The following table compares full-time equivalent student (FTES) targets for both resident and non-resident students to actual FTES as reported on the CCFS-320 for fiscal year 2018-19.

The actual FTES reported on the attached CCFS-320 report does not include the borrowed FTES from Summer 2018, which were strategically shifted into FY 2017-18. This creates an artificially low FTES in FY 2018-19, just as it created an artificially high FTES figure in FY 2017-18.

Governing Board Policy 5027 and Government Code Section 53646 provide for a quarterly report to the and the Governing Board. The attached report on investments for quarter ended June 30, 2019, is presented for information.

Of note are the following items. Funds held at the County Treasurer and Local Agency Investment Fund (LAIF) are invested in short-term government securities (weighted average days to maturity around 180 days) and are, therefore, highly liquid. The tradeoff for this liquidity is a low investment yield. The yield with the County Treasurer has increased year-over-year by 85 basis points, however, and is a welcome development.

The Public Financial Management (PFM) accounts are actively managed with longer durations than the funds held by the County Treasurer or LAIF. These portfolios also have a diverse mix of securities, including up to 30 percent corporate notes. The weighted days to maturity average durations vary within the two distinct portfolios, but range from 165 days (2014 bond account) to 1,029 days (retiree health benefit account). The 2014 PFM bond account is winding down with the dollars returning to the County Treasurer as maturities occur.

The first two quarters for the financial markets have been stellar, yielding a greater than 12 percent annual return. This positive market activity has allowed the Futuris Irrevocable Trust for Retiree Health Benefits to rise to new heights with a market value of greater than $118 million. This portfolio is invested for the long-term and has an annualized return of 7.00% inception to date, net of fees.

Budget Source This activity reports the sources and uses of the various funds of the District. All budget transfers reflect either: increases/decreases in expenditures that correspond to associated revenue increases/decreases; movement of equal budget amounts from one major expenditure classification to another; or increases/decreases in expenditures or revenues that directly impact fund balance.

Recommended Action It is recommended that the attached budget transfers and adjustments for quarter ended June 30, 2019, be approved.

BACKGROUND

Pursuant to California Code of Regulations, Title 5, Section 58307, and Board Policy 5031, any budget transfers between major expenditure classifications or from reserves must be authorized by the Governing Board. Transfers may be made from the reserve for contingencies by written resolution approved by a two-thirds vote of the Governing Board. Additionally, the District’s expenditures are limited to the amounts as approved by the Governing Board, i.e., the adopted budget, unless the budget is officially revised.

BACKGROUND

The Governing Board has adopted Bylaws for the Citizens’ Bond Oversight Committee. Vacancies are replaced by Board appointment. The attached back-up contains details of the current membership and two application packets.

Bob Brown has applied for a first term as the Contra Costa College business organization representative. Elaine Schroth has applied for a first term as the Diablo Valley College business organization representative. There were no other applicants for either of these vacancies.

Budget Source For fiscal year 2019-20, the cost of the agreement is estimated at $755,000.00 in new ongoing costs in the undesignated general fund. The six percent salary increase is estimated at $918,000.00, but is offset by $163,000 in cost reductions due to the increase in health premium contributions rising from six percent to 12 percent. For fiscal year 2020-21, the cost of the agreement is estimated at $482,000.00 in new ongoing costs in the undesignated general fund. For fiscal year 2021-22, the cost of the agreement shall be determined by the specified formula. Offsetting some of the ongoing costs will be ongoing savings generated by the elimination of a high-cost medical insurance plan and increases in certain medical co-pays. It is anticipated that some savings will be realized in fiscal year 2019-20, and full-year ongoing savings in excess of $500,000.00 will be realized by the 2020-21 fiscal year. Further, cost avoidance in long-term liabilities will be realized in future years as a result of retiree benefits modifications. All ongoing funding is from existing and future budget allocations.

Recommended Action It is recommended that the attached Memorandum of Understanding (MOU) for Management, Supervisory and Confidential Employees be approved.

BACKGROUND

The attached Memorandum of Understanding (MOU) is the result of meet and confer between the District and Management Council for the 2019-20 through 2021-22 fiscal years. The Management Council Executive Board has polled its members and this MOU received majority support.

The position to be eliminated is one part-time (.65 FTE) Foundation Advancement Manager assigned to the District Office. This action is being taken due to lack of work and lack of funding. With the elimination of the centralized structure of the college foundations and decreases in funding, the District Office Foundation Department will no longer be funded for this position. The duties will be reassigned to existing staff

Recommended Action It is recommended that the attached revisions to the management classification description be approved and become effective on September 13, 2019. Additionally, it is recommended that the attached revision to the Contract Administrator Salaries, 2019-20, be approved.

CLASSIFICATION DESCRIPTION BACKGROUND

Salary Range Monthly Salary Classification Director of College Advancement M6 $8,506- $10,363

As a result of the departure and vacancy of the Executive Foundation Director, leadership at each college decided to reinstate a Foundation Director position, which would have oversight of each college foundation. In addition to the reinstatement of the Foundation Director position, the word “College” was added to the title and all references to any one college were eliminated. These changes were recommended and approved at the May 23, 2019, Governing Board meeting.

After further review of the department and organizational needs, college leadership and Chancellor’s Cabinet reassessed the College Foundation Director’s duties and responsibilities and determined that additional revisions to the job description are necessary. These revisions include a title change to “Director of College Advancement.” The revised title reflects the position’s responsibility of implementing strategies that advance the college’s goals and external relationships with key constituents as well as conducting a comprehensive, ongoing fund development program to include alumni, the community, private foundations, and corporate donors. The revisions further clarify the position’s oversight of the College’s Foundation 501(c)(3) organization and responsibilities regarding the development and advancement of Foundation policies and activities.

SALARY SCHEDULE BACKGROUND

The attached revision to the Contract Administrator Salaries, 2019-20, reflects the completion of the evaluation of the Chancellor for 2018-19.
