    PAKISTAN WATER AND POWER DEVELOPMENT AUTHORITY (April 2011) April 2011 www.wapda.gov.pk PREFACE Energy and water are the prime movers of human life. Though deficient in oil and gas, Pakistan has abundant water and other energy sources like hydel power, coal, wind and solar power. The country situated between the Arabian Sea and the Himalayas, Hindukush and Karakoram Ranges has great political, economic and strategic importance. The total primary energy use in Pakistan amounted to 60 million tons of oil equivalent (mtoe) in 2006-07. The annual growth of primary energy supplies and their per capita availability during the last 10 years has increased by nearly 50%. The per capita availability now stands at 0.372 toe which is very low compared to 8 toe for USA for example. The World Bank estimates that worldwide electricity production in percentage for coal is 40, gas 19, nuclear 16, hydro 16 and oil 7. Pakistan meets its energy requirement around 41% by indigenous gas, 19% by oil, and 37% by hydro electricity. Coal and nuclear contribution to energy supply is limited to 0.16% and 2.84% respectively with a vast potential for growth. The Water and Power Development Authority (WAPDA) is vigorously carrying out feasibility studies and engineering designs for various hydropower projects with accumulative generation capacity of more than 25000 MW. Most of these studies are at an advance stage of completion. After the completion of these projects the installed capacity would rise to around 42000 MW by the end of the year 2020. Pakistan has been blessed with ample water resources but could store only 13% of the annual flow of its rivers.

The reliance on ground water increased remarkably and extensive pumping was observed during the period. To integrate the available surface water in the system, a series of dams are needed, in a cascading manner for adequate storage as well as flood regulation and which also provide more hydel generation of cheap energy for reducing load-shedding. The catastrophic floods of 2010 critically focused the need of large reservoirs to minimize flood damages to human life, crops, buildings, roads as well as environmental hazards. In using natural resources, agriculture can create good and bad environmental outcomes. The storages and water regulations will enhance agriculture benefits if at the same time reduction of water losses from water conveyance system are also properly managed. 1. Introduction Water is the essential component both for the existence of mankind and for the sustainable country’s economic growth and environment protection is the key to the suitable development of water resources. Today emphasis on proper and balanced utilization of available water resources is more than ever before. Pakistan is suffering from drought conditions since year 2000 till June 2010, due to which reduction in river discharges and lesser rains occurred. The average annual flow across the rivers is 138 MAF. The average escapage below Korti is 31.35 MAF (1976-2011), whilst downstream Kotri requirement is only 8.6 MAF, also considering the raising of Mangla dam and future usage by India, there is still 17.81 MAF water available for future development.

This book not only gives account of his stay and meetings with different dignitaries during his brief visit to Pakistan. It also includes his observations about the reforms and changes brought by the great leader Zulfikar Ali Bhutto. The book was first published in Bombay in 1977. I am reproducing this book with the hope that the new generation of Pakistan will read it to lean about the great services of Shaheed Zulfikar Ali Bhutto to the country. Bhutto’s government was over thrown by General Zia in July 1977, the year this book was originally published. He was eventually hanged in April 1979 after the Military Junta with the conspiracy of Judges got him convicted first through Lahore High Court and afterwards from Supreme Court. It was a judicial murder of a great leader of a developing nation.

    OF FOREIGN ASSISTANCE T OF PAKISTAN PREFACE This book gives break up of Foreign Loans and Grants (Plan & Non-Plan) provided to Federal Government, Provinces and Local Bodies. The detail of loans and grants have been given project-wise as well as lending country/agency-wise. External resources mainly comprise (i) loans and credits from friendly countries and specialized international agencies and (ii) grant assistance under specific country programmes. The Foreign Aid (Loans, Credits and' Grants) is broadly categorized as project aid, commodity aid and other aid. Project aid generally takes the shape of foreign loans and grants for procurement of project equipment and supply of services etc. Commodity aid is utilized for commercial imports. Goods imported under this aid are generally industrial raw materials, equipment, consumer goods, chemicals, fertilizers and such other commodities as may be specified or generally agreed to or, if the aid is untied, as the country may actually need. Commodity aid also helps to generate rupee funds which augment the country's rupee resources to meet its development needs. The assistance under "Other Aid" comprises loans and grants fiom non- traditional sources generally by way of balance of payment support. The agriculture sector is the major user of water and its consumption will continue to dominate the water requirements. Direct rainfall contributes less than 15 percent of the water supplied to the crops. The major user of water for irrigation is the Indus Basin Irrigation System. About 105 Million Acres Feet (MAF) out of 155 MAF of surface water is being diverted annually for irrigation while around 48 MAF is pumped from groundwater. • Pakistan has a total 196.72 MA area out of that 72.70 is cultivable. The cultivated area (Irrigated & Barani) has come to 52.31 MA, whereas 47.62 MA is area under all sort of irrigation sources. (27 MA is the area under canal irrigation). • With large cultivable land base of 77 Million Acres (MA) of which only 27 MA are canal commanded, Pakistan still has the additional potential of bringing about 20.39 MA of virgin land under irrigation. • With increased population, Pakistan is fast heading towards a situation of water shortage Per capita surface water availability was 5260 cubic meters in 1951when population was 34 million, which reduced to 1038 cubic meter in 2010 when the estimated population is 172 million. The minimum water requirement to being a "water short country" is 1,000 cubic meters. In the year 2012, Pakistan will have reached the stage of" acute water shortage" 1 WATER AND POWER SECTOR DEVELOPMENT • According to the 1960 Indus Water Treaty, signed between India and Pakistan with the good offices of World / Bank, India was allowed exclusive rights to use waters of Ravi, Sutlej and Beas rivers, whereas the waters of Western Rivers, Indus, Jhelum and Chenab were assigned to Pakistan.

ALLAH BAKHSH SUFI, IMRAN TARIQ 98 Irshad Ahmad, Dr. Allah Bakhsh Sufi, Imran Tariq Centenary Celebration (1912 – 2012) 99 WATER RESOURCES OF PAKISTAN BY Irshad Ahmad1, Dr. Allah Bakhsh Sufi 2 and Imran Tariq3 ABSTRACT Pakistan is suffering from drought conditions since year 2000 till June 2010, due to which reduction in river discharges and lesser rains occurred. The reliance on ground water increased remarkably and extensive pumping was observed during the period. The average annual flow across the rivers is 138 MAF. Based on the average annual flow data, provided by government of Sindh, the average escapage below Kotri is 31.35 MAF (1976-2011), whilst downstream Kotri requirement is only 8.6 MAF, also considering the raising of Mangla dam and future usage by India, there is still 17.87 MAF water available for future development. It is emphasized that construction of first additional mega reservoir will be replacement of lost storage capacity due to sedimentation and second additional large dam will add to storage capacity. Most of the developed semi-arid countries have already created enough water storage capacity while numbers of developing nations are bracing themselves for coping with this adversity. Unfortunately, Pakistan is little too late to respond to the call of time for development of reservoirs, after commissioning of Tarbela Dam in 1976 there is no remarkable addition to the storage capacity of the country and we have wasted about $149 billion worth of water to the sea till the end of 2010.
