Area Assessment The subject area (about 0.5 ha) involves four private industrial buildings, two in Kennedy Town and two in Shek Tong Tsui. All four buildings are located in area mixed with existing residential and commercial developments. All four industrial buildings are under multiple ownership and 30 years old or above. They are between 13 and 24 storeys. Three of them are in fair condition, while the remaining one is in poor condition. The overall vacancy rate of the area is about 12.6%, which is relatively higher than the territorial figure of 10.2% for all “R(A)” areas, but slightly lower than the average of 13.7% for the two areas on Hong Kong Island. About 14.2% of the units were divided into subunits, involving about 14.3% of the GFA. About 55.2% of the GFA is for Warehouse/Storage use, to be followed by Office use (about 15.4%). “Other Uses” take up about 8.1% of the GFA, including recreational facilities (about 2.7%), shop and services (about 2.4%), showroom (about 2.0%) and wholesale centre (about 0.9%). Manufacturing/Workshop use occupies about 5.9% of the GFA. In terms of employment, about 352 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 78 workers (22.2%) in the manufacturing business and about 274 workers (77.8%) in the non-manufacturing business. The overall figure only accounts for about 0.1% of the total of 360,718 persons engaged (other than those in the civil service) in various business/industries in the Central and Western District identified by C&SD in June 2014. The industrial building at 12P Smithfield Road was one of the Urban Renewal Authority (URA)’s industrial building redevelopment pilot scheme projects. However, all concerned owners had objected to the redevelopment by the URA and had confirmed their intention to redevelop the site themselves. Upon URA’s recommendation, the Secretary for Development subsequently declined to authorise URA to proceed with the project in 2013. * Conversion factor from internal floor area to gross floor area is 1.3333. Kennedy Town/Shek Tong Tsui “R(A)” Area 3 The industrial building at 38 Belcher Street is subject to two building plan approvals for residential/commercial development (approved in April and July 2010) (Plan C1). Noting that the area is largely mixed with the existing residential and commercial developments in the surroundings and the concerned industrial buildings have a relatively higher vacancy rate, the area could be retained as “R(A)” to continue facilitating the redevelopment for residential use which would reduce the I/R interface problems. Recommendation To retain the area as “R(A)”. * Conversion factor from internal floor area to gross floor area is 1.3333. My analysis differs from past studies' suggestions that the strike was a libertarian eruption of mass protest against British imperialism and the Hongkong Government, which, according to these studies, exploited and oppressed Chinese in Guangdong and Hongkong. I argue that a political party, the CCP, led, organised, and nurtured the strike. It centralised political power in its hands and tried to impose its revolutionary visions on those under its control. First, I describe how foreign trade enriched many people outside the state. I go on to describe how Chinese-run institutions governed Hongkong's increasingly settled non-elite Chinese population. I reject ideas that Hongkong's mixed-class unions exploited workers and suggest that revolutionaries failed to transform Hongkong society either before or during the strike. My thesis shows that the strike bureaucracy was an authoritarian power structure; the strike's unprecedented political demands reflected the CCP's revolutionary political platform, which was sometimes incompatible with the interests of Hongkong's unions. I suggestthat the revolutionary elite's goals were not identical to those of the unions it claimed to represent: Hongkong unions preserved their autonomy in the face of revolutionaries' attempts to control Hongkong workers.

(URBAN DESIGN) × CUHK Hong Kong is a strategically located, compact city known for its high density development on either side of Victoria harbour with its mountain backdrop, very accessible by its world famous public transit system. It is one of the potential models studied for a more sustainable development of cities in Asia and the region. The attraction of the Hong Kong model is based on its highly compact urban areas, their efficient connection by public transport networks and the con- servation of large land resources as country parks. A central question which policy makers, planners and designers face when considering high-density cities is how livable, walkable and sustainable these cities are and, under conditions of extreme density, how a positive living quality can be achieved. This question is crucial as it is linked with costly and con- troversial long term decisions such as the change of established land use plans, controversial building height restrictions and public space guidelines, as well as plans for urban renewal and new development areas. The views on Hong Kong as a model are strongly divided and reflect contrasting experiences of the city as well as its conflicting values. The 2011 Mercer Quality of Living Survey ranked the Chinese Special Administrative Region on place 70, far behind Vienna (1), Zurich (2), and its main Asian competitor Singapore (25).

Interns will unveil the historic layers in three old neighbourhoods (Kennedy Town, Shek Tong Tsui and Sai Ying Pun), learn the stories of old streets, long-time residents and popular shopkeepers and dive deep into local culture and living heritage. If you cannot find any such crossing facilities nearby, there are some basic steps for crossing roads that you need to observe: 1. Find a safe place where you can see clearly along the roads in all directions for any approaching traffic. 2. When checking traffic, stop a little way back from the kerb where you will be away from traffic. 3. Look all around for traffic and listen. However, electric/hybrid vehicles including motorcycles may operate very quietly. You need to look out for them in addition to listening. If traffic is coming, let it pass. Look all around and listen again. 4. Let the drivers know your intention to cross but do not expect a driver to slow down for you. 5. Do not cross unless you are certain there is plenty of time. Walk straight across the road when there is no traffic near. 6. Keep looking and listening for vehicles that come into sight or come near while you cross. 7. Do not carry out any other activities, such as eating, drinking, playing mobile games,using mobile phones, listening to any audio device or talking while crossing the road.
