ABSTRACT The petroleum industry effluents, oily sludge and oil spills cause a serious threat to the environment as their constituents are toxic, mutagenic and carcinogenic. Safe disposal of these wastes is serious problem. None of the available conventional disposal methods are environment friendly. Biological methods have been well reviewed and acknowledged for remediation of petroleum hydrocarbon contaminated waste (oily waste). An indigenous microbial consortium was developed by assemble of four species of bacteria, isolated from various oil contaminated sites of India, which could biodegrade different fractions of total petroleum hydrocarbon (TPH) of the oily waste to environment friendly end products. The said consortium was applied on field scale at different oil refineries in India and successfully bioremediated 48,914 tons of different types of oily waste. In 44 field case studies of different batch size of ex situ bioremediation process, the initial TPH content varying from 83.50 to 531.30 gm/kg of oily waste, has been biodegraded to < 10 gm/kg of oily waste in major cases in 2 – 12 months. In one refinery due to coastal climate, the bioremediation time was > 20 months. The bioremediated soil was non-toxic and natural vegetation was found to be grown on the same. Bioremediation technology has helped various oil industries for the management of their hazardous oily wastes in environment friendly manner.     Draft EIA Report Executive Summary 1. Introduction Indian Oil Corporation Limited (IOCL) operates one of its largest oil refineries at Koyali (near Vadodara) in Gujarat, Western India. The refinery was commissioned in the year 1965 with a capacity of 3.0 MMTPA. Over the years, the capacity of the refinery has gradually been increased to 13.7 MMTPA with augmentation of old primary Atmospheric Units (AU-I, AU-II and AU-III) and addition of new primary units viz. Atmospheric Unit-IV in 1978 and AU-V in 1999 as well as augmentation of AU-IV in 2000. Gujarat refinery IOCL owned a land of 434 Acres at survey no 771 to 795 at Dumad with Existing facilities of LPG marketing terminal commissioned during Nov 2002 and IOTL white oil terminal commissioned in the year 2012.     Report No. CA 11 of 2008 CHAPTER XIV: MINISTRY OF PETROLEUM AND NATURAL GAS Bharat Petroleum Corporation Limited 14.1.1 Idle investment on construction of Naphtha pipeline Bharat Petroleum Corporation Limited laid five pipelines for evacuating products from Chennai Petroleum Corporation Limited under a product marketing agreement. The pipeline laid for the evacuation of Naphtha at a cost of Rs.4.28 crore remained unutilised since its commissioning (March 2001). Bharat Petroleum Corporation Limited (Company) entered into an agreement (July 1999) with Chennai Petroleum Corporation Limited (CPCL) for marketing their products during August 1999 to July 2009. The Company initially used the existing pipelines of Indian Oil Corporation Limited (IOCL) for evacuation of CPCL products. CPCL planned to augment its capacity from 6.5 to 9.5 MMT per annum (MMTPA) by 2002-03. Therefore, the Company considered it necessary to lay five product pipelines – one each for Motor Spirit, Aviation Turbine Fuel, Middle Distillates, Black Oil and Naphtha from CPCL to its Tondiarpet installation at an estimated cost of Rs.38 crore. The Company justified (December 1999) laying of pipelines on the grounds that it was essential to have total control on product evacuation in a de-regulated scenario and to function independently. The project was scheduled for completion by March 2000. Audit scrutiny (March 2006) revealed that construction work of five pipelines from CPCL to Tondiarpet installation (4.5 kilometers) commenced in May 2000 and was completed in March 2001 at a cost of Rs.23.26 crore. Immediately thereafter, IOCL took over CPCL in April 2001 and the agreement between CPCL and the Company for the marketing rights became inoperative.
