    University of Pretoria etd – Wassermann, J M (2005) 250 CHAPTER 8 MARTIAL LAW, THE LINGERING WAR, AND ITS SOCIO-POLITICAL IMPACT ON NATAL AFRIKANERS Martial Law was declared in all of Natal on 23 October 18991 to act as Athe public law of self- defence (and) the right to use military means to preserve the peace against public enemies within.@2 The military commander of each area was responsible for the administration thereof. Martial Law gave the military authorities the power to use extreme measures to maintain safety and security. To achieve this movements were restricted, passes were issued,3 people were arrested and removed from their farms, and property was commandeered.4 Like most instances of Martial Law, the populace found the conditions deplorable and oppressive, and as the war dragged on beyond June1900, the relentless pressure on Natal Afrikaners made it difficult for them to manoeuver under the jingoistic wartime conditions. In Natal Martial Law was initially upheld by the Indemnity Bill published on 5 June 1900 to protect Athe Governor of the Colony, and the Officer Commanding her Majesty=s Forces in Natal, and all persons acting under their authority and in good faith in regard to acts during the existence of Martial Law.@5 This bill was subsequently updated by other Indemnity Bills as circumstances changed.6 The community of Natal Afrikaners received the bill with mixed emotions. On the one hand people such as Ds HF Schoon argued that it would sanction all kinds of abuses by the authorities,7 while the Afrikaner politician, CJ Labuschagne, who himself was innocently imprisoned under Martial Law, voted in favour of the Indemnity Bill.8 In the light of the above the emphasis in this chapter will be twofold.

    CHILDREN, PATHOLOGY AND POLITICS: A GENEALOGY OF THE PAEDOPHILE IN SOUTH AFRICA BETWEEN 1944 AND 2004 Brett Bowman Department of Psychology University of the Witwatersrand, Johannesburg South Africa E-mail: [email protected] Published in : South African Journal of Psychology, 40(4), 443 – 464 1 ABSTRACT By the early 1990s the paedophile as a ‘type’ of child sexual abuse (CSA) perpetrator was prioritised for study and intervention by the South African socio-medical sciences and cases of paedophilia featured prominently in the media reporting of the time. Drawing on the genealogical method as derived from Michel Foucault, this study aimed to account for this relatively recent emergence of the paedophile as an object of socio-medical study and social anxiety within the South African archive. Based on an analysis of archival texts against the backdrop of international biopolitics and local conditions of political possibility, the genealogy contends that the early figure of the paedophile was an instrument and effect of apartheid biopolitics. The paedophile was prioritised for research and escalated as social threat in the public imagination as part of the broader apartheid project aimed at protecting white hegemony through the ongoing surveillance of and health interventions directed towards South Africa’s white children. While the apartheid project constructed black children as posing fundamental threats to white supremacy, discourses beginning in the mid-1980s repositioned them as vulnerable victims of apartheid itself. It was from within these discourses that child sexual abuse (CSA) as a public health concern began to crystallise. By locating blackness within the fields of discipline and desire, the material conditions for an ever-expanding net of sexual surveillance were established.

    Renier van Rooyen and Pep Stores, Limited: The Genesis of a South African Entrepreneur and Retail Empire Anton Ehlers Renier van Rooyen established Pep Stores, a South African retail clothing company, in Upington, South Africa, in 1965. My focus in this paper is the genesis of Renier van Rooyen as entrepreneur during the period leading up to the founding of Pep Stores, Limited. I attempt to situate these developments within the broader local, regional, and national context of the time and identify the factors, circumstances, or influences that had an impact on van Rooyen’s early entrepreneurial development and the fortunes of his business ventures. The van Rooyen case suggests a wide range of factors, from childhood poverty, personal and family networks, and the influence of the local and national business community, to the socio-economic and political context. These are, however, secondary to the agency of the prime mover, van Rooyen, who commands center stage in his early entrepreneurial development and the eventual success of his business. Renier van Rooyen established Pep Stores, a South African retail clothing company, in Upington, South Africa, in 1965. The company focused on the lower end of the South African market, which consisted mainly of Coloureds, Africans, and poor whites. Although the individual spending power of these groups was not great, collectively they possessed immense buying power. Today Pep Stores has more than a thousand branches spread over Southern Africa and is aiming for a R1 billion (one billion rand) operating profit in 2009. My focus in this article is the genesis of Renier van Rooyen’s entrepreneurship during the period leading up to the founding of Pep Stores, Limited.

    #Stillnotfound: Missing Children in South Africa Monique Emser Marcel van der Watt Abstract In the year following South Africa’s first inclusive democratic national elections, Nelson Mandela (1995) famously proclaimed that: ‘There can be no keener revelation of a society’s soul than the way in which it treats its children.’ As a new democracy, South Africa has had to grapple with high levels of interpersonal violence attributed to post-conflict societies. Harris (n.d.) suggests that ‘[w]hile the past still impacts on present forms of violence, new trends, targets and perpetrators have also emerged within South Africa’s democratic-era (some in direct response to democratisation itself).’ Unfortunately, children are often its silent victims. Despite expansive child protection laws, which seem to have had little impact on the prevalence of crimes committed against them and by them, children remain objects of exclusion. Hsiao et al. (2018) found that while children were disproportionately affected by high levels of violence, political and financial investment to address this remained low. Much violence against children remains unreported and unrecorded (Optimus Study 2016), due in part to the culture of silence that pervades our society. Using the recent spate of child abductions and missing children cases, which have caught popular attention and sparked moral outrage, we examine the issue of missing children in South Africa within the wider phenomenological framework of violence against children. Over the past 18 years, approximately 16 000 children have been reported missing. 25 percent of these children have never been found. This does not include the number of cases that are not reported to authorities.
