C&W TTC Paper No. 78/2019 Proposed Service Re-organization of Hong Kong Island Green Minibus (GMB) Route Nos. 56 and 56A Purpose This paper seeks the views of Members and local community on the proposed service re-organization of Hong Kong Island GMB route nos. 56 and 56A. Background 2. The routeing of GMB route no. 56 (Robinson Road, Mid-Levels- North Point) not only covers Mid-Levels, Hong Kong Island (e.g. Robinson Road, Bonham Road and Caine Road) and Admiralty, Wan Chai and Causeway Bay, but also extends to the Eastern District. Given the relatively long distance of its routeing and the fact that the route passes through a number of busy road sections, the service frequency of the said route is easily affected by the traffic en route and becomes unstable. According to the operational data, the journey time during peak hours often lengthens from the 80 minutes originally scheduled to about 90 to 100 minutes, resulting in lost trips and service delays. In view of this, the Transport Department (TD) considers it necessary to rationalise the service of the route package, so as to enhance operational efficiency and improve the stability of service frequency. Also, passengers of GMB route no. 56 largely commute between Mid-Levels and the area around Admiralty, Wan Chai and Causeway Bay, whereas only a small number of them get on or get off in the Eastern District, averaging about 25 passengers per hour. Therefore, the TD considers that truncating the route of GMB route no. 56 to terminate at Tin Hau after 8:20am will not cause too much inconvenience to passengers. Proposals 3. The proposals for service re-organization of Hong Kong Island GMB route nos. 56 and 56A are as follows: (i) to shorten the daily operating hours of the existing GMB route no. 56 (Robinson Road-North Point) to morning peak only; (ii) to enhance the service of the existing GMB route no. 56A (Robinson Road to Causeway Bay (circular)) to daily services with extended service hours; (iii) to introduce a new short-working service of route no. 56B (Robinson Road, Mid-Levels - MTR Tin Hau Station) to coincide with the shortening of operating hours of route no. 56 to morning peak only; and (iv) to adjust the service frequency of route no. 56A according to the passenger demand. For details, please refer to the Annex and Diagram. Advantages of the Proposals 4. The proposal can maintain the service plying between Robinson Road, Mid-Levels and the area around Admiralty, Wan Chai and Causeway Bay while catering for the demand of passengers commuting between North Point and Robinson Road in the morning. Although route no. 56 will not operate after 8:20 am, commuters can still make use of MTR as the road section from Tin Hau to North Point lies in the catchment area of MTR, and there are also numerous alternative transport services (such as New World First Bus Services Limited (NWFB) route no. 2, Citybus route no. 10 and NWFB route no. 23, etc.,) available for their use.
