The process has included extensive public input including three large public workshops plus numerous individual and small group meetings with citizens of San Antonio, neighborhood groups, civic organizations, public institutions, and other stakeholders. The Framework and Master Plan is consistent with, and intended to support, the Vision Statement and Guiding Principles contained in the HPARC By-Laws. Prior to actual redevelopment of Hemisfair, the design concepts contained herein will be developed to greater levels of detail while remaining consistent with the Plan. Respectfully submitted, Executive Management Team and the Board of Directors Hemisfair Park Area Redevelopment Corporation 1 2 PLANNING PROCESS OVERVIEW OF THE PLANNING PROCESS 1 Process and Core Values Community-based Planning Process The preparation of the Framework Plan for Hemisfair was undertaken the Hemisfair Park Area Redevelopment Corporation (HPARC) Board with the intent to hear from a broad base of stakeholders, and to of Directors. While the total number of “chips” varied signifi cantly from group to group, all of them indicated a mix of uses that included a large proportion of residential uses in the HemisFair plan. 12 out of 24 teams extended the river into the site. The concepts and strategies developed were reviewed by key area stakeholders and adjusted for fi nal presentation to the public in the third workshop, and ultimately, to the San Antonio City Council for approval. Leadership on the future of Hemisfair was guided by members of the general public, the HPARC Board, the Mayor, and City Council. The Framework Plan was offi cially approved by Council on February 9, 2012. The Plan seeks to address the principles through a set of related goals.     Visual Arts Performance Dance | Music Literary Luminaria’s 2018 Contemporary Arts Festival offers much to celebrate! As San Antonio’s only multi-arts festival, we are a connecting force between the many art forms, genres and practices of an urban city. Supported by the City of San Antonio’s Department of Arts & Culture and a network of philanthropy, Luminaria celebrates 11 years of showcasing ART to ALL for FREE. As an independent non-profit organization, the magic of Luminaria is made possible by artists, curators, and organizations working together. For the first time, artist awardees of grants from both the Artist Foundation of San Antonio (AFSA) and the National Association of Latino Arts & Culture (NALAC) were invited to showcase their works at the festival. Funded by AFSA and NALAC, these Texas artists create new works in performance, visual, music and literary arts. Luminaria provides the production and marketing support to showcase the cutting edge results. In a continuation of partnerships, Luminaria worked with Contemporary Art Month (a San Antonio stalwart of contemporary visual art held every July) and with the Southern Fried Poetry Slam (a national spoken word contest that was held in our city this past June). From these organizations, artists were invited to bring their award-winning work to the festival.
