Safe Changes - Please Note Two registered adult leaders 21 years of age or over are required at all Scouting activities, including meetings. There must be a registered female adult leader over 21 in every unit serving females. A registered female adult leader over 21 must be present for any activity involving female youth. Notwithstanding the minimum leader requirement, age- and program-appropriate supervision must always be provided. One-on-one contact between adult leaders and youth members is prohibited both inside and outside of Scouting.

All adults accompanying a Scouting unit who are present at the activity for 72 total hours or more must be registered as leaders. The 72 hours need not be consecutive.

NEW Youth Protection Training Course All registered adults are required to take the new YPT course before Oct 1. You won’t be able to re-register without this training. For anyone wanting to take this course in person instead of on your computer there many group classes being offered in September and can be found on the council calendar at the bottom of the page at www.scoutspirit.org. Rocket Into Scouting Each unit which holds 3 recruiting events will receive a free rocket for each new scout registered by 10/1. From the Training Chair Youth Leadership Training What is the required training for youth leaders (SPL, ASPL, PL, APL)? Introduction to Leadership Skills for Troops (ILST) replaced Troop Leadership Training (TLT) and is the leadership training given primarily by and the SPL to all the youth leaders in their troop. The SPL and the SM should team-teach the course. Learning objectives: • To introduce the Scout to his new leadership role and the expectations of that role • To explain the role of all troop leadership positions • To equip the Scout with vision and skills to be an effective troop leader ILST is organized into 3 modules, each of which should take 60 - 90 minutes to complete, with additional optional games and challenges to enhance the leadership lessons (and fun) of the course. ILST may be conducted in a variety of ways. Three recommended formats are: • Conduct it in 1 session (single-day format) with several breaks • Conduct it over 3 different days, 1 module at a time (multi-day format) • Spread this course over a weekend activity with meals, camping, or other activities interspersed between the modules (weekend format) All Boy Scout troops should conduct ILST with every youth leadership shift (e.g. when scouts get elected to a new troop leadership position). Upon completion of ILST the Scout is qualified to wear the “Trained” emblem on his uniform.

ILST is not a syllabus to be followed verbatim since every troop is different. Trainers can review the resource material and adapt it to their individual troop’s needs. The ILST program is most constructive when attended by 6 or more Scouts. Thur. Oct 4 West Wind District Commissioners Meeting The West Wind District Commissioner’s staff will meet Thur from 6:30 – 7:15 pm prior to the start of the Roundtable. All commissioners and those interested in becoming a commissioner are invited to attend. For more information, contact Tom Kubik at [email protected] From the Activity Chair The Great Scout Cook Off took place on the weekend of 18-20 May, at Sudden Pond in Harold Parker State Forest. Troops 95 and 129 participated and produced some of the tastiest camp meals I have ever had. The planning and meal prep was brilliant, and the judges had a very hard time awarding the prizes for each meal. The weather started out great, but the rain did close in in the afternoon but did nothing to dampen everyone’s spirits. • Breakfast 1st place went to the Vampire Patrol (95) for their Mountain Man breakfast • Trail Mix 1st place went to The Bear Patrol (129) for their Smores trail mix • Lunch trail meal 1st place went to the Moose Patrol (129) with their Italian Sub • Afternoon tea 1st place went to the Bear Patrol for their tea and cucumber sandwiches • Dinner 1st place went to the Bear Patrol for their Stuffed Burgers Other Scout Camporees – Save the Dates, Put them on your unit’s calendar • January 2019 25-27th Ice Planet Klondike • May 2019 17-19th Search and Rescue Camporee • October 2019 18-20th Hike the NeXus

Minute Man National Historic Park has many natural and cultural resources that need attention across the Park. Projects include pulling invasive species, clearing trail ways and maintaining the park's landscape. There are 2 service options: • If Troops/Crew are interested in volunteering as a group this summer or have any questions, contact Intern Ethan Parker at [email protected] or Supervisor Margie Brown at [email protected]. • If Scouts want to come individually, there are 2 Hour Stewardship Wednesday and Stewardship Friday opportunities every week. From the Advancement Committee Chair National Eagle Scout Association (NESA) Scholarship Applications open Aug 1 and close Oct 31. All scouts applying for Eagle Rank should use the application that indicates “printed April 2017” on the bottom of page 2. Eagle Application Process Submit Eagle Rank Applications to West Wind District Advancement Chair Ron Quattrochi. Scouts can submit an application prior to (7:00 PM to 7:30 PM) the West Wind Roundtable held on the first Thursday of the month at the LDS Church, 70 Concord Road in Billerica, and during (7:15 PM to 7:45 PM) the monthly Eagle Boards of Review held on the third Thursday of the month at the LDS Church, 70 Concord Road in Billerica, or by making arrangements with Ron Quattrochi [email protected] for an alternate time to submit their application.

Before submitting their application, the Eagle Candidate should send email to Ron Quattrochi ([email protected]) to insure availability.

To submit their application, the Eagle Candidate must provide the following: • Completed Eagle Application including signatures of scout, the unit leader and the committee chair; • The Eagle Candidate’s statement of ambitions and life purpose (see page 2 of the Eagle Rank Application); • Completed Eagle Scout Project Workbook including all signature pages; • Scout’s Advancement Report from Internet Advancement;

Once the application has been submitted and accepted as complete, the Advancement Committee will verify the application with the Council, will solicit the references for the scout, and notify the troop and scout when a Board of Review can be scheduled.
