Labors of Representation: Cultivating Land, Self, and Community Among Muslims in Late Colonial Bengal Abstract LABORS OF REPRESENTATION: CULTIVATING LAND, SELF, AND COMMUNITY AMONG MUSLIMS IN LATE COLONIAL BENGAL Ananya Dasgupta Lisa Mitchell This dissertation studies how the specificity of regional practices of cultural productions, ideological strands, forms and practices of civil associations, and styles of literary expressions among Muslims inflected the Pakistan movement in late colonial Bengal. Using wide-ranging sources that include vernacular religious tracts, the popular genre of Muslim improvement texts, pamphlets of tenant-peasant associations, journals, diaries, autobiographies, and literary archives, I trace historical transformations in practices and ideas about religion and political representation among the Muslims of Bengal from the mid-nineteenth century to the late colonial period. In so doing, I examine key shifts in Islamic theological concepts, Muslim forms of civil associations, social movements and Muslim literary cultures to argue that by the inter-war period (in the 1920s and 1930s) these altered the meaning of being Muslim, in the context of Bengal, in very critical ways by, at one level, linking up notions of cultivation of self and community to ideas of cultivating land, thus valorizing labor as a positive repository of value, while positing sites and actors engaged in the spheres of exchange and circulation as full of deceit and dubiousness, and at another level, by conjoining the meaning of cultivating land and Islamic moral community to the land of Bengal, thereby creating new kinds of claims of ethnic belonging rooted in a regionalism. I show how such transformations were critical in instantiating subjectivities that could inhabit modalities of organized politics, which, in an era of expanding franchise, became available to mobilization and manipulation by political players and parties who championed the primacy of the producer in a claim to politically represent them. Broadly speaking, my dissertation traces the rise of an ideology of labor as the touchstone of Bengali Muslim politics in the late colonial period for our understanding of the conjunction between leftist populism and religious nationalism rooted in a regional identity. Subsequently, the Secretary of Home (Transport) Department became the ex-officio Director of Tourism. Two Regional Tourist Offices - one for the five North Bengal districts i.e., Darjeeling, Jalpaiguri, Cooch Behar, West Dinajpur and Maida with headquarters at Darjeeling and the other for the remaining districts of the State with headquarters at Kolkata were also set up. The Regional Office at KolKata started functioning on 2nd September, 1961. The Regional Office in Darjeeling was started on 1st May, 1962 by taking over the existing Tourist Bureau of the Govt. of India at Darjeeling. The tourism wing of the Home (Transport) Department was transferred to the Development Department on 1st September, 1962. Development. Commissioner then became the ex-officio Director of Tourism. Subsequently, in view of the increasing activities of tourism organization it was transformed into a full-fledged Tourism Department, though the Secretary of the Forest Department functioned as the Secretary, Tourism Department.

Especially in regards to South Asia, there has been a series of meticulouslyresearched and nuanced arguments about the role of the subaltern in contributing to the major annals of history that had previously been unrecorded, greatly enriching the study of the history of colonialism and imperialism in South Asia. 20th The case of Bengali Muslim women in India in the late l91 and early century has also proven to be a topic that has produced a great deal of recent literature. With a history of scholarly 19th texts, unearthing the voices of Hindu Bengali middle-class women of late and early 2O’ century, scholars felt that there was a lack of representation of the voices of Muslim Bengali middle-class women of the same time period. In order to counter the overwhelming invisibility of Muslim Bengali women in academic scholarship, scholars, such as Sonia Nishat Amin, tackled the difficult task of presenting the view of Muslim Bengali women. Not only do these new works fill the void of representing an entire community. they also break the persistent representation of Muslim women as ‘backward,’ within normative historical accounts by giving voice to their own views about education, religion, and society) However, any attempt to make ‘invisible’ histories ‘visible’ falls into a few difficulties.

    Journal of the Asiatic Society of Bangladesh (Hum.), Vol. 63(1), 2018, pp. 59-89 THE INVISIBLE REFUGEES: MUSLIM ‘RETURNEES’ IN EAST PAKISTAN (1947-71) Anindita Ghoshal* Abstract Partition of India displaced huge population in newly created two states who sought refuge in the state where their co - religionists were in a majority. Although much has been written about the Hindu refugees to India, very less is known about the Muslim refugees to Pakistan. This article is about the Muslim ‘returnees’ and their struggle to settle in East Pakistan, the hazards and discriminations they faced and policy of the new state of Pakistan in accommodating them. It shows how the dream of homecoming turned into disillusionment for them. By incorporating diverse source materials, this article investigates how, despite belonging to the same religion, the returnee refugees had confronted issues of differences on the basis of language, culture and region in a country, which was established on the basis of one Islamic identity. It discusses the process in which from a space that displaced huge Hindu population soon emerged as a ‘gradual refugee absorbent space’. It studies new policies for the rehabilitation of the refugees, regulations and laws that were passed, the emergence of the concept of enemy property and the grabbing spree of property left behind by Hindu migrants. Lastly, it discusses the politics over the so- called Muhajirs and their final fate, which has not been settled even after seventy years of Partition. This article intends to argue that the identity of the refugees was thus ‘multi-layered’ even in case of the Muslim returnees, and interrogates the general perception of refugees as a ‘monolithic community’ in South Asia.
