A great hospitality and a large number of citizens speaking English is what makes Portugal the perfect country to visit. Besides its nature, history and gastronomy, Portugal, whose citizens are its greatest value, is also known for its sunny weather, beaches, and historical and world heritage sites. Sport is quite important in Portuguese culture and Football, is undoubtedly the most valued and played one. Portugal has won several Olympic medals in its history, being Canoe Sprint, Judo, Athletics, and Sailing the most successful sports.

The city of students is unique in Portugal for all the mysticism which characterizes it and for its University, which has recently been recognized as a World Heritage Site by UNESCO. Surrounded by love tales and great historic achievements, Coimbra has some peculiar customs and traditions that other Portuguese cities have been imitating over the years. Those who come to Coimbra to study have completely different experiences from the ones students of other university cities have. A student who graduates in Coimbra acquires much more than only the knowledge from the subjects at the University; this learning comes from living and experiencing the Coimbra Academic Association (AAC). Coimbra is a rather small town of about 143,000 inhabitants. It is very welcoming and it remains young thanks to the academic spirit of the students who come here every year.

EUG2018 GENERAL HANDBOOK 27 Coimbra has a rich tradition in University sports with AAC, one of the most important students association of the country, that makes a remarkable work on that matter. Coimbra hosted several National and International sport events at top level like the Euro 2004 UEFA Football Tournament, and nowadays it is fully equipped with modern sport facilities allowing lots of professional and amateur athletes to do several sports. Académica is one of the oldest and prestigious football Clubs of Portugal, having won two National Cups.

EUG2018 GENERAL HANDBOOK 29 ABOUT FADU, UNIVERSITY, AND ACADÉMICA

Coimbra is focused on sports and has proven its passion for sports. The University of Coimbra offers different courses within the field of Sport Sciences and Physical Education: 1 Bachelor degree course, 4 Master's Degree courses and 2 PhD courses. AAC has 26 sports departments, providing its players, aged 3 to 80 years old, with 40 different sport activities. In Coimbra there are several outdoor sites, gyms, fields, waterways and pools where citizens can do sports for leisure. In 2018 Coimbra will have the best sport infrastructures to host this event. The bid application for the EUG2018 moved us to apply for European funds (NSRF) in order to build and rebuild infrastructures with excellent conditions for hosting game competitions. AAC and the University of Coimbra won the prize for Best European University in University Sports three times in a row and they have both organized two European championships in three years, helping promote the EUSA name. FADU is a very active NUSA and due to its role in the organisation of the European Universities Championships in four sports, hosting the EUSA Conference and supporting participation of more than 470 student athletes in 17 sports, the Most Active NUSA Award for 2017 went to the Portuguese University Sports Federation (FADU).

The Portuguese University Sports Federation (FADU) is a sports federation which focuses on sport as a tool in training and education, with its origin in a movement of various national academies aimed at stimulating, encouraging and organizing sport in Higher Education. Founded on March 2, 1990, it is recognized as Sports Public Utility since 1995, having grown over the years, both in terms of organized activities and in terms of the number of participants. It is considered today one of the largest sports federations in our country.

Portugal has won the prize for Best European University several times and NUSA (FADU - Portuguese University Sports Federation) was awarded as the most active sports federation.

And last but not least, we are proud to be part of a NUSA that has been deeply involved and is very dynamic in EUSA activities since the beginning, as stated in the bid for the 1st and 2nd EUSA Games.

EUG2018 GENERAL HANDBOOK 33 ABOUT UNIVERSITY OF COIMBRA

Coimbra has a growing foreign students’ epicenter, the University of Coimbra is a strong promoter of the event’s success. Besides the rise of multicultural empathy as part of the incoming process, the outgoing experience lived by hundreds of Portuguese students generates an open mentality and know-how to make the participants of the European Universities Games feel closer to their home country. Mobility should be seen as a motto of peace and cooperation between different societies, united in this event by the common goal of passion and sport.

EUG2018 GENERAL HANDBOOK 35 ABOUT ACADÉMICA

Académica Students Association (AAC) is responsible for the traditional praxis, a reception ritual of the freshmen and freshwomen, for organizing the academic festival known as Queima das Fitas (one of the greatest in Europe) and Festa das Latas, and for spreading Coimbra’s song, Fado, worldwide, thus creating the most heterogeneous student community in the country.

EUG2018 GENERAL HANDBOOK 37 SCAC

SCAC is the highest authority of the EUG and controls the overall organizational and technical aspects of the EUG. The SCAC is responsible for the interpretation of EUSA Regulations, for the supervision and smooth-running of the EUG, settling any dispute, examining and dealing with any complaints or protests of a non- technical nature, taking emergency sanctions against participants (teams or individuals) who violate the EUSA Regulations, deciding any other matters not covered in these Regulations, at the time of the EUG.

The SCAC is composed of: SVC members, OC Chair, OC Sport Director and two (2) other representatives; led by SVC Chair. The mandate of the SCAC members terminates with the conclusion of the EUG. SCAC Members shall cooperate in a way to find a compromise by taking decisions unanimously. In case of voting, decisions will be taken by a simple majority of those present and voting. In case of equality of votes, the SCAC Chair shall have a casting vote. All decisions taken by the SCAC at the time of the EUG are final.

The OC structure is composed of human resources from four entities: Portuguese University Sports Federation (FADU), University of Coimbra (UC), Coimbra City Hall and Coimbra Academic Association.

A Supervision Comission represented by his highest members is responsible for aproving the strategic decisions of the event.

An Organizing Committee discusses business issues, risks and progress including people, finance and ad hoc projects. Usually dealing with business rather than programmes, the Commitee works closely with all the directors and department coordinators that makes decisions to allow projects to be executed at a project level.

Volunteers are the face of the event, they are the key factor for its success!

Their help and enthusiasm will contribute to the success of the largest multisport event ever organised in Portugal.

Volunteering will allow people to connect in a unique way with sports and be involved in an international sports event. Almost 1,000 volunteers have the opportunity to acquire and develop new skills and competences, as well as to have an intercultural experience. The volunteering programme involves persons of all ages, from Coimbra, Portugal and all over the world. Through a joint initiative of European University Sports Association (EUSA) and the Organising Committees of the European Universities Games Coimbra 2018, one hundred persons from different countries have the opportunity to take part as volunteers in EUG 2018. In this context, full board, training and transfers from/to Porto airport on the official arrival/departure dates are provided for all of them. Volunteers are involved mainly in the following areas: Accommodation; Accreditation; Attaché; Educational; IT; Logistics; Media; Medical; Protocol; Transportation; Sports; Volunteers Management.

EUG2018 GENERAL HANDBOOK 67 In the sports venues, volunteers will provide an important support, in the sport activities, access controlling and informing athletes and other participants. Each delegation will have an attaché allocated, who will be a point of contact, guiding and liaising the university team and the organization. The name and mobile phone of the attaché will be provided by the end of the accreditation procedure. If for some reason your delegation, wouldn’t receive that information, please contact the Volunteering Team. The volunteering team has prepared a training plan, which was delivered online and onsite. The training includes general aspects of the events, functional responsibilities, practical instructions and visits to the venues. During all the event, there will be a volunteer’s management system, supported by volunteer’s team leaders and a dedicated area in the EUG 2018 mobile application.

The aim of the Volunteering team is to provide an enriching experience for all the participants in EUG 2018. Therefore there is a volunteer lounge area, a Social and Cultural Programme, which includes multiple activities, allowing volunteers to discover a place listed as UNESCO World Heritage and one of the oldest universities in the world. In the end of the event, certificates of participation be delivered to all volunteers. Volunteers will have all the information about the event and they also may contribute for you to enjoy the amazing city of Coimbra and the beautiful country of Portugal.

Regular Procedure Accreditation procedure is completed when the final approval for accreditation pass is issued by the EUG OC. The Head of Delegation will be responsible for taking over all accreditations for his/her team members in particular at the Accreditation Centre by presenting valid Passport or ID card for each participant. All procedures will be done in compliance with relevant EUSA Rules and Regulations:

REG 75 Accreditation procedure starts two (2) days before each competition. Competitors cannot be accredited after the GTM. REG 76 Competitors are obliged to show the accreditation card to the official in charge of the match who allowed them to compete. REG 77 If a person, who has been refused a competitor’s accreditation card, attempts to compete by means of fraud, he/she will be excluded from the EUG and the EUSA EC will consider if this exclusion should apply also to all future sporting events of EUSA. Should this fraud be attempted in a team competition, the team may also be excluded from the competition and any earlier results in the current competition will be cancelled. A report will be forwarded to the respective NUSA, university and a reprimand will be addressed to the team and/or competitor and the NUSA of his country.

Extraordinary Procedure In case of last minute changes, such as: If a person that applied for accreditation in the first place has been replaced by a different individual, or some other possible reasons for delay in making and distribution of accreditation, an accredited person is supposed to take over his/her accreditation in person. The applicant must personally approach the EUG OC Accreditation Centre and present a valid Identification document (passport or ID card). In case of extraordinary procedure, EUG OC cannot predict the time of issuing the Accreditation Card.

EUG2018 GENERAL HANDBOOK 79 Athletes & Officials

The Organizing Committee will offer an easy and comfortable experience to all participants during their stay in Coimbra for the European Universities Games 2018. We will provide several accommodation units, in Coimbra and Montemor-o-velho, to ensure a pleasant stay for all participants and a level of involvement with the city. Participants will be placed in double, triple or quadruple rooms, all approved by EUSA and according with the EUSA General regulations. All sports facilities can be reached by a shuttle service. The distribution of the teams in the different accommodation units will be decided according to their sports, registration, distribution of rooms and safety concerns.

The OC only provides accommodation for the official competition dates. All accommodations are fully secured. Only residents with valid accreditation cards will have access to the Accommodations. Due to space limitations, athletes/teams same gender from same country can share rooms. Officials will share a double room with other official same gender but could be from different countries.

Any damages found in the rooms after the arrival and accommodation of the participants can be reported at the OC Services Centre on the following day before 12:00. The problems will be written down in a protocol.

For Type 3 Check-in formalities will be completed at the Main Accreditation Centre. During the check-in, the Team Official will receive all information about the accommodation House Rules & Code of Conduct and Damage Recovery Policy, the assigned rooms OC and will sign the documents. The Team Official will receive all keys in the accommodation after the completion of the above-mentioned procedure.

EUG2018 GENERAL HANDBOOK 85 Laundry Service

The service will be provided by a professional laundry company at an office in the University Stadium, close to other services and facilities. Service starts on Friday, July 13th, the final drop off is on Saturday, July 28th, and the final pickup is on Sunday, July 29th. The service will be open every day from 09:00 am to 01:00 pm and from 02:30 pm to 08:00 pm, with two pickups and two drop offs. Each athlete will receive one laundry bag at accreditation and must be identified with name, surname and mobile number. Each bag is designed to hold a maximum of 9 kg of laundry and should fit at a designed box at the moment of drop off. The services must be paid in advance according to the amount of clothing delivered.

EUG2018 GENERAL HANDBOOK 87 CATERING Breakfast will be served buffet style in the nearby canteens or in the local accommodation. For lunch and dinner, the participants will have a designated canteen considering the place of accommodation, the place of competition and the competition schedule. Participants can choose from the menus at their disposal and will always have three different options (meat, fish, vegetarian) with detailed labelling of each dish. Referees, EUSA members and VIPs will have their meals in a distinctive buffet-style room. The meals will be prepared and served by the canteen staff who will wear distinctive uniforms determined by the facility. The quality and quantity of food will be within the EUSA minimum requirements. The facilities will be running between 07.00 and 22.00 hours, with breaks between meals due to the need for cleanings and the staff’s need to prepare for the next meal. Due to the scale of the event, the number of athletes and the variety of venues where the competitions will be held, the medical and security services must provide all the pre-hospital rescue process and articulation with other civil protection agents, together with the Portuguese Red Cross who will guide and perform together in order to ensure their effectiveness and the most appropriate response to each type of emergency. EUG2018 GENERAL HANDBOOK 107 SAFETY AND SECURITY Safety and Security in Coimbra The safety and security of all the participants in the EUG 2018 is a very important issue for the Organizing committee. Coimbra has one of the lowest crime rates in Portugal according to the Annual Report of Homeland Security. Although Coimbra is a very safe and secure city, it is important to take good note of the following safety advices recommended by the OC. All the security during the event will be the result of a strict coordination work between the Police of the Municipality of Coimbra , the Portuguese National Police and all the Civil Protection authorities.

Safety in Accommodations Lock your room when away, even if only for a few minutes. Do not facilitate access to strangers. Never lend out your room or residence keys to anyone. Inform the accommodation staff of any lock defects or lost keys.

Safety on the Street Avoid walking alone at night in isolated areas. Avoid carrying your original passport and important documents (make copies and carry these instead). Do not leave laptops, books, or other valuable belongings unattended in common areas. Be aware of your surroundings when walking outside, especially if you are listening to music on your headphones or talking on your mobile phone. Avoid exposing cash or expensive items. Respect pedestrian walk lights and crosswalks.

Safety on Public Transportation If you are the only passenger in a bus, sit as close as possible to the driver. At night, be particularly careful of oncoming traffic while getting off a bus.

Prohibited items At venues

The restricted items policy applies to spectators and accredited individuals at the EUG2018. Accredited athletes and team officials will be permitted to bring items into venues that are required for specific Games-related. Prohibited items will not be permitted into venues under any circumstances.

The list of prohibited items is as follows: • Tents, placards, spray paint or any other item which could be used for demonstrations or sabotage within a venue; • Large flags, banners and associated poles, large umbrellas or other items of an excessive size that may disturb the event or restrict the view; • Laser pointers, strobe lights and similar light-emitting devices; • Pets or animals; • All types of knives and bladed items, including pocket knives; • Firearms and ammunition, including replicas, component parts or any device resembling a firearm; • Offensive weapons or implements such as flick knives and extendable batons, or anything that can be used to cause injury to another person; • Fireworks, explosives, flares and smoke canisters; • Toxic and dangerous materials.

EUG2018 Security reserves the right to refuse entry at its discretion of any item that appears suspicious.

Most of the sports will have live play-by-play results information, those being: Basketball, 3x3 Basketball, Handball, Football 11, Football 7, Futsal, Rugby 7s and Volleyball. Rest of them will display only basic information, such as line-ups and final result.

EUG2018 GENERAL HANDBOOK 117 OPENING CEREMONY

The Opening Ceremony will take place on Sunday, July 15, at 9 p.m., with live streaming and an expected duration of 120 minutes. The Ceremony will be held at the Palace of Schools of the University of Coimbra, UNESCO World Heritage Site. All participating universities will take part in the march. In order to participate in the ceremony, the teams should take the defined bus line, between 5 p.m. to 6.30 p.m., and proceed to the assembly area, approximately 150 meters from the place where the Opening Ceremony will be held. For safety reasons, athletes must leave all luggage in the accommodation. Between 5.30 p.m. to 7.30 p.m., as soon as the teams arrive at the meeting point, dinner will be served through meal boxes. This area will also have a fan zone to entertain athletes. The participants will subsequently form a marching column. The marching column will consist of flag bearers (EUG 2018 volunteers), followed by universities sign bearers and all the teams. One team member per university is expected to carry the university sign. The sign-bearer must be indicated previously by the head of each university delegation. All march pass participants are invited to dress OPENING up per university in accordance with their possibilities. At the Ceremony venue, due to the limited timing and protocol reasons, only the athlete that represents the CEREMONY university will participate in the march pass at the stage. The other participants will be guided by volunteers to PAÇO DAS ESCOLAS reserved seats. 15TH JULY 2018 The use of the accreditation card is required. Only accredited participants and guests 9pm to 11pm will attend the Ceremony.

The Closing Ceremony will take place on Sunday, July 28, at 9 p.m., with an expected duration of its official programme of 90 minutes. All participating teams are invited will take part in the march. In order to participate in the ceremony, the teams should have dinner at the Coimbra University Stadium and be available to proceed to the assembly area at 8.00 p.m. Staff members and volunteers will provide marching pass participants with the necessary information. The participants will subsequently form a marching column. The marching column will consist of flag bearers (EUG 2018 volunteers), followed by universities sign bearers and all the teams. One team member per university is expected to carry the university sign. The sign-bearer must be indicated previously by the head of each university delegation. All march pass participants are invited to dress up per university in accordance with their possibilities. At the Ceremony venue, due to the limited CLOSING timing and protocol reasons, only the athlete that represents the university will participate in the march pass at the stage. At the social level, the EUG organization contacted a several social institutions and invited them to participate in the event and in the activities that took place before the EUG2018. In each institution there was a presentation of the event and activities to encourage the practice of physical activity. Moreover, the importance of volunteering in the youth and in these institutions was publicized, promoting the participation of students and users in volunteering actions. On a cultural level, we have to mention the music and the sport of Coimbra. As a reflection of this,the Academic Association of Coimbra invited academic groups of music and theater, tunas and the sport to all embrace the event.

We will have several performances throughout the event, interaction with the public and experimental classes.

The history, culture and sport come together to provide the best of the city to everyone!

Medal and Awards-winners are obliged to attend the Awards ceremony. AWA 3 The winner of the competition (team and individual tournaments) is awarded with the title “European Universities Champion” as listed in Technical Regulations of respective sport. AWA 4 The list of the additional awards is stipulated in the Technical Regulations of respective sport. The procedure how to deter- mine the winner is published in the Technical Handbook. AWA 5 Only the awards listed in these regulations could be granted during the Awards ceremony.
