The application site lies within South Yorkshire and at its closest point lies west of the village of Woodsetts and north of Worksop. 1.2 The proposed location and site activities comply with the locational and operational criteria as set out in SR2015 No1. 1.3 The Mining Waste Operation is limited to the management of extractive wastes generated from prospective drilling, coring and formation testing associated with the development of a core (vertical) well only. There will be no treatment or disposal of extractive wastes on the site surface other than the integral process of screening and separation of drill cuttings, spacer fluids, drilling fluids and mud. The proposed activities are discussed further in section 3. 1.4 The extractive wastes which may need to be managed resulting from the site operations will only include those listed in the Standard Rules permit criteria, namely: • spent drilling mud; • drill cuttings; • hydrocarbons; • spent spacer fluid; • spent suspension fluid; • waste fluids from leak off testing; • cement returns; and • produced and / or formation water. 1.5 In accordance with the conditions of SR2015 No.1 the site is not located within: (a) 10 metres of any watercourse; (b) groundwater source protection zone 1 or 2, or if a source protection zone has not been defined then within 250 metres of any well, spring or borehole used for the supply of water for human consumption. This includes private water supplies; (c) a specified Air Quality Management Area; (d) 200 metres of a European Site or a Site of Special Scientific Interest; or (e) 200 metres from the nearest sensitive receptor. NON-TECHNICAL SUMMARY V0.1 Page 1 STANDARD RULES ENVIRONMENTAL PERMIT APPLICATION SR2015 NO1 LAND ADJACENT TO DINNINGTON ROAD, WOODSETTS 1.6 The management of extractive wastes at the site will be undertaken in accordance with the standard rules permit conditions and the Environment Agency’s published Waste Management Plan (WMP3). Further information is provided in section 5. 1.7 The site will be operated under a formal Management System. Further details are provided in section 6. 1.8 A pre-application meeting was held with the local Environment Agency team on 17th August 2017 to agree that a Standard Rules environmental permit application was appropriate. A record of the pre-application meeting is provided, see Appendix 1. 1.9 This application comprises: • Application forms: • Part A (About You); • Part B1 (About the proposed activity); • Part F1 (OPRA, Charges and Declarations); • Non-Technical Summary; • Site Location Plan; • Permit Boundary and Site Layout Plan; and • Application fee (paid by BACS transfer). 2 THE SITE 2.1 The site, adjacent to Dinnington Road, is situated to the west of the village of Woodsetts in South Yorkshire (National Grid reference 454314 383661) and is currently located on agricultural land. The site is bounded by agricultural land to the north, east and west, and by woodland and a footpath to the south. The northern, eastern and western boundaries of the well pad are open. The public footpath to the south follows the small patches of woodland and hedgerow. 2.2 The following drawings illustrate the location and layout of the site: • ST16357-001 Site Location Plan • ST16357-002 Permit Boundary and Layout 3 PROPOSED ACTIVITIES 3.1 The site development comprises the installation of one core (vertical) well at the site for exploratory purposes to confirm the presence and depth of NON-TECHNICAL SUMMARY V0.1 Page 2 STANDARD RULES ENVIRONMENTAL PERMIT APPLICATION SR2015 NO1 LAND ADJACENT TO DINNINGTON ROAD, WOODSETTS the geological formations. No hydraulic fracturing activities will take place under this permit. 3.2 The installation of the core (vertical) well at the site is part of the overall programme for the site as follows: Stage 1: Site Development and Establishment – approximately 3 months Stage 2: Drilling and Coring and Pressure Transient Testing – approximately 5 months Stage 3: Maintenance of the Suspended Well Site – within the 5 years lifetime of the site Stage 3a: Possible Workover of the Suspended Well – up to 1 month Stage 4: Use of the Well as Listening Well– approximately 5 weeks Stage 5: Abandonment and Restoration – approximately 2 months 4 ENVIRONMENTAL RISK AND MITIGATION 4.1 All potentially sensitive receptors have been identified and the proposed site operations have been subject to rigorous scrutiny to ensure that all risks have been understood. 4.2 The site will operate in accordance with the Standard Rules generic risk assessment. This risk assessment specifies that standardised design and operational measures will be provided at all times, to remove the risks altogether or mitigate them to ensure that there will be no unacceptable impact on the environment or human health. The environmental risk of this activity is therefore considered to be very low. 5 WASTE MANAGEMENT PLAN 5.1 INEOS Shale will manage all wastes in accordance with the standards set out in the Environment Agency’s published WMP3. 5.2 The proposed site activities have been designed to ensure full compliance with WMP3. WMP3 details methods of waste minimisation, and describes how wastes must be treated, recovered and ultimately disposed of. 5.3 In accordance with WMP3 INEOS Shale will take all necessary measures to prevent or reduce waste production and its harmfulness, to encourage the recovery of extractive waste by means of recycling, reusing or reclaiming such waste, where this is environmentally sound and ensure short and long- term safe disposal of the extractive waste. NON-TECHNICAL SUMMARY V0.1 Page 3 STANDARD RULES ENVIRONMENTAL PERMIT APPLICATION SR2015 NO1 LAND ADJACENT TO DINNINGTON ROAD, WOODSETTS 6 MANAGEMENT SYSTEM 6.1 The proposed facility will be operated under INEOS Shale’s Integrated Management System, this combines the various requirements for quality, occupational health, environment and safety into a single and comprehensive tool for procedural application. Once installed the IMS will be audited to confirm that it complies with the following standards: • BS EN ISO9001:2015 Quality Management Systems; • BS EN ISO14001:2015 Environmental Management Systems; and • BS OHSAS18001 Occupational Health and Safety Management Systems. 6.2 A copy of the management system will be in place for the Environment Agency to audit on its first site inspection. 7 OPERATIONAL RISK APPRAISAL SCHEME (OPRA) AND ASSOCIATED CHARGES 7.1 The proposed mining waste operations at the site are classified as a tier 2 facility. 7.2 A set fee of £1,630, required under the Environmental Permitting Charging Scheme & Guidance Version 5 (4 January 2017), is included with this application. I hear you say. Well I have been involved with the Bassetlaw and District Cricket League for over 45 years, both as a player and club official, initially at Mansfield Colliery and currently at Thoresby Park. The invitation to be the League President for 2018 came as a complete surprise but one I was honoured and privileged to accept, both for myself and for my club. In keeping with tradition, I am hoping to visit as many clubs as I can and I look forward to meeting friends old and new.
