The process has included extensive public input including three large public workshops plus numerous individual and small group meetings with citizens of San Antonio, neighborhood groups, civic organizations, public institutions, and other stakeholders. The Framework and Master Plan is consistent with, and intended to support, the Vision Statement and Guiding Principles contained in the HPARC By-Laws. Prior to actual redevelopment of Hemisfair, the design concepts contained herein will be developed to greater levels of detail while remaining consistent with the Plan. The graph illustrates the distribution of uses represented by the “chips” used in each table’s model. While the total number of “chips” varied signifi cantly from group to group, all of them indicated a mix of uses that included a large proportion of residential uses in the HemisFair plan. 12 out of 24 teams extended the river into the site. A majority placed retail at some areas of common agreement, as illustrated in the diagrams to the right. ground level below other uses. 8 PLANNING PROCESS 1 Leadership and Interpretation With the results of the workshops in hand, the HPARC team, City staff , and the consultant team analyzed and synthesized the fi ndings into a coherent and comprehensive planning strategy. The concepts and strategies developed were reviewed by key area stakeholders and adjusted for fi nal presentation to the public in the third workshop, and ultimately, to the San Antonio City Council for approval. Leadership on the future of Hemisfair was guided by members of the general public, the HPARC Board, the Mayor, and City Council. The Framework Plan was offi cially approved by Council on February 9, 2012. The Plan seeks to address the principles through a set of related goals.
