He is a graduate of the United States Naval Academy where he played varsity basketball and majored in Political Science. Attorney Davis earned a Master’s in Public Administration from Bowie University while he was on active duty as a Naval Officer in Rota, Spain. He is a graduate of Georgia State University’s College of Law, where he was recognized in Who’s Who Among Colleges and Universities and awarded the Thurgood Marshall Award for his outstanding achievement as a law student. Attorney Davis co-founded the Davis Bozeman Law Firm with his friend and law school classmate, Attorney Robert Bozeman, who leads the firm’s Civil Division. The Davis Bozeman Law Firm handles personal injury, wrongful death, criminal defense and civil rights cases. With a combined 25 years of experience practicing law, the Davis Bozeman Law Firm is focused on empowering the community through economic development, education, and zealous legal representation. Attorney Davis is among less than 3% of the lawyers in Georgia who receive the honor of being selected as a “Rising Star” by Super Lawyer Magazine. He was named Civil Rights Attorney of the Year by the Gate City Bar Association and Humanitarian of the Year by the Atlanta Chapter of Phi Beta Sigma, Incorporated. Additionally, Attorney Davis was selected by and featured in the Fulton County Daily Reporter as “On the Rise” in the state of Georgia. His courtroom victories range from winning a civil verdict against an NFL player to obtaining not guilty verdicts in murder trials. He has been featured as legal commentator on truTV’s In Session, Fox 5 News, Legally Speaking, V-103 and WAOK. Attorney Davis has had cases covered by a diverse group of media outlets across the country including: the Tom Joyner Morning Show, Atlanta Journal Constitution, USA Today, New York Times, NPR Radio, CNN, TMZ, and Worldstarhiphop.com. Attorney Davis has been dubbed as “The Liberation Lawyer” because of his reputation as an “activist attorney” willing to fight injustice whenever and wherever it exists. He has represented community activists engaged in civil disobedience, including as a lead trial attorney for the Occupy Atlanta Movement, as well as representing advocates for the homeless who were arrested during protests at Atlanta’s City Hall. Attorney Davis is a co- founder of Let Us Make Man, an organization created to assist in the development of African American youth. His organizing efforts have ranged from working with gang members in Chicago by establishing a summer basketball league to participating in the United Nations World Conference Against Racism in Durban, South Africa to leading nearly 5000 protestors in a march for Justice for Trayvon Martin from the Atlanta University Center to the CNN Center. Attorney Davis has also been involved in the representation of public figures, entertainers, athletes, and their family members, including being a member of the appeals team for former Mayor of Atlanta, Bill Campbell. Most recently, he has appeared on VH1’s Love & Hip Hop Atlanta in his representation Hip Hop artist and reality TV star, Lil’ Scrappy. Attorney Davis if married to Jana Johnson-Davis, an educator and graduate of Florida A&M University. They have two teenage sons, Kobie and Khari. Nelson* ABSTRACT The last several years have rendered issues at the intersection of race, mental health, and policing more acute. The frequency and violent, often lethal, nature of these incidents is forcing a national conversation about matters which many people would rather cast aside as volatile, controversial, or as simply irrelevant to conversations about the justice system. It seems that neither civil rights activists engaged in the work of advancing racial equality nor disability rights activists recognize the potent combination of negative racialization and mental illness at this nexus that bring policing practices into sharp focus. As such, the compounding dynamics and effects of racism, mental health, and policing remain underexplored and will be the foci of this Article.

Documented historical accounts have shown how myths, stereotypes, and racist ideologies led to discriminatory policies and court rulings that fueled racial violence in a post-Reconstruction era and has culminated in the exponential increase of Black male incarceration today. Misconceptions and prejudices manufactured and disseminated through various channels such as the media included references to a “brute” image of Black males. In the 21st century, this negative imagery of Black males has frequently utilized the negative connotation of the terminology “thug.” In recent years, law enforcement agencies have unreasonably used deadly force on Black males allegedly considered to be “suspects” or “persons of interest.” The exploitation of these often-targeted victims' criminal records, physical appearances, or misperceived attributes has been used to justify their unlawful deaths. Despite the connection between disproportionate criminality and Black masculinity, little research has been done on how unarmed Black male victims, particularly but not exclusively at the hands of law enforcement, have been posthumously criminalized.
