Heywood Family Inclusion Officer (Temporary/Part-time)

Introduction

Applications are invited for the temporary (12 month) part-time (15.2 hours a week) position of Family Inclusion Officer. This position will lead the Advancing Country Towns (ACT) Early Years Initiative and will be based in Heywood. Dependent upon successful funding outcomes and review of the initial 12 months of the project an extension to the term may be offered.

The Advancing Country Towns Project is a State Government Initiative to revitalise nine communities in regional and rural . The program aims to create new opportunity and improve quality of life for local people living in communities experiencing complex disadvantage. The program is improving links between local, regional and rural services in the communities to ensure they respond appropriately to local needs, and is being led by the Glenelg Shire Council. A Strategic Project Manager was appointed at the end of 2011.

The four year program (2011-2015) will benefit a mixture of four townships and five groups of towns across Victoria. The Heywood, Lake , and surrounding towns (Condah, Myamyn, Milltown, and ) Project will receive $890,000 over the four years.

A Strategic Steering Committee comprising a number of government and non- government agencies completed an Investment Logic Mapping process in 2012 to address the priority areas of the Heywood, and surrounding towns Advancing Country Towns project. These are:

• economic development • employment, skills and training

This project also has a focus on outcomes for Aboriginal people across both priority areas.

Several working groups comprising participants from the community and relevant service agencies and organisations have developed initiative proposals based on the areas identified in the Project Plan.

This position will implement and coordinate the initiative to improve the capacity, skills and aspirations of parents to develop their children and improve engagement and support provided by service providers for parents and children, particularly for vulnerable families.

Ideally the successful applicant will meet the following requirements: a) Knowledge and understanding of early childhood development and Victorian Early Learning and Development 0-8 Framework. b) Demonstrated organisational abilities, time management skills, and project management experience. c) Demonstrated leadership skills. d) Demonstrated ability to develop and maintain strong collaborative relationships with key stakeholders. e) Excellent verbal and written communication, interpersonal and conflict resolution skills. f) Sound computer skills. g) A tertiary qualification in Early Childhood or Community Development / Engagement (essential).

1. Salary

The salary offered is a Band 6, which currently has an annual gross salary range of Band 6 Level A $26,609.41 to Band 6 Level C $28,895.36, based on a 15.2 hour working week.

Salary and conditions of appointment will be in accordance with the Glenelg Shire Council’s Enterprise Agreement No. 5 – 2010.

2. Superannuation

The Shire is required to make a statutory contribution to the scheme for the employee’s benefit. The employee may also make a contribution. From 1 July 2002 the statutory contribution is 9% of the annual salary.

The Council’s Enterprise Agreement provides that:

‘35.1 The Council shall be a participating employer in the Vision Superannuation Fund, the Defined Benefits Scheme and/or LASPLAN, and shall participate in accordance with the provisions and requirements of the Trust Deed under which the Local Authorities Super Pty Ltd operates.

35.2 The Council shall contribute to such fund(s) in accordance with the Superannuation Guarantee Act 1992, on behalf of each employee.

35.3 The Council shall provide each employee, upon commencement of employment, with membership forms for the LASPLAN and shall forward the completed membership form to the Local Authorities Super Pty Ltd within 14 days, provided that where the Trust Deed provides for a new employee, who is an existing member or former member of the Local Authorities Superannuation Fund Defined Benefits Scheme, to be re-admitted or continue to be a member of that Fund, this sub-clause shall not apply.

35.4 Each employee shall be a member of the Vision Super Fund’.

3. Normal Hours & Days of Work

This position will be 15.2 hours per week for the period up to 31 December 2014. The days and hours of work will be negotiated with the successful applicant on commencement.

4. Medical, Police Check & Working with Children Check

Applicants may be required to have a pre-employment medical, by a medical practitioner nominated and paid for by the Council.

Applicants will be required to have a satisfactory Police Records Check and a valid Working with Children Check.

A satisfactory Police Check and valid Working with Children Check card is an ongoing requirement of this position.

5. Annual Leave

The successful applicant will be entitled to four weeks annual leave (pro rata for part-time employees) calculated on completed hours of service and 17 ½ % Leave Loading.

6. Sick Leave

On commencement sick leave will be credited one day (pro rata) at ordinary pay for each month of completed service.

After twelve months service or more employees will be entitled to have twelve ordinary days leave (pro rata) credited to the employee in respect of the following year.

7. Smoke Free Environment

The Council premises and vehicles are smoke free environments.

Position Objectives a) Lead and co-ordinate of the Advancing Country Town (ACT) Early Years Family Inclusion Initiative b) Be responsible for the engagement of a consultancy to deliver the Reading Discovery and Rainbow Rhyming program; and the effective management and co-ordination of relevant professional development for early years workers and the community; and professional mentoring for early years workers).

2. Key Responsibilities & Performance Standards

The key responsibilities and performance standards may be modified from time to time to ensure that the desired outcomes are in accordance with the Annual Plans which seek to achieve Council’s stated goals as identified in its Council Plan. Without limiting the above, the key responsibilities and the performance standards of the Officer will include: a) Develop positive and collaborative working relationships with professionals and agencies providing service to the ACT Early Years Family Inclusion Initiative. b) Receive and collate reports from the ACT Early Years Family Inclusion Initiative. c) Coordinate regular ACT Strategies Steering Committee meetings and collate progress reports. d) Develop and coordinate relevant professional development and provide individual mentoring, after undertaking surveys and interviews with Early Years staff. e) Plan and co-ordinate annual Understanding Poverty and Vulnerability presentation and workshop to increase awareness in the Heywood and District Community of local factors contributing to intergenerational disadvantage f) Review and develop required policies for the ACT Early Years Family Inclusion Initiative. g) Maintain records and evidence to support application to establish a HIPPY program in Heywood, Lake Condah and surrounding areas. h) Prepare and submit quarterly ACT Early Years Initiative reports

5. Accountability & Extent of Authority a) Responsible for the provision and maintenance of, and advice concerning, the ACT Early Years Family Inclusion Initiative. b) Responsible for overseeing, co-ordinating and managing the performance of the external partners. c) Responsible for the development of a survey and interview process to identify mentoring needs of staff. d) The extent of authority for the position is in accordance with council policies, procedures and delegations.

6. Judgement & Decision Making a) Make decisions to support and guide staff and partners, to ensure effective day to day operations of the Initiative. b) Resolution to complex issues, key matters and strategic planning with advice and support from the manager. c) Make recommendations to the coordinator to ensure that relevant matters are addressed. d) Guidance and advice is usually available.

7. Management Skills a) Ability to plan, co-ordinate and organise own work schedule, to ensure optimum use of all resources and achieve service objectives. b) Ability to provide guidance and support to early year’s staff, partnering agencies, and families, especially those identified as “at risk” or vulnerable. c) Understanding of governance in regards to Council’s coordination of the Initiative. d) Ability to deal discretely and tactfully with confidential and sensitive matters.

Specialist Skills & Knowledge a) Understanding of the factors contributing to intergenerational disadvantage. b) Understanding of the current trends and issues relating to the early years sector. c) Knowledge of training needs analysis processes d) Ability to evaluate program and make recommendations on future direction of each component.

9. Interpersonal Skills a) Ability to communicate clearly, both verbally and in writing. b) Ability to facilitate meetings and group discussions to monitor progress and identify issues of the Initiative. c) Ability to liaise with counterparts in other organisations to discuss specialist matters and within the organisation to resolve intra-organisational problems. d) Energetic, self-motivated with lateral and forward thinking skills.

10. Qualifications & Experience a) A tertiary qualification in Early Childhood or Community Development / Engagement is essential. b) Knowledge of early childhood development and the Victorian Early Years Learning and Development Framework c) Relevant experience in supporting and working with a diverse range of persons / service providers

11. Risk Management Responsibilities (including OHS)

The following items are the duties of each employee: a) To take reasonable care for their own safety and the safety of others affected by their acts or omissions; b) To co-operate with their employer in relation to any action taken to comply with the OH&S Act; c) Not wilfully or recklessly interfere with or misuse anything provided in the interest of health and safety; d) Not wilfully place at risk the health and safety of any person at the workplace e) Report all safety hazards and risk exposures, including theft and property damage, to their supervisor f) Maintain physical security of all property, equipment and buildings within your jurisdiction and control. g) All staff are required to actively reduce Council’s exposure to losses related to security, public liability and professional indemnity and reporting areas of concern
