner leaves early, the runner must return to first base and the team will lose their steal attempt for that inning. No other baserunners can advance on the throw and no baserunners can advance on an overthrow.

Pitching distance is 35 feet. Teams are responsible for measuring accurate distance. Shortening pitch distance is at the discretion of the umpire.

A maximum of five runs is allowed to the offensive team in any inning, with unlimited runs allowed in last inning.

No player will be allowed to take the field without the current year RSF issued uniform shirt.

Whenever possible, double 1st base bags are to be utilized.

Four outfielders may be used.

An Extra Hitter (EH) may be used.

A batter may not advance to first base on a dropped third strike.

No player can be added to game line-up 30 minutes after scheduled game start time. Only players present at the start of the game can be entered in game line-up. Any player that arrives prior to the 30 minute rule may be added to the line-up upon arrival.

FRESHMAN DIVISION (The following rules are in addition to the previous pages)

Duration of games is seven innings or completion of the inning after one hour and 45 minutes. No new inning (top half) starts after 1 hour 45 minutes from scheduled game time.

A 15 minute grace period will be allowed to start the game before a forfeit is called.

Bunting, sliding and base stealing is allowed.

Whenever possible, double 1st base bags are to be utilized.

A batter may advance to first base on a dropped third strike.

No player can be added to game line-up 30 minutes after scheduled game start time.

SENIOR DIVISION (The following rules are in addition to the previous pages)

Bunting, sliding and base stealing is allowed.

Pitching distance is 43 feet. Teams are responsible for measuring accurate distance. Shortening pitch distance is at the discretion of the umpire.

A maximum of ten runs is allowed to the offensive team in any inning, with unlimited runs allowed in last inning.

Whenever possible, double 1st base bags are to be utilized.

A batter may advance to first base on a dropped third strike.

PLAY OFFS

All regular season rules stay the same: mercy rules; courtesy runners; etc.

All playoff rounds will be the best two out of three.

No time limits on any playoff game. Game may be resumed next day due to darkness, if necessary. If game is played over multiple days, the score, inning, players, and in some cases, count, must directly carry over. All roster moves are still viewed from first day and if a player is unable to attend the continuation, a substitution must be made in that player’s position.

REMINDER: In RBI, all ball fields will be considered neutral sites. We will attempt to accommodate individual team requests whenever possible.

No protests will be accepted. RBI rules allow protests for player eligibility ONLY. Rule interpretations or misinterpretations will be at the determination of the umpire.

No team may bring up a player from the YOUTH DIVISION.

Only coaches and players are allowed on the team bench. Please remind your families to cheer their team from a safe distance.

RBI FIELD LOCATIONS

Each year, the Red Sox Foundation works with the city to provide fields for our RBI teams to compete. This would not be possible without the generous support of the Boston Parks and Recreation Department. Below is a list of fields that are commonly used by the Red Sox Foundation RBI program. Each field listed below has a link for directions. We would like to remind players, families and fans that there is safety in numbers. Whenever possible, adults should aid in carpooling or travel as a group. Boston is a safe city but strange neighborhoods can be intimidating. So please, whenever traveling in unfamiliar areas, take safety into consideration.

Please note: The majority of these facilities do not have water bubblers or bathroom facilities. It is advisable that you ask local teams where your players may be allowed to utilize a facility and/or attain water.

Special thanks to Paul McCaffrey and the Boston Parks Department for all of the work they do to keep these fields/parks clean and safe.

You may also take any of the Roslindale Square buses and walk from the intersection of Belgrade Avenue and Washington Street.

Healy Playground: 160 Florence Street, Roslindale

In Roslindale on the 4100 blocks from Washington Street. Several blocks before Roslindale Square coming from the Forest Hills MBTA station. Several buses from Forest Hills Station pass along the route.

Jefferson Playground: 10 Grotto Glen Road, Jamaica Plain

In Jamaica Plain on Day Street and Grotto Glenn Road off Heath Street; it is in the rear of the Hennigan Elementary School; about 10 blocks from the end of the Green Line trolley stop (MBTA), this is at Heath Street and South ; about ¼ mile from the Jackson Square Orange line stop (MBTA).

In Roxbury on Ruggles Street and Whittier Street. It is in the rear of Madison Park High School and in the rear of the Whittier Street Housing complex. It is also at the rear of the Madison Park Housing complex. It is two blocks from the Boston Police Headquarters located on Columbus Avenues and Ruggles Street. The Ruggles Orange Line Train Station is two blocks away.

McConnell Park: 30 Denny Street, Dorchester

In Dorchester on Savin Hill Avenue and Playstead Road; park is visible from 93 South near and the Yacht Club; about 10 blocks from the Red Line Savin Hill Station (turn right when you exit the station).

McLaughlin Playground: 239 Parker Hill Avenue, Jamaica Plain

In Mission Hill on Parker Hill Avenue. Travel to the intersection of Malcolm X Boulevard, and . Landmarks include The Reggie Lewis Center, Roxbury Community College and the Roxbury Crossing Orange Line stop. Travel to Tremont Street towards the hospital areas (west). Take a left onto Parker Street (the second set of traffic lights after Roxbury Crossing). Parker Hill Avenue is about 10 blocks up on the right.

Puopolo Field: 517 Commercial Street, Central Boston, North End

On the T, get off at the Charles River/Mass General Hospital stop on the Red Line, take the foot bridge over Storrow Drive and it is a five-minute walk to the ball fields. In Dorchester on the 500 block of Adams Street; about a mile from the intersection of Dorchester Avenue and Adams Street; from Gallivan Boulevard, turn onto Adams Street heading west and park is about 20 blocks up on the right; a MBTA bus (Adams Street/Adams Village) from the Red Line Ashmont Station is available.

Ross Playground: 145 Westminster Street, Hyde Park

In Hyde Park on Reddy Avenue (off the 1600 block of River Street), Lewiston Street, Derry Road, Ellard Street and Tacoma Street; by the MBTA take the #32 from Forest Hills towards Cleary Square or Wolcott Square, get off at Hyde Park Avenue and Westminster Street then it is a five minute walk upon crossing the street; parking lot located on Reddy Avenue; and River Street bus may be taken from Mattapan Square then get near Reddy Avenue then walk over.
