MINISTRY OF LOCAL GOVERNMENT AND RURAL DEVELOPMENT (MLGRD) RESULTS OF 2016 FISCAL YEAR DISTRICT ASSEMBLIES’ PERFORMANCE BASED ON THE DISTRICT ASSEMBLIES PERFORMANCE ASSESSMENT TOOL (DPAT) AND ALLOCATION OF FUNDS TO METROPOLITAN, MUNICIPAL AND DISTRICT ASSEMBLIES (MMDAs) The Government of Ghana (GoG) through the Ministry of Local Government and Rural Development (MLGRD) assessed the performance of Metropolitan, Municipal and District Assemblies’ (MMDAs) in 2018 on their 2016 fiscal year performance using the District Assemblies Performance Assessment Tool (DPAT) which replaced the Functional Organisational Assessment Tool (FOAT) that was introduced in 2008 together with the District Development Facility (DDF). The DDF has been mainstreamed into the District Assemblies Common Fund (DACF) Responsiveness Factor (RF). Assemblies use the performance-based grants to implement their Medium-Term Development Plans (MTDPs) and Annual Action Plans (AAPs) by investing in socio-economic development and capacity building. Before the integration of the DDF into the DACF, the Responsiveness Factor was allocated based on improvements in MMDAs’ internally generated funds and the status of MMDAs’ implementation of budgets. The DPAT is an expansion of the Responsive Factor indicators to include indicators that are used to evaluate the performance of MMDAs about their compliance with the existing legal, regulatory and policy framework. For an Assembly to receive the Investment Grant of the DPAT Assessment, it must either fulfill all the Minimum Conditions or obtain a score of Performance Measure equal to or above the national average. Assemblies that are unable to fulfill the Minimum Conditions or obtain a Performance Measure score equal to or above the national average shall receive only Capacity Building Grants. For the first assessment of MMDAs’ performance on the 2016 fiscal year using the DPAT, 208 out of 216 MMDAs either fulfilled the Minimum Conditions and/or obtained a Performance Measure Score equal to or above the National Average PM Score of 94. The results of DPAT I and allocations of funds to MMDAs is presented in the table below. The findings in this report are based on bi-weekly field reports submitted by CODEO’s Long Term Observers (CODEO LTOs) deployed in 134 out of the 138 constituencies randomly selected from the 10 regions of Ghana. Guided by a checklist, CODEO’s LTOs observe the general political environment, including election-related preparatory activities by state and non-state actors, civic/voter education programs as well as political party campaign activities. The LTOs also observe the conduct of the security agencies, electoral irregularities and pre-election disputes adjudication. Summary of Findings: The Electoral Commission (EC) is undertaking key preparatory activities ahead of the elections across the constituencies. Radio continues to remain the main medium for civic/voter education in the constituencies. The National Democratic Congress (NDC) and the New Patriotic Party (NPP) continue to remain the most visible parties with regard to election campaigning activities across the constituencies under observation. Four key policy priority issues: education, unemployment, health and corruption dominated political party campaigns in the constituencies. The National Democratic Congress (NDC) leads as the party that featured women and Persons with Disability (PWDs) as the leading speakers on their campaign platform followed by the New Patriotic Party (NPP), the Convention People’s Party (CPP) and Progressive People’s Party (PPP).

The people of Banda have in their midst individuals who are exceptional sources of information about the history of the Banda peoples. Most of these people are elderly, and it is hoped that the younger generations of Banda will pause to listen, to take notice and remember the traditons of previous generations. i A Note on 2011 Reissue of “Family Histories from the Banda Traditional Area” Most of the family histories in this volume were first circulated in a typescript booklet produced in 1989 based on interviews conducted as part of a family history project conducted with the research assistance of Mr. James Anane in 1986. The archaeological project that followed our family history research has now spanned more than two decades. While in Banda conducting archaeological research in 2009, I was asked by individuals in the community if it would be possible to reissue the family history booklet because the original printing had limited circulation and many of the original copies lost or misplaced. Over the years while pursuing archaeological research, additional families had requested that their family histories be included if a revised version of the booklet was ever produced.

This report is the first in the series of CODEO’s pre-election environment observations for the 2016 presidential and parliamentary elections, and captures bi-weekly reports filed by CODEO’s Long Term Observers (LTOs) deployed across the country. The findings in this report are based on bi-weekly field reports submitted in the month of July and August from 134 out of the 138 constituencies randomly selected from the 10 regions of Ghana. Guided by a checklist, CODEO’s LTOs observe the general political environment, including election-related preparatory activities by state and non-state actors, civic/voter education programs as well as political party campaign activities. The LTOs also observe the conduct of the security agencies, electoral irregularities and pre-election disputes adjudication. Summary of Findings: The National Commission on Civic Education (NCCE) and the Electoral Commission (EC) have stepped-up civic/voter education across the country using radio as the main medium for educating the public. There is low visibility of Civil Society Organizations (CSOs) working in the areas of election violence monitoring, and peace promotion activities.

But they only stop in Anyinam for two or three years, and then go on ’to the wilderness' (marginal comment by a missionary 'he means the coast') 'to join their fellows; so they are lost to the community. Other Christians are Kwahus. There are only two Anyinam natives in the community. 2 Anyinam people are catechumen, two ex-slaves also, and some children. Of his 8 pupils in the community school, 3 had graduated to the Kibi school. Kwabeng - most of the children of the Christians are not baptised because the mothers are still heathen and will not allow it. Nevertheless there are 15-l7 scholars in Khabeng. He is well contented with the people in Asunafo. They work well together. 12-24 children in the community school. Both in Tumfa and Akropong there were exclusions for adultery. Isaac Boapeah Central University College Abstract The Salvations Army is a Christian denomination and a charitable organization which started in 1865 in East London by the Rev. William Booth and his wife Mrs. Catherine Booth who broke away from the Methodist Church. The Army works with a philosophy that “heart to God and hands to man”. It also uses military titles. In Ghana, the Salvation Army has health centres and educational institutions. The Army has its presence in 126 countries as of today. The Army got established in Ghana in 1922 through King Hudson. This work looks at how it has spread throughout Ghana. Introduction The Salvation Army is a Christian church denomination and a charitable organization with the philosophy that; ‘heart to God and hand to man’. The Salvation Army in Ghana is a member of the Christian council of Ghana. This work looks at how The Salvation Army (The Army) came to Ghana, then Gold Coast, and has spread to all the ten political regions in Ghana. It briefly looks at the establishment of the Army in London before it came to Ghana. This study also briefly throws some light on the religious setting within which the Army flourished in Ghana. This is considered because one of the factors that makes a crop to do well include the very land on which it is planted.

The facility was commissioned by the Vice President of the Republic of Ghana, His Excellency Dr. Mahamudu Bawumia and assisted by the Inspector General of Police, David Asante Appeatu. Election of Chairman Apostle Eric Nyamekye has been elected Chairman of The Church of Pentecost to replace Apostle Prof. Opoku Onyinah who has completed two terms of meritorious and dedicated service.

    Small and Medium Forest Enterprises in Ghana

    Small and Medium Forest Enterprises in Ghana Small and medium forest enterprises (SMFEs) serve as the main or additional source of income for more than three million Ghanaians and can be broadly categorised into wood forest products, non-wood forest products and forest services. Many of these SMFEs are informal, untaxed and largely invisible within state forest planning and management. Pressure on the forest resource within Ghana is growing, due to both domestic and international demand for forest products and services. The need to improve the sustainability and livelihood contribution of SMFEs has become a policy priority, both in the search for a legal timber export trade within the Voluntary Small and Medium Partnership Agreement (VPA) linked to the European Union Forest Law Enforcement, Governance and Trade (EU FLEGT) Action Plan, and in the quest to develop a national Forest Enterprises strategy for Reducing Emissions from Deforestation and Forest Degradation (REDD). This sourcebook aims to shed new light on the multiple SMFE sub-sectors that in Ghana operate within Ghana and the challenges they face. Chapter one presents some characteristics of SMFEs in Ghana. Chapter two presents information on what goes into establishing a small business and the obligations for small businesses and Ghana Government’s initiatives on small enterprises. Chapter three presents profiles of the key SMFE subsectors in Ghana including: akpeteshie (local gin), bamboo and rattan household goods, black pepper, bushmeat, chainsaw lumber, charcoal, chewsticks, cola, community-based ecotourism, essential oils, ginger, honey, medicinal products, mortar and pestles, mushrooms, shea butter, snails, tertiary wood processing and wood carving.
