This Local Roads Hierarchy will be used in the development and implementation of the Glenelg Shire Road Asset Management Plan that will form the framework for the future management of all matters relating to local roads. The effective implementation of a Road Asset Management Plan is required by the Road Management Act 2004. In this functional road hierarchy, both urban and rural roads have been categorised by their present role and importance as a transport link. The road hierarchy that is defined in this document, is to be used consistently in all road asset management, strategic planning and operational matters. 2.0 GENERAL ROAD CATEGORY DEFINITIONS 2.1 ARTERIAL STATE HIGHWAYS (Category 1) - VicRoads Responsibility - These roads are not included in the Local Roads Hierarchy. 2.2 ARTERIAL MAIN ROADS (Category 2) - Arterial Main Roads are currently managed by the Glenelg Shire Council. - Works are carried out by Glenelg Services and other Contractors but are entirely funded by VicRoads. - Upon commencement of the Road Management Act, Vicroads will become the responsible authority for Arterial Main Roads and Council may enter into a service agreement with Vicroads to perform the maintenance work on these roads. - The level of service is currently determined by VicRoads. This will remain unchanged. -Theseroadsarenotincluded in the Local Roads Hierarchy. 2.3 LOCAL ROADS (Categories 3 to 10) - Local Roads in the Glenelg Municipality, both urban and rural, are the responsibility of the Glenelg Shire Council. - The level of service is determined by Glenelg Shire Council. - All local public roads are included in the Local Roads Hierarchy. - Works are carried out by Glenelg Services and other Contractors. - Works are funded by a combination of Glenelg Shire Council rates, Victorian Grants Commission distribution of Federal Road Funds and State Government Funding Programs. - Unused road reserves are not included in the register of local public roads nor in this hierarchy of local roads. DME:71117 Page 3 of 26 Glenelg Shire Council Local Roads Hierarchy 2.4 DSE & PRIVATE FOREST ROADS (Category 12) - Department of Sustainability and Environment (DSE) responsibility; or - Private plantation owner responsibility. - These roads are not included in the Local Roads Hierarchy. 3.0 ROAD CATEGORY RELATIONSHIPS The following table shows the relationships between the State Legal Road Categories, the Grants Commission Road Categories and the Local Municipal Road Categories. Roads within isolated higher density developments on the outskirts of existing townships may exhibit more urban characteristics than rural characteristics. Any such road should be included in the urban classifications. Rural local roads consist of all of the rural roads within the Glenelg Shire Council boundaries that are not declared as State Highways or Main Roads and that are not DSE or Private Forest Roads. Unused roads are not included as local roads (or public roads) until so declared in accordance with the provisions of the Local Government Act 1989 or the Subdivision Act 1988. Rural roads may be sealed or unsealed and may vary in degree of importance from important linking roads to insignificant tracks. Rural Roads are typically unkerbed, however isolated sections of kerbing may be present where erosion is a problem or where edge definition is required (eg. at intersections). 4.2 RURAL ROAD CATEGORY DEFINITIONS The following brief road category definitions are intended to offer guidance in the categorisation of individual roads, however the definitions are not necessarily the final determinant. Road categorisations will be reviewed by Council on an annual basis so that any changes in the nature and importance of local roads can be recognised. 4.2.1 RURAL LINK ROADS (Category 3) Definition: - Roads forming a significant link between townships and major rural communities, and the Arterial Road Network. Roads may also form a significant link between main roads. - Will generally carry all vehicle types. - Will generally have average traffic counts greater than 100 vehicles per day. - Will provide major access routes for heavy vehicle traffic. Preferred Standard: - Design speed of at least 80 km/hr (Rural Areas). - 6.6m wide bituminous seal. - 7.0m wide pavement. - 1.3m wide shoulders. - 5.0m horizontal clearway from outer edge of traffic lane. (Not including sealed shoulders). - More than 5.4m vertical clearway at outer edge of traffic lane. (Not including sealed shoulders). - 4.7m vertical clearway at outer edge of traffic lane. 4.2.2 RURAL COLLECTOR ROADS (Category 4) Definition: - Forms a route between local link roads and/or other major roads. - Collects and feeds
