The PIM is being distributed for information purposes only and on condition that it is used for no purpose other than participation in the tender process. The PIM is not a prospectus or offer or invitation to the public in relation to the Site. The PIM does not constitute a recommendation by INCAP or any other person to form a basis for investment. While considering the Site, each bidder should make its own independent assessment and seek its own professional, financial and legal advice. Bidders should conduct their own investigation and analysis of the Site, the information contained in the PIM and any other information provided to, or obtained by the Bidders or any of them or any of their respective advisers. Introduction The availability and quality of Sports Infrastructure is essential for a country to achieve success in the global sports arena. The facilities encourage children and young adults to actively take part in sporting activities and equip them with the skills to succeed and shine in an international forum. The sporting culture in India has not been impressive in the past and this scenario can be attributed majorly to lack of good infrastructure, among other factors. The non-availability of infrastructure poses a major impediment to the development of sports in the country. Given the country’s mediocre sporting records and facilities, the scenario in the state of Andhra Pradesh has not been any different. Taking into account the current scenario and the need to empower the youth of its state to compete globally, the Government of Andhra Pradesh has laid a strong emphasis on providing world class sports infrastructure to its aspiring population. As part of this, the government has proposed to build world-class integrated sports complexes in the state to achieve its objective and the first step towards this initiative is an Integrated Sports Complex in the city of Tirupati. INCAP (Infrastructure Corporation of Andhra Pradesh), formed in 2005 is a nodal agency under the Government with an objective to expedite the infrastructure development in the state through support activities that include and not limited to project conceptualization, feasibility studies, project structuring and PPPs. INCAP also acts as a special purpose vehicle for different project schemes for the state governments, and other public authorities and to carry on the business of developing, operating maintaining and upgrading infrastructure facilities at different locations and engages in the activities of development of physical infrastructure.     INTERNATIONAL HOCKEY FEDERATION FIH Certified Installed Pitches This is a list of pitches which have been tested by FIH accredited laboratories and found to meet the specified requirements. Until April 2008 the requirements were included in the March 1999 edition of the FIH Handbook of Performance Requirements for Synthetic Turf Hockey Pitches incorporating Test Procedures . In accordance with those requirements the main two categories of turf and pitch were called "global" and "standard". In addition, there was a "starter" category, but that has not been withdrawn. From April 2008 the requirements were included in the April 2008 edition of the Handbook of Performance Requirements for Synthetic Turf Hockey Pitches also known as The Pitch Handbook . In that publication the "standard" category was renemed "national" so that the main two categories of turf and pitch are now known as "global" and "national". An additional "multisport" category has been added in accordance with the new Pitch Handbook published in May 2013. If floodlights are installed and tests show they meet requirements in the FIH Guide to the Artificial Lighting of Hockey Pitches, the list states that pitch approval applies to "use in natural light and floodlights". If floodlights are not installed and/or have not been tested, the list states "floodlights not installed/approved".
