Finally, we acknowledge the generous financial and other support provided by the UNSW Law Faculty for this report and its continuing support for the UNSW Human Rights Clinic. 6 Executive Summary In 2018, there were a record 548,000 international students at universities, vocational colleges, English colleges and schools in Australia -- nearly double the number in 2013.1 Education providers, government agencies and others are concerned about unscrupulous conduct by landlords and others that leave many international students living in poor housing conditions. These conditions seriously undermine international students’ physical, emotional and financial wellbeing, and in many cases, their basic human right to adequate housing.2 Sydney (and other major Australian cities) has very limited dedicated student accommodation on campus or within commercial Purpose Built Student Accommodation (PBSA). As a result, most international students in Sydney rely on private rentals. Cost and other barriers render the formal

A new Constitution was approved by MLC’s Annual General Meeting in October 2010. The spirit of modernisation caught on and we are in the process of updating the provisions of the Enterprise Agreement which deals with the conditions of employment of MLC’s staff. More work has been done in updating a raft of Centre policies. The maintenance of the level of services required by our funding agreements was once again a continuous battle. Funding methodologies used by the State agencies that support MLC’s programmes have continued to challenge the imagination of staff as to how to perform at the highest possible plane with ever decreasing means. Reminder New Disciplinary Penalty Guidelines As advised just before Christmas last year, the Boards review of the way it applies its disciplinary powers under the Building Professionals Act has led to the development of new Disciplinary Penalty Guidelines. The new Guidelines will ensure consistency in the application of penalties for findings of "unsatisfactory professional conduct" or "professional misconduct" under the Act. The new Guidelines are now active and will be taken into account by the Boards Disciplinary Committee when determining appropriate penalties. The Board will continue to support all accredited certifiers to perform their duties as public officers, to keep up to date with legislation and to enhance their professional skills through professional development programs. Practice Advice NCC 2013 Seminars The Australian Building Codes Board will be conducting information seminars in Sydney and Canberra on the 2013 National Construction Code (NCC). Information seminars will be held at the National Convention Centre in Canberra on 19 February Australian National Maritime Museum in Sydney on 26 and 27 March. The half day seminars will inform building and plumbing professionals of amendments to the NCCs Building Code of Australia and Plumbing Code of Australia taking effect on 1 May.

The centre has become an icon in Australian legal history and developed a number of other centres critical to the provision of legal aid services in Australia such as the Welfare Rights Centre, the Consumer Credit Legal Centre, Redfern Legal Centre Publishing, the Intellectual Disability Rights Service, the Accommodation Rights Service, Streetwise Comics, Campbelltown Legal Centre, Prisoners Legal Service and the Domestic Violence Court Assistance Schemes. Community legal centres in Australia have been responsible for significant changes to the Australian legal system and legal profession. This paper uses archival material, newspaper reportage and personal reminiscences from lawyers, activists involved with the Centre in the 1970’s. It examines factors leading to the Centre’s establishment including the nature of the area of Redfern where the Centre is situated, personal motivations and sectoral influences at work in its formation and development particularly at UNSW, engagement in community partnerships, the innovations to legal practice the Centre introduced, and the centre’s sometimes fraught relationship with the wider legal profession.

    Warning to international students: Overseas Students Association The NSW Government and the international education sector have issued a warning to international students in relation to the activities of the Overseas Students Association (OSA), a subsidiary of the National Liaison Committee (NLC). The OSA purports to be the national peak body for international students in Australia. However, its practices raise serious concerns. The NSW Government, education providers, industry peak bodies and international student organisations do not support the OSA and NLC and they are not recognised as bodies representing international students in NSW. International students are advised of the following: • The Council of International Students Australia (CISA) is recognised as the representative body for international students in NSW. CISA is in no way associated with the OSA and NLC. • CISA has received numerous reports from students who allege they have been harassed and intimidated by OSA representatives. • The NLC and OSA do not have the support of any NSW university or their student associations. The use of NSW universities’ logos on the OSA website is not approved and infringes trademark rights. • The collection of student visa and passport information on NSW university campuses to obtain the OSA Safety Card is strongly discouraged, and in most cases prohibited. • The OSA Safety Card is promoted on the OSA website as a program that supports international students who experience a threat to their safety. Holding an OSA Safety Card does not deliver any immediate additional benefits for international students when dealing with NSW Police. International students should ring Police directly to report crimes and if it is urgent, call 000.
