Planning Committee meeting – 19th August 2019 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held in the Parish Rooms, 17, Vicarage Rd, St. Agnes, at 19:15.

Present: Cllrs Ball, Brown, Bunt, Clark, Johns, Ripper, Slater. Absent: Cllr Stackhouse. In attendance: C Callaway, Deputy Clerk; 33 members of the public.

Following Cllr Barrow’s recent resignation from the Parish Council, Cllr Brown was appointed to Chair the meeting. Cllrs Ripper/Slater. Unanimous.

PL37/19 Pre-planning presentation: Proposed development in Goonbell, St Agnes RECEIVED, as above, from G Slater (in place of A Golay) of Enhance Land & Planning. Feedback was given including: Concern was expressed at the size of the proposal, with 19 dwellings considered as an excessively large development; Concern was expressed following WHS advice that any further development in this area could damage heritage assets; The location was considered unsustainable, given the distance from the village and limited bus service available.

PL38/19 Pre-planning presentation: Proposed development at , St Agnes RECEIVED, as above, from C Parry and A Desmonde, of Desmonde Associates. Feedback was given including: Concern was expressed that the size of the site was disproportionate to the affordable element included in the proposal and therefore it was felt that this was not acceptable as an affordable led scheme; The proposal itself, with the Heritage Community Garden and Community Orchard, was considered impressive but the location was felt to be inappropriate for development.

PL39/19 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded:

PA19/00017/NDP: Consultation on proposed alternative modifications to the Chacewater Neighbourhood Development Plan following independent examination. The policies with alternative modifications are RE1: Community Led Renewable Energy, RE2: Wind Turbine Development and HN3: Size and Scale. Chacewater Parish Council. Chacewater, Cornwall

PA19/05427: Construction of a boardwalk to protect historic mine structures from footfall. PA19/05122: Listed building consent for the above proposal. P Bent. Land North of Wheal Friendly, Wheal Friendly Lane, St Agnes TR5 0SR

The Parish Council most strongly objects to both applications as follows: Contrary to NDP Policy 11 – Protection and Enhancement of the Historic Environment; The proposed boardwalk is totally unnecessary as the alternative path has always been used historically; WHS Planning Advice confirms that there is an absence of detail in order to provide a full impact assessment in this area of high heritage significance. Cllrs Bunt/Slater. Unanimous.

PA19/05262: Outline application for construction of up to sixteen holiday units and associated infrastructure to include an amenity building, staff accommodation, store and parking provision. S Matthews. Land at Leycroft Valley Holidays, Perrancoombe, Perranporth TR6 0JQ

The Parish Council strongly objects as follows: Contrary to Cornwall Local Plan Policy 5 and NDP Policy 19 in that there is a complete lack of accessibility to modes of transport; Contrary to Cornwall Local Plan Policy 2 in that the proposal does not reflect a sustainable approach to accommodating growth and does not provide a well-balanced mix of benefits; Ecological concerns were expressed as the site is tranquil and houses a variety of wildlife; Concern expressed regarding the narrow lane and generally unsuitable access. Cllrs Clark/Bunt. Unanimous.

PA19/06530: Construction of four dwellings, including two affordable. Trevow Ltd. Land opposite Goonbell House, Goonbell, St Agnes

The Parish Council objects as follows: Contrary to Cornwall Local Plan Policy 3 – Role and Function of Places; The proposal would bring about substantial visual harm; Parishioners felt strongly about preserving this site in the feedback from an NDP public consultation; Concern expressed regarding sustainability as the site is substantially outside of the village settlement; Only 50% affordable element proposed; Comments from the Planning Inspector have not been addressed in the revised application. Cllrs Johns/Slater. Unanimous.

PA19/04758: Demolition of five single storey rendered concrete barns and the construction of a single storey dwelling on an infill site. E Newman. Kennal Farm, , St Agnes TR5 0XY

The Parish Council objects as follows: As the proposal is for demolition of the existing structures with a replacement dwelling, it was considered to be development in the open countryside and contrary to Cornwall Local Plan Policy 7 and contrary to NDP Policy 7; Concern was also expressed regarding the dangerous access. Cllrs Ripper/Clark. 5 voted in favour. 2 abstained: Cllrs Johns and Slater.
