442 ANNO TRICESIMO SECUNDO ELIZABETHAE SECUNDO REGINAE VICTORIA Transport Act 1983 No. 9921 An Act to Re-enact with Amendments the Law relating to Transport including the Law with respect to Railways, Roads and Tramways, to repeal the Country Roads Act 1958, the Melbourne and Metropolitan Tramways Act 1958, the Ministry of Transport Act \ 958, the Railway Lands Acquisition Act 1958, the RailwaysAct \95^, the Road Traffic Act 1958, the Transport Regulation Act 1958, the Melbourne Underground Rail Loop Act 1910, the Recreation Vehicles Act 1973, the Railway Construction and Property Board Act 1979 and certain other Acts, to make consequential amendments to various Acts and for other purposes. [Assented to 23 June 1983] BE IT ENACTED by the Queen's Most Excellent Majesty by and with the advice and consent of the Le^slative Council and the Legislative Assembly of Victoria in this present Parliament 1983 Transport No. 9921 443 assembled and by the authority of the same as follows (that is to say): PART i.—PRELIMINARY 1. Urban Transport XVII 355 The Transport Integration Act 2010: driving integrated and sustainable transport outcomes through legislation R. Pearce & I. Shepherd Department of Transport, Victoria, Australia Abstract The Transport Integration Act 2010 (TIA) is Victoria’s key piece of legislation in the area of transport. It provides an example of the use of aspirational legislation to reflect the broad policy aims of the Government for integrated and sustainable transport. This paper traces the policy development process for aspirational legislation in Victoria that took place as part of a broader review of transport legislation. It locates the development of a policy framework for integrated and sustainable transport in Victoria within global and national debates regarding sustainable development. This has resulted in the inclusion of a vision, set of objectives and decision making principles for transport in the TIA reflecting an integration and sustainability policy framework. It is necessary to continue work on implementing this policy framework across transport and land use planning agencies in order to ensure that the TIA is successful in achieving its policy outcomes. Infrastructure Capability Assessment Transport Infrastructure Victoria Infrastructure Capability Assessment Transport What this assessment is about This infrastructure capability assessment is one of a series of supporting documents that Infrastructure Victoria (IV) has used to assist them in developing their paper - Laying the Foundations, Setting objectives and identifying needs for Victoria’s 30-year infrastructure strategy. This assessment sets out to: • Identify the major assets in the sector and provide the wider context in which assets operate, including the interconnections between assets, identification of key stakeholders and current industry trends in the sector • Provide a base of quantitative data as a foundation from which IV can start developing the strategy in relation to asset value, historical and forecast investment, infrastructure performance and current/future capacity in each sector • Identify the future challenges and opportunities associated with the sector, specifically related to how existing infrastructure can be used to accommodate future demand. This assessment represents an initial view on infrastructure in the sector and has been prepared based on publicly available information and in consultation with the stakeholders with whom we have engaged to date. Data collection has been based on consolidation of existing and available information as opposed to undertaking new primary research. This assessment is intended to set the scene for broader discussion and is complemented by a range of other technical documents available at www.infrastructurevictoria.com.au. It is IV’s intention that this work serves as one of the platforms for further engagement and refinement of Victoria’s infrastructure needs as IV progresses its 30 year infrastructure strategy development further. -

XfaeVRCSSC The attached submission is being made on behalf of the Victorian Railway Crossing Safety Steering Committee (VRCSSC). In accordance with the requirements contained in the House of Representatives submission guidelines, I advise that the submission has been approved by the Secretary, Department of Transport, Victoria. The Victorian Railway Crossing Safety Steering Committee (VRCSSC), is the peak body to advise and make recommendations to the Minister for Public Transport on the policy directions, management and standards, for the protection and safety of the public and reduction of risk at all railway road level crossings and railway pedestrian level crossings in the State of Victoria. {Transport Act 1983, Section 36). 2. Train Illumination Report June 2004 - Terms of Reference The VRCSSC understands that the June 2004 report contained four of five recommendations not specifically related to train illumination, and which cover a broader area of railway crossing safety matters. We also understand that the Response of the Australian Government in December 2005 included a Background which addressed a large range of issues related to railway crossing safety management and collisions at railway crossings in Australia. -

PARLIAMENT OF VICTORIA Introduced in the Assembly Transport Integration Bill 2009 A Bill for an Act to create a new framework for the provision of an integrated and sustainable transport system in Victoria, to amend the Transport Act 1983, the Marine Act 1988, the Rail Corporations Act 1996, the Eastlink Project Act 2004 and certain other Acts, to repeal the Southern and Eastern Integrated Transport Authority Act 2003 and for other purposes. The Parliament of Victoria enacts: PART 1—PRELIMINARY 1 Purpose The purpose of this Act is to create a new framework for the provision of an integrated and 5 sustainable transport system in Victoria consistent with the vision statement. 561223B.I-7/12/2009 1 BILL LA INTRODUCTION 7/12/2009 Transport Integration Bill 2009 Part 1—Preliminary s. 2 2 Commencement (1) Section 1 and this section come into operation on the day after the day on which this Act receives the Royal Assent. 5 (2) Subject to subsection (3), the remaining provisions of this Act come into operation on a day or days to be proclaimed. Chapter 2 the Victorian Rail Industry
Chapter 2 The Victorian rail industry 2.1. The rail industry is an integral part of Victoria’s economic and social infrastructure, providing Victorians with affordable, efficient and safe public transport and freight services. Rail provides the cleanest and most efficient alternative to cars or trucks on our roads and, as Australia enters into the low emission carbon economy, the value of rail will be realised. It has been reported that shifting bulk freight from road to rail could reduce carbon emissions and fuel use by 60 per cent, and that the emissions intensity of the average commute is more than six times less for rail than for passenger cars.15 2.2. The social benefits delivered by rail cannot be met by any other means. A safe and efficient public transport system provides people with the essential means to carry out their work and leisure activities. There are 3.4 million customer journeys per week into and across Melbourne, and 290,000 customer journeys per week into and out of regional centres across Victoria. Public transport will be increasingly important as Victoria’s population continues to grow, and the service mix will need to be able to adapt to changing travel preferences and demographic trends. The efficient movement of freight around Victoria and to and from interstate and international market places is also a key component of the economic prosperity and liveability of Victoria. The policy framework 2.3. The Victorian rail industry operates within an evolving policy environment. For many years, rail was viewed as an underperforming industry that was operating an outdated transportation system, with freight and passenger services acting as separate and competing businesses.
