    ANNUAL REPORT OF THE HUMANITARIAN/RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Burundi Humanitarian / Resident Youssef Mahmoud Coordinator Reporting Period 1 January – 31 December 2008 I. Executive Summary Two allocations were granted to Burundi in 2008: one from the rapid response window ($1.6 million) and one from the underfunded window ($3.6 million). In both cases and in absence of a Consolidated Humanitarian Appeal for the first time in seven years, CERF funding provided much needed emergency support to tackle both the food crisis and underfunded emergencies in a context of transition and fragile recovery. The initial rapid response allocation came at a critical time for Burundi, one of the countries hardest hit by the soaring food prices with an increase of more than 130 percent between 2007 and 2008. It enabled strengthening the health and nutrition response to needs of 1,100 new severe acute malnourished children and the extension of screening programs for 16,000 children. The purchase of seeds and tools for 40,000 families recently returned from Tanzania prevented a large number of repatriated refugees from falling into the cycle of severe food insecurity. The underfunded grant enabled meeting critical food needs for 15,000 Burundian refugees from 1972 who were repatriated in 2008. This group was initially not included in the planning of UN agencies as their return started when both Burundian and Tanzanian Governments reached an agreement on the naturalization process of those willing to remain in Tanzania. The same grant provided a much needed food return package for Burundians expelled from Tanzania.

    ©IFAD Enabling poor rural people to overcome poverty in Burundi Rural poverty in Burundi Located at the heart of the African Great Lakes region, Burundi has weathered nearly two decades of conflict and troubles, which have contributed to widespread poverty. Burundi is ranked 185th out of 187 countries on the 2011 United Nations Development Programme’s human development index, and eight out of ten Burundians live below the poverty line. Per capita gross national income (GNI) in 2010 was US$170, about half its pre-war level some 20 years ago. The country is now rebuilding itself after emerging from recurrent conflict and ethnic and political rivalry. Between 1993 and 2000, an estimated 300,000 civilians were killed and 1.2 million people fled from their homes to live in refugee camps or in exile. During tha t period, life expectancy declined from 51 to 44 years, the poverty rate doubled from 33 to 67 per cent and economic recession pushed the gross domestic product (GDP) per capita down by more than 27 per cent. The long period of fighting was extremely disruptive to agriculture, which is the main source of livelihood for nine out of ten Burundians. The destruction and looting of crops and livestock, as well as general insecurity, has put rural Burundians under serious strains. Burundi was traditionally self-sufficient in food production, but because of conflict and recurrent droughts, the country has had to rely on food imports and international food aid in some regions. The vast majority of Burundi’s poor people are small-scale subsistence farmers trying to recover from the conflict and its aftermath.

    Report on Entrepreneurship: Niger Catalystas Commissioned by the Netherlands Enterprise Agency RVO Scoping Mission Report on Entrepreneurship: Niger (August 2019 | Amsterdam, the Netherlands) The following report was prepared by Catalystas Consulting, an intersectional feminist international development consulting firm. The report aims to provide a snapshot and an overview of the programs, stakeholders, and opportunities related to youth entrepreneurship (18-35 years old) in Niger. This report is based on a two-week field mission undertaken by Catalystas in June 2019 as part of a broader mission to provide insight into the needs and opportunities of youth employment and entrepreneurship in Niger, Mali, and Burkina Faso. The purpose of this mission and this report is to help the Dutch government to support existing structures and/or develop initiatives to be put in place by other local or international actors. Special attention was paid to young women in the areas of productivity and agricultural value chains. The main objective in undertaking this country-by-country entrepreneurial evaluation and in writing this report is to highlight the programs and initiatives which could be extended in the secondary cities of Maradi and Tahoua, two of the target cities in Niger for Dutch policy. The following report consists of a narrative of approximately 25 pages and five appendices that will provide readers with sufficient insight into the various challenges and opportunities of the target areas and the country. The report is also a first step in informing policymakers and embassy staff of the many opportunities and challenges that need to be considered for effective intervention in the Nigerien entrepreneurial context.

Yet, there is no consensus regarding the historical factors that led to such a situation. Given limited data on income distribution during colonial times, we do not know whether present-day inequality patterns can be traced back to the colonial period and which role was played by colonial institutions. Most of our knowledge comes from information on British colonies, while territories subjected to other colonial powers are much less well known. To address this gap, we analyze trends in income inequality for colonies in French West Africa, building social tables for Senegal and Ivory Coast during the last decades of colonial rule. We find that income inequality was high during the colonial period, because of the huge income differential between Africans and European settlers (especially in Senegal) and of high inequality within the African population (especially in the Ivory Coast). Nevertheless, it tended to reduce during colonial rule – but the trend inverted after independence. Our findings cast in a new light the connection between colonialism, extractive institutions, high inequality and inequality extraction ratios. JEL Codes: N17, O43.
