DESCRIPTION OF ACTIO NS TO TAKE RESP . DATE 1. Main agenda

The Food Security and Agriculture (FSAC) cluster and the Early Recovery and Ajambar Rai April 7, 2014 Livelihood (ER & L) cluster will now hold joint meetings together beginning April 7, (FSAC/FAO) 2014 as agreed upon by members of both clusters during their respective cluster meetings. The joint meetings are now scheduled every other Tuesday at 1PM Enrika Hidalgo starting April 22, 2014. (ER & L) The changes corresponding to the cluster meeting structure were based on

rational and practical reasons considering the fact that there are commonality of

issues and concerns in both clusters, the same government counterparts and

identical humanitarian partners and NGO’s on the ground involving the two

clusters.

Cluster members for both clusters see this as a strategic move, a viable mean

to strengthen coordination mechanism, information sharing and collaborative

discussions on similar issues and possible joint explorations of solutions or

interventions. But there is no merger of clusters, FSAC and ER & L clusters retain their independent SRP and reporting process.

2. Updates from the Department of Social Welfare and Development (DSWD)

A. Cash for Work Program: Nelia Oledan March 2014 (DSWD • DSWD launched last March 2014, the Cash for Work for Rebuilding Sustainable Community Livelihood Assets affected by typhoon Yolanda. Livelihood Officer) • The CFW program covers all municipalities in and badly hit by

the typhoon including the municipalities in West Leyte specifically:

• The CFW beneficiaries are paid the minimum wage on a 15 day period for

specific activities such as debris clearing, canal de-clogging, tree planting

and communal garden.

B. Sustainable Livelihood program thru Grassroots Participatory Budgeting Process (GPBP) or formerly known as Bottom-up-Budgeting (BuB)

Brief information on the GPBP or Bub:

• GPBP is a government program designed to promote good governance at the local level, poverty reduction and the attainment of the Philippine Development Plan’s goal for inclusive growth. It is a process that can empower local

communities to uplift their conditions for sustained growth and development.

The program involves the participation of Civil Societies and People’s organizations in the identification of community needs that can be funded for DSWD, DILG, LGU March 2014 support thru the GPBP funds the LGU will be accorded. • There are 12 participating national government agencies involved in the identification of the needs and the implementation of the projects approved by

the government: DA, DAR, DepED, DSWD, DTI, DOLE, DENR, DOH, DOE, DILG,

DOT and TESDA. • According to DSWD Livelihood Officer (West Leyte) Ms. Nelia Oledan, a sustainable livelihood program in the amount of P800, 000 for skills training was integrated in the Ormoc LGU’s GPBP for 2014. Beneficiaries of the program are the senior citizens, Persons with disabilities (PWD’s) and women.

• Further, the municipality of Albuera, will have a budget allocation of P212,000

for the municipality’s sustainable livelihood program under the GPBP 2014.

C. Livelihood assessments for long-term sustainable livelihood are currently being March-May conducted in cities and municipalities of Leyte and West Leyte areas to determine DSWD 2014 the appropriate livelihood program for intended beneficiaries. Implementation of Assessment the program will be in June 2014 once the assessment is concluded.

3. Group updates:

FAO, ILO and Save the Children

• Under the DFID project, the three partners are working on the municipalities of Ajambar Rai May 2014 Kananga, Villaba, San Isidro and Ormoc City with a total of 13, 000 targeted (FAO Program small rice and corn farmers/beneficiaries. Manager)

• ILO will reach 3, 500 beneficiaries for their Cash for Work for land preparation Martha Españo and debris clearing program in the 4 areas specified and 630 beneficiaries for (ILO Program the contour farming. Manager) • FAO will cover 6, 800 beneficiaries for the seed distribution, specifically rice, corn and vegetable crops. Training program designed for small traders in partnership with TESDA to benefit 750 beneficiaries.

IOM • In collaboration with TESDA, IOM sponsored a free Carpentry Competency Training in Brgy. Concepcion covering 20 beneficiaries for a 10 day program. Red Atanacio April 2014 The successful trainees become certified at the end of the

• training program and can be hired locally for employment. 2 trainees passed

the TESDA National Certificate level 2 during the training and they can be hired overseas. • A second round of Carpentry Competency Training for 20 beneficiaries in Brgy. Can-untog currently being worked out. • IOM asked DSWD’s assistance re plan for a Cash for training program since

many of the trainees for the carpentry trainings cannot sustain the 10 day

program due to the need to earn a living for their family. DSWD recommended IOM to submit a project proposal for possible assistance.

Citizen’s Disaster Response Center (CDRC) • Partners are the Leyte Center for Development and Diakonie Katastrophenhilfe • Focus of projects are on seed and farm tools distributions to 267 farmers in Albuera ; 427 in Carigara and 100 for San Isidro. • Extends support to the fishing communities by distributing fish nets and gears specifically to the municipalities of Albuera (Brgys. Tinag-an and Mahayag); San Carlos Padolina April 2014 Isidro (Brgy. Biasong); Ormoc (Brgy. Naungan) and Carigara (Brgy. Evisoria). (CDRC)

Each area will have 25 target beneficiaries.

• Assistance for either boat repairs or fish gears will be provided to selected fishermen, both with a ceiling of P5,000, to be given in kind. Fishermen are given the option by CDRC to choose between the 2 types of assistance the organization will provide.

4. 1. UN-OCHA informed the cluster members re the need for livelihood support of Brgy. Dawahon in the coastal area of Bato Leyte. There are 756 households with a total population of 3,984. 10 solar dryers for seaweeds

were destroyed and a number of boats were damaged. No confirmation
