17 January 2011 Freedom of Information Act 2000 – RFI20110050 Thank you for your request under the Freedom of Information (“FOI”) Act of 13th January 2011, seeking: how many FOI requests the BBC has received from the UK newspaper industry in the past two years fishing for information about expenses etc and how much it has cost the BBC to answer these claims. We retain information about the nature/content of FOI requests using a number of different categories. These provide a framework for the statistical analysis/review of our FOI activities. We record requests which come from journalists (when the journalist identifies themselves as such) as “media”. This includes newspaper, magazine and broadcast journalists and bloggers. In 2009, we received 409 media requests, out of a total of 1,774 requests. In 2010, we received 391 media requests, out of a total of 1,728 requests. We do not record general categories of subject of request, for example the number of requests about expenses. The information we keep does include a summary of each request, so I have attached a copy of these summaries for all the requests recorded as being from media. With regard to your question about how much it has cost the BBC to answer these requests, it is not possible to quantify the amount spent on answering a single request or type of request. The BBC’s Information Policy and Compliance (“IPC”) team work on compliance with the FOI Act, and are also responsible for other legal areas, including Data Protection. IPC process, co- ordinate, advise on and check the requests received, but the bulk of the answers are initially generated by staff across the BBC. This is in addition to their normal workload. The BBC has published figures for the 2008/09 cost of the IPC team1; however, as explained above, it is important to note that the IPC team have other responsibilities besides FOI, and the work on Data Protection and other matters would constitute almost half of the workload. Therefore under section 1(1) of the FOI Act, I can confirm we do not hold the information you have requested about the cost of complying with requests from the newspaper industry.
