Fees

In addition to the purchase price, the purchaser will be liable, upon completion, to make a contribution to the County Council's legal and surveying fees equivalent to 2% of the purchase price, subject to a minimum of £600 and shall reimburse the County Council for the cost of local searches at £427 inclusive of VAT.

Planning Synopsis

Context This 1.05 hectare site is situated 1 mile to the west of Fleetwood town centre and its main facilities. It had previously been held for secondary school provisioning but has since been declared surplus to the county council's future operational requirements.

Site and Surroundings The site, which is flat and currently laid to grass, is located between Broadway and Kingfisher Way in a residential part of Fleetwood made up of substantial, early to mid- 20th century detached, semi-detached and larger terraced market housing . On the western boundary is the more modern development of market housing off Kingfisher Way. Its northern boundary will border the retained school playing field. The eastern boundary fronts onto Broadway. To the south are the rear gardens of residential properties of Lonsdale Avenue and Broadway.

Access There is a current field access for maintenance purposes in the south east corner of the residual site which enjoys a 90 metre frontage to Broadway from which it is anticipated that vehicular access would be gained.

Planning Policy and Development Potential The Wyre Local Plan 2011-2031, which was formally adopted on 28th February 2019 designates the site for housing development with an indicative capacity of 25 dwellings. The plan contains the following advice and stipulations with regards to the residential development of the site: 1. The site lies in Flood Zone 3 and mitigation measures are required to ensure that the site is safe for the lifetime of the development. The results of the FRA must be used to take a sequential approach to site layout. Finished floor levels must be above the undefended appropriate design flood level plus an allowance for climate change for the life of the development. Where finished floor levels cannot be set above this level the developer must state in their FRA why it is not possible and identify and implement flood proofing/resilience measures that will protect occupants and their property up to that floor level. 2. The site does not have any nature conservation designations. 3. The development should be supported by a landscape and green infrastructure framework incorporating structured tree planting, on-site open space, formal and informal play and pedestrian and cycle connectivity within and where possible outside the site. 4. The site is located within 3.5km of Bay European protected nature conservation site and home owner packs for future home owners highlighting the sensitivity of Morecambe Bay to recreational disturbance will be required.
