From Unification to Integration: The German North Sea Ports' absorption into Imperial Germany, 1866–1914 Henning Kuhlmann Submitted for the award of Master of Philosophy in History Cardiff University 2016 Summary This thesis concentrates on the economic integration of three principal German North Sea ports – Emden, Bremen and Hamburg – into the Bismarckian nation- state. Prior to the outbreak of the First World War, Emden, Hamburg and Bremen handled a major share of the German Empire’s total overseas trade. However, at the time of the foundation of the Kaiserreich, the cities’ roles within the Empire and the new German nation-state were not yet fully defined. Initially, Hamburg and Bremen insisted upon their traditional role as independent city-states and remained outside the Empire’s customs union. Emden, meanwhile, had welcomed outright annexation by Prussia in 1866. After centuries of economic stagnation, the city had great difficulties competing with Hamburg and Bremen and was hoping for Prussian support. This thesis examines how it was possible to integrate these port cities on an economic and on an underlying level of civic mentalities and local identities. Existing studies have often overlooked the importance that Bismarck attributed to the cultural or indeed the ideological re-alignment of Hamburg and Bremen. Therefore, this study will look at the way the people of Hamburg and Bremen traditionally defined their (liberal) identity and the way this changed during the 1870s and 1880s. It will also investigate the role of the acquisition of colonies during the process of Hamburg and Bremen’s accession. In Hamburg in particular, the agreement to join the customs union had a significant impact on the merchants’ stance on colonialism. -

Publication Number: M207 Publication Title: Papers of Hermann von Boyen, ca. 1787-1848 Date Published: 1952 PAPERS OF HERMANN VON BOYER, CA. 1787-1848 Introduction The records reproduced in this microfilm publication consist of papers of Herman von Boyen, an officer of the Prussian Army during the Napoleonic Wars, a leader of the military reform movement, and twice War Minister of Prussia. The paper binders and folders in which these documents are filed bear the imprint of the Heeresarchiv at Potsdam, which was the custodian of the collection. Some folders also bear the earlier label of the Geheimes Archiv des Kriegsminsteriums or of the Kriegs Archiv des Grossen Generalstabes; these institutions appear to have been the previous repositories for parts of the Reichsarchiv; in 1936, however, it was separated from the Reichsarchiv, and all military records and related materials in the legal custody of the latter were transferred to it. During the military operations in Germany in 1945 the documents reproduced in this microfilm publication came into the possession of the United States armed forces. In 1947 the War Department transferred them to the National Archives, where they constitute part of a body of records designated as Record Group 242, World War II Collection of Seized Enemy Records. Herman von Boyen was born at Kreuzberg, East Prussia, on June 23, 1771, and died at Berlin on February 15, 1848. He saw early service as a staff officer in Poland, 1794-96, and soon became widely known as a military writer. After the Peace of Tilsit he was made a member of the Commission for Military Reorganization, under the presidency of General von Scharnhorst, and was appointed to the Prussian Ministry of War. -

												The Virtues of a Good Historian in Early Imperial Germany: Georg Waitz’S Contested Example 1

Online at https://doi.org/10.1017/S1479244317000142 The Virtues of a Good Historian in Early Imperial Germany: Georg Waitz’s Contested Example 1 Herman Paul Recent literature on the moral economy of nineteenth-century German historiography shares with older scholarship on Leopold von Ranke’s methodological revolution a tendency to refer to “the” historical discipline in the third person singular. This would make sense as long as historians occupied a common professional space and/or shared a basic understanding of what it meant to be an historian. Yet, as this article demonstrates, in a world sharply divided over political and religious issues, historians found it difficult to agree on what it meant to be a good historian. Drawing on the case of Ranke’s influential pupil Georg Waitz, whose death in 1886 occasioned a debate on the relative merits of the example that Waitz had embodied, this article argues that historians in early Imperial Germany were considerably more divided over what they called “the virtues of the historian” than has been acknowledged to date. Their most important frame of reference was not a shared discipline but rather a variety of approaches corresponding to a diversity of models or examples (“scholarly personae” in modern academic parlance), the defining features of which were often starkly contrasted. Although common ground beneath these disagreements was not entirely absent, the habit of late nineteenth-century German historians to position themselves between Waitz and Heinrich von Sybel, Ranke and Friedrich Christoph Dahlmann, or other pairs of proper names turned into models of virtue, suggests that these historians experienced their professional environment as characterized primarily by disagreement over the marks of a good historian. -

For more information, please contact [email protected]. 54 The Provenance of Provenance in Germanic Areas Maynard Brichford The conventional story is that the principle of provenance was "formulated at the French National Archives" in the 1820s and adopted gradually in nineteenth century Europe as a response to the necessity to organize archival material for scholarly research. Based on the 1841 French statement concerning respect des fonds in departmental archives, the Prussian edict of1881, the publication of the classical and neutral formulation by Muller, Feith, and Fruin in 1898, and the international ratification at the Brussels Conference in 1910, the principle of provenance became a governing factor in archival ~ngement . This story does.not always take into consideration the status of archival practice and the literature available at the time. Often, the story was written by archivists who were influenced by their association with programs that had invest.eel man-years in the restoration of provenance. -

Jean-Numa Ducange’s book, originally published in French in 2012, appears now in an English translation as part of Brill’s series ‘Historical Materialism’. It is a solid, focused study about the changing conceptions of the French Revolution in the German-speaking Socialist milieu. There is much on Socialist historians and intellectuals of the late nineteenth and early twentieth century as they grappled with the legacy of ‘the Great Revolution’ and the protean intellectual project of extending Marxian historical analysis. At the same time, the Socialist parties were undertaking a vast range of concrete activities in representative politics and working class communities, though Ducange does not cover these processes in depth. At key moments, for example during World War I and its immediate aftermath, Ducange could have widened his horizon and provided more detail about the Socialist parties and their intellectuals in their specific contexts. This period, as Ducange argues, constituted a change both in discourse and in practice as the Socialist parties founded new Republics then formed fundamental pillars of the establishment. They also clearly distanced themselves from radical Communists and revolutionary events in Russia. Yet, apart from some general background, Ducange’s discussion remains largely within the confines of the Socialist intellectual milieu. -

The Rarity of Realpolitik The Rarity of Brian Rathbun Realpolitik What Bismarck’s Rationality Reveals about International Politics Realpolitik, the pur- suit of vital state interests in a dangerous world that constrains state behavior, is at the heart of realist theory. All realists assume that states act in such a man- ner or, at the very least, are highly incentivized to do so by the structure of the international system, whether it be its anarchic character or the presence of other similarly self-interested states. Often overlooked, however, is that Real- politik has important psychological preconditions. Classical realists note that Realpolitik presupposes rational thinking, which, they argue, should not be taken for granted. Some leaders act more rationally than others because they think more rationally than others. Hans Morgenthau, perhaps the most fa- mous classical realist of all, goes as far as to suggest that rationality, and there- fore Realpolitik, is the exception rather than the rule.1 Realpolitik is rare, which is why classical realists devote as much attention to prescribing as they do to explaining foreign policy. Is Realpolitik actually rare empirically, and if so, what are the implications for scholars’ and practitioners’ understanding of foreign policy and the nature of international relations more generally? The necessity of a particular psy- chology for Realpolitik, one based on rational thinking, has never been ex- plicitly tested. Realists such as Morgenthau typically rely on sweeping and unveriªed assumptions, and the relative frequency of realist leaders is difªcult to establish empirically. In this article, I show that research in cognitive psychology provides a strong foundation for the classical realist claim that rationality is a demanding cogni- tive standard that few leaders meet.
