Meeting Agenda Action Points 1 Welcome and introduction: Health Cluster team welcomed all partners to a virtual meeting using teleconference technology. Round table introduction of partners was done.

2 Review of Previous Action Points: - Health Cluster will keep the forum updated about Previous action points were reviewed: the progress of incentive issue - one action point still ongoing in regards of incentive: Steering committee – formed TORs – finalized, however the process will take long and health Cluster will keep the forum updated 3 situation update; needs & gaps; response & challenges: Situation: • Intense clashes in Marib since 1st week of February; resulted in displacement of civilians, caused deaths and casualties • New IDPs displaced as of 28th Feb are 14,413 individuals (2,059 families) • Many of these families settled in Al-Rawdah and Ark camps. Many of these IDPs had been displaced for the 3rd time • is already hosting the largest displaced population and IDP sites in Yemen (with some 150,000 IDPs living in 125 IDP sites) Immediate Needs: • Provision of caravans with Bathrooms for the establishment of a health unit in Al-Ark for IDPs in – Mobile clinics are needed • Medicines, IEHK, RH kits A&B, Surgical and Trauma Kits and IV fluids with IV fluid holders, oxygen cylinder and ward beds are urgently required for main hospitals • 2 – 4 Caravans/prefabs to expand Al-Rawdah Health Unit and provide with bathrooms • Cholera RDTs are immediately required due to increasing number of diarrhea cases • GHO requested to establish 3 DTCs on urgent basis to counter any AWD situation • Electrical Generator and fuel for Al Rawdah Health Unit

• Support for Al – Ark Health Unit to serve IDPs in Sirwah • Furniture such as desk, Cupboards and Chairs for frontline health facilities Health Cluster Response: • WHO delivered 3 surgical kits to Marib central Hospital, Blood bags and anesthesia drugs • 30 IEKHs mobilized from Hadramaut through Human Access; 10 provided to Al Abr district for IDPs from Marib • 150 IEHKs (Basic) and blood bags will be delivered next wk • 3 SSKs are in transport to Marib • IOM: 1 Mobile clinic in Al-Rawdah-Serwah with scale up in Al Shaheed and 5 MMTs functioning in Marib • UNFPA supports 3 CEmONC hospitals, 1 BEmONC HF through BFD as well as 51 RH kits • UNICEF currently supports 3 MMTs; additional 7 MMTs for the high priority districts with a high number of IDPs are: Aljoba, Alabdea, Jabal Murad, Marib Awadi, Hareeb Byhan, Marib city, Raghoan, and Madghal planned from March to Dec 2021 • YFCA: delivered 3 SSK to Marib Governorate Central Hospital (receiving most of the injuries) • MSF: has intervention in 8 IDPs camps with two mobile clinics • The Yemeni Red Crescent: Supporting the Rawdah Health Center with staff and medicines through ICRC support • Human Access has 4 mobile teams operational in Marib now • BFD/UNFPA provides PHC services in Al Rawdah through One mobile team • ICRC supporting trauma hospital with 2 trauma kits, additional 2 kits will be supplied in wk 10; 1 trauma kit to Kara Hospital; • 700 body bags for dead bodies and renovate the mortuary; • 2 PHC centres with bi-monthly medicines and supplies; • 3 YRCS ambulances for war wounded for Marib General Hospital Isolation Unite for COVID-19 in Marib: Health cluster talk about the challenges of functioning the Isolation Unite for COVID-19 in Marib and it was agreed to have a meeting with IOM to discuss in more details to support the IU in Mareb Operational Plan for Marib:  Operational plan for Marib was drafted  Most likely scenario: 105,000 people are expected to be displaced, while 95,000 already present IDPs in acute need of humanitarian assistance (200K total)  Humanitarian implication: Estimated 15,000 HHs would be displaced over the next six months towards Ma’rib City, AlWadi and smaller numbers to Shabwah and Hadrumaut. This will overstretch the already strained services in Marib city and surroundings

 currently 7 UN agencies, 4 INGOs and 12 NNGOs are present in Marib along with ICRC & MSF.  There is need to increase presence of qualified humanitarian partners to increase capacities to absorb the mounting response  COORDINATION ARRANGEMENTS - In 2020, OCHA established a Coordination Task Force for Ma’rib which included 9 active clusters: FSAC, CCCM, Shelter, WASH, Health, RRM, Nutrition, Protection and Education. - OCHA willl be transitioning the Task Force to a fully functional Regional Coordination Team, reporting to the Aden Area of Responsibility. - RCT will carry out a response monitoring exercise to identify areas that would require improvement, as well as support clusters’ context-specific planning For more detailed information please find in PowerPoint presentation 4 Epidemiologic Update/Covid-19 updates: Health Cluster gave the last update for COVID-19 globally, regional and for Yemen: - Globally more than 116M case of COVID 19 with 2,581,976 associated deaths (CFR 2.2%) - Globally, in last 7 days 2,703,221 cases reported with 59,786 associated death –Week (1-7 March) 0.48 % increase compared to previous week –Most affected regions are Americas and Europe - Week (1-7 March) 6.8 % decrease compared to previous week - In the EMRO region, 6,629, 945 cases reported with 147, 423 deaths (CFR 2.2%) - In Yemen:  In 2021 a total of 801 suspected cases were reported in which 419 cases were confirmed positive with 42 deaths  Last week (Epi week 7), 201 suspected cases were reported across the country in which 190 cases were confirmed with 8 associated deaths  Most affected governorate is Sayoon, Al-Mukalla and Aden -The last update regarding COVAX:  COVAX will support vaccine for up to 20% of the population  World Bank to cover operational costs for 20%  Country aspires to vaccinate up to 70% of population to achieve herd immunity  Budget under review to be finalized soon (cost of operation)  Discussion ongoing with KSR to support vaccine for the extra 50%  Operational cost for vaccination to be mobilized from donor, government and local actors

5 2021 HRP update: Health cluster gave the following update:  2 February – HRP workshop  7 February – HRP working session  7 February – Discussion with NGOs  2 – 15 February – Consultations with partners  10 February – First draft of cluster objectives, activities, targets and costing  11 February - First draft of cluster narratives shared  17/18 February – Presentation to HCT (TBC)  20 February – Cluster narratives, objectives, activities, targets, and costing finalized  21 February – HRP exercise finalized  26 February – HRP advanced draft shared with donors  1 March – Pledging Conference  15 March – Full HRP finalized

6 Updates from the working groups RHIAWG: The coordinator of RHIAWG updated the partners with the following:  In Marib RHIAWG partners, UNFPA via BFD and NYMA, IOM, YFCA and UNICEF are supporting <20 HFs to provide the RH services and run 8 mobile team  UNFPA supported with 51 RH kits  Conducted RH Supportive Supervision work shop for introducing and review the tools updated and approved by the MoPHP also to prepare the SS plan for 2021  TOT training on RH referral guideline, 3 days, for 15 trainee from Aden and lahj and Taiz.  TOT CRHV, 3 days, 27 trainees from the 9 targeted districts, in Aden, Lahj, and  Training for 36 Reproductive health care workers on infection prevention control in Lahj and Al Dhalea  UNFPA distributed 106 RH kits to 24 HFs in Aden, Lahj, Abyan, Al Dhalea, and Taiz governorate  The coordinator of RHIAWG highlighted the need of strengthen medical waste disposal especially supporting the construction of incinerators and Set up triage and temperature check as COVID preventive major’s RH partners are encouraged to integrate their health services with RH

MHPSS TWG Update: The coordinator of MHPSS TWG updated the partners with the following: . 4Ws – service mapping: Online tool made ready by the HC IM. It will be shared with partners – the date be provided by next week. . Capacity building: . Basic PSS skills (CoVID-19) delivered on Thursday, 25 Feb 2021. A total of 9 from 4 organizations participated. . A second round is organized for other partners on 11 March 2021. . Rollout of mhGAP-IG trainings in Sana’a as of next week. . Coordination ongoing to provide MHPSS services for children and adults with severe mental health conditions living in the IDP sites. . MHPSS TWG leadership: End of mission for the coordinator Way forward: Co-chair from PC with support from the Chair . Discussion are on-going with MoPHP to re-activate the MHPSS TWG in Sana’a. 7 AOB: Cluster Coordination Performance Monitoring (CCPM)/ Progress Updates: • Submission: 22 NNGOs, 17 INGOs, 5 UN including OCHA & 2 Government Agencies (South and North) • Last entry was completed on 18th February 2021. • CCPM was closed on the same day. • Preliminary analysis done by the Global Health Cluster • National HC meeting on 10th March; Preliminary results will be presented. 8 The chair adjourned the meeting at 11:50PM

Next National Health Cluster meeting of Aden will be on 23rd March 2021
