2669 LEGISLATIVE ASSEMBLY Friday 17 June 2011 __________ The Speaker (The Hon. Shelley Elizabeth Hancock) took the chair at 10.00 a.m. The Speaker read the Prayer and acknowledgement of country. BUSINESS OF THE HOUSE Routine of Business Mr BRAD HAZZARD (Wakehurst—Minister for Planning and Infrastructure, and Minister Assisting the Premier on Infrastructure NSW) [10.00 a.m.]: Normally at this time the House would deal with General Business Notices of Motions (for Bills) and debate General Business Notices of Motions. However, this morning the Government has consented to the member for Northern Tablelands moving General Business Notice of Motion (General Notices) No. 15. Members are aware of the need to get deal with Government Business in order to get certain bills passed and sent to the Legislative Council. I thank the Opposition for its cooperation to date in that respect. Mr Michael Daley: But you are going to do us over anyway. Mr BRAD HAZZARD: I prefer to think of it as a partnership in the great effort of democracy, and I am heartened that the member for Maroubra wants to make New South Wales number one again given that for 16 years Labor did everything it could to ensure that it was not. Between 10.00 a.m. and 10.30 a.m. no divisions can be called, so I will not attempt to move the suspension of standing orders to facilitate Government business coming on at the conclusion of debate on the motion of the member for Northern Tablelands. It seems that the member for Maroubra is not as obliging this morning as he has been in the past. -

Important normative concerns are raised about advisers' functions, their power and influence, the legal and ethical framework in which they operate, and their involvement in managing interactions between ministers and the permanent public service. Much of the Australian research on advisers has focused on developments at the federal level with little attention being paid to political staffing arrangements in state jurisdictions. This thesis contributes to scant knowledge about advisers by focusing on the developments of political staffing in NSW. A grounded-theory based methodology is used on data collected from 23 interviews with advisers, ministers, government officials, and interest group representatives. Interpretivism was chosen as the principal research paradigm for eliciting an understanding of advisers' place in the NSW governmental system. -

2003 New South Wales Election Antony Green * On 22 March 2003 the NSW Labor Government led by Premier Bob Carr became the first government in Australia to win three consecutive four-year terms. The election brought little change to the composition of the Houses or in the vote. This account analyses the election result in the light of the fortunes of both Government and Opposition in the previous four years. The New South Wales election on 22 March 2003 was the third in the State since introduction of fixed four-year terms. As with its two predecessors, the election produced a campaign that struggled to move out of first gear. With fixed terms having denied the media and political parties the adrenalin fix of early election speculation, a peculiar form of political ballet seems to have developed, where the Government denies it has begun campaigning, the Opposition insists the Government has, and the media avoid treating the contest as a real campaign for as long as possible. As in 1995 and 1999, the Parliament was adjourned at the end of the previous year to a notional sitting week in February, providing a safety net in case Parliament needed to be re-convened. Parliament was prorogued on 31 January, though the campaign could not formally begin until the fixed-term provisions dissolved the Legislative Assembly on 28 February. 1 Writs were issued on the same day producing a 23-day campaign, four days longer than the minimum allowed under legislation. Nevertheless, this was still shorter than the minimum period permitted in any other state, and 10 days short of the minimum for Commonwealth elections. -

Peter Quinn January, 2004. 3 ABSTRACT This work traces the history of the juvenile correction system in twentieth century New South Wales, focusing on the evolution of major reforms aimed at curbing delinquency. The study begins in 1905 with the Neglected Children and Juvenile Offenders Act. It concludes in 1988, when another set of significant reforms, designed to deal with perceived inadequacies of the established system, commenced. The main focus of the thesis is the government system of corrections. Although there was an active non - government correction system, this sector was increasingly absorbed by the larger public sphere. The principal argument is that, although there were sporadic periods during which changes to the system were made, its progress through most of the twentieth century was characterised by an underlying attitude which regarded the boys and girls it dealt with, particularly those committed to institutions, as belonging to an inferior, delinquent class. As such, they were treated as the progeny of a criminal class destined for the most part to remain part of that class. This idea of a delinquent class coloured all aspects of the way juveniles were treated, specifically lack of resources, the dominance of economic considerations over the welfare of children, excessive regimentation, harsh discipline and illegal punishments. -

Drawing on Foucault's (1980, 1982) power/knowledge nexus, the study examines the complexities of social and structural relations to power and knowledge and how the state regulates the acquisition of knowledge. Foucault (1972a) saw curriculum as one form of social regulation that connects the citizen to the state. The VET policies embodied power relations by prescribing new practices that regulat~s the individual in a manner that is interrelated with the multiple demands of the new neoliberal economy and the expanding control of the state. VET became a mechanism for social and macroeconomic reform by being tied to youth employment, skills formation, human capital and Australia's global economic competitiveness. This study also draws on Popkewitz's (1987, 1991 , 1997) notion that the state exploits curriculum as a converting ordinance.
