ACTION Construction Manager at Risk for Preconstruction Phase Services for the Bond 53 - Build Multi- Use Sports Fields in the Area of Bell Road (OFFSITE WATER SYSTEM). Adopt Resolution 11952 authorizing construction manager at risk (CMAR) Contract No. 2020-174-COS in the amount of $38,385.62 between the City and Hunter Contracting Co. for preconstruction phase services for the Bond 53 - Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System) project and authorizing the City Manager or designee to initiate a Municipal Use Master Site Plan to develop the city owned park parcel within DC Ranch. BACKGROUND The purpose of this action is: 1) To authorize CMAR preconstruction phase services contract to provide design review and pre-construction phase services for the City of Scottsdale's Bond 53 - Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System). Under this pre-construction phase services contract, the CMAR will review design documents for constructability and bidability; conduct review workshops with Water Resources Operations and Parks Operations staff; perform value engineering; and develop a phasing plan and schedule for efficient delivery of the project. It is anticipated that this project will be delivered through two or more Guaranteed Maximum Price contracts for the construction of a new irrigation lake, pump station and associated pipelines. Once reviewed and approved by staff, the first GMP for construction will be brought back to Council for approval in December of this year or January of next year. 2) To authorize the initiation of a Municipal Use Master Site Plan to develop APN 217-12-005L an undeveloped 14-acre city owned parcel at southwest corner of Trailside View and 91^' Street. Actton Tak*n City Council Report | CMAR Preconstruction Services - Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System) ANALYSIS & ASSESSMENT Recent Staff Action On August 12, 2020 Capital Project Management staff solicited Requests for Qualifications from Construction firms. Six responses were received on September 2, 2020. A panel of four City staff and one Contractor's representative evaluated the responses and based on the panel's recommendation, Hunter Contracting Co. was selected for contract negotiations. Community Involvement The project team held a virtual public meeting in August 2020 and a project hotline will be maintained throughout the construction of the project. RESOURCE IMPACTS Available funding Funding for this project Is currently available in the Build Multi-Use Sports Fields in the Area of Bell Road CIP Project (PG09) to fund the project for pre-construction and construction costs. Staffing, Workload Impact The contract administrator responsible for enforcement of all provisions of the contract Is Joe Phillips, Project Manager, Public Works Division. Parks and Recreation and Water Resources staff will provide support to the Project Manager. OPTIONS & STAFF RECOMMENDATION Recommended Approach Adopt Resolution 11952 authorizing CMAR Contract No. 2020-174-COS in the amount of $38,385.62 between the City and Hunter Contracting Co. for preconstruction phase services for the Build Multi- Use Sports Fields in the Area of Bell Road (Offsite Water System) and authorize the City Manager or designee to initiate a Municipal Use Master Site Plan to develop APN 217-12-005L. Proposed Next Steps; Upon Council approval, the preconstruction phase of the project will begin immediately. The Construction phase is anticipated to start Winter of 2020/2021, pending approval by council of a construction services GMP. WHEREAS, the City wishes to provide CMAR preconstruction services for design and construction of the 2019 Bond 53 Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System); and WHEREAS, Hunter Contracting Co. has been selected by the City to provide the requisite services necessary; and WHEREAS, Hunter Contracting Co. is qualified to render the services desired by the City; and WHEREAS, it is in the best interests of the City to initiate a municipal use master site plan for the Multi-Use Sports Fields, BE IT RESOLVED by the Council of the City of Scottsdale as follows: Section 1. The Mayor of the City of Scottsdale is authorized and directed to execute Construction Manager at Risk Contract No. 2020-174-COS between the City and Hunter Contracting in the amount not to exceed $38,385.62 for preconstruction services for the 2019 Bond 53 - Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System) and to initiate a municipal use master site plan for assessor parcel number 217-12-005L. CONTRACT NO. 2020-174-COS THIS CONTRACT, entered into this day of 2020, by the City of Scottsdale, an Arizona municipal corporation, (the "CITY“) and Hunter Contracting Co., an Arizona corporation, (the "CONSTRUCTION MANAGER AT RISK" or “CMAR"). RECITALS A. The Mayor of the City of Scottsdale, Arizona, is authorized by provisions of the City Charter to execute Contracts for professional services and construction services. B. The City intends to construct the Build Multi-Use Sports Fields in the Area of Bell Road (Offsite Water System) Project, and referred to in this Contract as the “Project,” located at 17492 N 91" Street Scottsdale Az 85255. C. To undertake the design of the Project, the City has entered into a Contract with HDR, Inc., who is referred to as the “Design Professional." D. The City desires to enter into this Contract with the CMAR for the Preconstruction phase services identified in this Contract. At the end of the preconstruction phase, at the City’s discretion, the City may enter into a separate Construction Contract with the CMAR for construction phase services.
