Government of West Bengal Office of the Block Development Officer Naxalbari Development Block Naxalbari, Darjeeling Government of West Bengal Office of the Block Development Officer Naxalbari Development Block Naxalbari, Darjeeling NIT- No- 18/CMDMP Date: 20.03.2017 NOTICE INVITING TENDER Participations are hereby invited by the undersigned from the bonafide, reliable and experienced Agencies, Registered Co-operative Societies formed by unemployed Engineers, Labour Co-operatives & the persons having sufficient bank solvency & infrastructure for doing the works. Details of the works are given in Annexure-A. Date & Time of submitting applications & issuing Tender Forms: 04.04.2017 from 11.00 am to 4:00 pm Date & Time of dropping Envelope- : 06.04.2017 from 11:00am to 2:00 pm Date & Time of opening Envelope- : a) Technical Bid- 06.04.2017 at 3:00 pm b) Financial Bid- 06.04.2017 at 3:30 pm Applicants have to abide by the following conditions: 1. Applicants will submit a plain application being endorsed by the undersigned/Block Development Officer, Naxalbari Development Block to the Cashier of Naxalbari Development Block along with the cost of Tender document and Form & will collect the Tender document and Form from Cashier, Naxalbari Development Block. No tender form will be handed over to any outsiders. The undersigned is not bound to issue tender papers to all the Applicants. Decision of the undersigned regarding issue of tender paper is final & no reason will be shown thereof. After that the applicant will submit Technical Bid & Financial Bid together in a big folder in a box kept in the chamber of the undersigned. In the folder NIT No, Date, Work Sl No, Name of the work & Name of the Agency must be written in block letters. Envelope-A & Envelope-B must be written in the respective folder. Envelope will contain self-attested photocopies of Credential / payment Certificate of atleast 40 % of the work value of single & similar nature of work executed during last five (5) year under any Government Department / local Self Govt. , valid current IT Clearance Certificate, VAT No. with Registration Certificate which will be valid up to the date of opening of the tender , PT Clearance Certificate, PAN and credential (in the form of Payment Certificate and Completion Certificate of a single work) . Earnest money shall be deposited by the intending tenderers by way of DCR/Bankers Cheque/Bank Draft in favour of the Block Development Officer, Naxalbari Development Block. Audited Accounts of last financial year i.e. 2015 - 2016 will have to be submitted in case of Engineers Co-operative Societies & Labour Co-operatives. Amalgamation of Unemployed Engineer Co-operative in any form should not be allowed towards counting of eligibility in participation of tender. Original of documents will have to be produced at the time of scrutiny, if required which will be returned after scrutiny. Credential Certificate of similar type of works done by the Agency must be of within last 5 (five) years. In case of registered Firm/Company, partnership deed and other relevant papers should be produced at the time of application. It will also contain the filled up Tender Form & single envelope will be used for single work. The Applicant must put his signature & seal at all pages of the tender form. After Technical bid & selecting the appropriate agencies financial bid will be done of the selected agencies & in this case decision of the undersigned is final in all respect.. Scrutiny of Technical Bids & Scrutiny of Financial Bids will be held at the Jt. B.D.O.’s Chamber . 2. Envelope-A & B will have to be sent by registered post or by courier service or by hand at tender box at the office of the undersigned. Envelope-A & B received after the scheduled time and date will not be entertained and any change in quoted rate/s after opening of the tender will not be entertained. 3. The Applicant or his authorized representative may remain present at the time of opening of tender along with Identity Card & authorization of the Applicant in his letter head. 4. If any of the above mentioned date is declared as holiday, the particular event will occur on the next working day & the date of subsequent events will also change similarly on the next working days. Before submission of the tender the Applicant must visit the work site to judge the local conditions from all aspects and no plea / complaint will be entertained thereafter during the execution of work.. It will be presumed that the Applicant has offered the tender after reviewing entire position of the worksite. Details of estimate can be seen from this office in any working day upto 04.00 pm from JE/TA . 6. The Applicants who will not submit tender paper or do not return the same before the date and time of dropping after receiving the same, will not be allowed to participate in two consecutive tenders. 7. The rate should be quoted in percentage in the context of the estimated rate, both in figures as well as in words. Rate quoted in more than two decimal places will be treated upto two decimal. The undersigned reserve the right to ask the Applicant to submit analysis of the quoted rate at any point. Incomplete tender will be rejected summarily. 8. Submission of application for issue of tender form will be treated as acceptance of all terms and condition of this tender by the Applicant. 9. The Undersigned reserves the right to accept or cancel any or all tenders without assigning any reason. The undersigned will not be bound to issue work order to the lowest bidder if found this is necessary for the better execution of the work. This office will not be responsible for the loss of tender form or application or bank draft. 10. The successful Applicants will have to execute a formal agreement on a Non-judicial stamp paper worth Rs. 10/- (Ten) in the prescribed format within seven working days from the date of issue of work order non-compliance of which will invite cancellation of the work order. 11. The undersigned reserves the right to call all the Applicants in table bid if it is found that the all the quoted rate is above the estimated rate & in any other situation as the undersigned desires as per his discretion. 12. Time is the essence of contract. The successful Agency must start the work within two days from the date of giving of lay out failing which the undersigned may cancel the work order and forfeit security deposit. The work should be completed within the prescribed time. No extension of time will be allowed except in special case if it is found that the delay caused due to such reason which is beyond the control of the Agency and the decision of the undersigned will be final in this respect. A penalty @ 0.1% (Zero point One percent) of the value of work order will be imposed on per day delay at several stages of work. In case of inordinate delay, the undersigned reserves the right to cancel the work order at any time of work, forfeiting the security deposit & the amount of work done and the Agency may be blacklisted i.e. he will not be allowed to participate in any kind of tender invited by this office for next three years. The undersigned may also proceed to get the balance work completed by engaging other Agency or departmentally. The excess expenditure if any, due to such a step would be recoverable from the unpaid bills & security deposit of the defaulting Agency. 13. All works will have to be done according to specification and drawing approved by the authority and as per direction of the concern TA. Written Certificate & approval should be taken from the concerned TA regarding quality & quantity of materials grounded in stacks at the work site & to be used in a particular work failing which payment will not be made. Agency or his representative must maintain visit book at work site in which the Inspecting Authority & the TA will make directions for step wise execution & several other remarks regarding the work & it will be jointly signed by the Agency or his representative on the spot. Agency or his representative must keep a copy of the estimate at the work site for Inspecting Authority & common people to see it. Use of substandard quality of materials will be treated as a breach of contract with the Govt. & subsequent legal action will be taken by the undersigned which includes forfeiture of earnest money & payment of the amount of work done. 14. No consumable materials will be supplied to the Agency for any work from the office of the undersigned. Agency will be responsible for procuring all materials required for proper execution of work at his own cost. All working tools and plants and implements required for the work have to be arranged and supplied by the successful Agency at his own cost. Claim for idle labour, vehicle etc.from Agency will not be entertained under any circumstances. No claim will be entertained for any increase in Railway freight and market price, royalty of materials etc. No claim will be entertained regarding accidental damage at work site. 15. Before starting the work, site must be dressed and cleared by cutting all sorts of jungle, shrubs etc. for which no extra payment will be made. Site clearance also has to be done by the Agency after the completion of the work for which no extra payment will be made. 16. The Earnest Money deposited by a successful Tenderer will be refunded after completion of work in all respect.
