Wood Ernest Ruben Mallory was born Octo- ber 16, 1891 in Olympia, Washington, the only son of Henry and Mary Crow- ley Mallory. His father Henry was an early resident of Olympia, having ar- rived in the city in 1889 from his birthplace in Canada. Henry Mallory was a well-known wagon-maker, en- trepreneur and builder who owned in- terests in both the Capital and the Eastside Lumber companies. Before the turn of the century Henry began building homes, at least one of which, built in 1894, still stands today at 1418 Oak Avenue NE in Olympia.1 It was from their own home on the Eastside that the young Ernie Mallory was asked to walk the family cow over to Priest Point Park for grazing—a task he did each day before school. While working for his dad on a construction project in 1907, Ernie had a “miraculous escape from death,” as the front page of the local newspaper reported.2 He and his father were hauling gravel, when the brake-handle of the fully-loaded wagon snapped, throwing Ernie under the wagon's rear wheel—which passed over his chest. (M.A., History) A Frightful Vengeance: Lynching and Capital Punishment in Turn-of-the-Century Colorado Thesis directed by Associate Professor Thomas Andrews Having abolished the death penalty four years prior, Coloradoans lynched three men—Thomas Reynolds, Calvin Kimblern, and John Preston Porter, Jr.— in 1900, hanging two and burning one at the stake. This thesis argues that these lynchings both represented and supported Colorado’s culture of lynching, a combination of social and cultural connections in which lynching was used as a force for social cohesion and control. Rather than being a distinct frontier culture of lynching, Colorado’s culture was a slightly attenuated version of the racially-motivated culture of lynching in the Jim Crow South. The three lynchings in 1900 lay at the heart of the political debate over the reinstatement of capital punishment in 1901.

It examines the career trajectories, rhetoric, and policy agendas of these congressmen in order to determine how effectively they represented the wants and needs of the black electorate. The dissertation argues that black congressmen effectively represented and articulated the interests of their constituents. They did so by embracing a policy agenda favoring strong civil rights protections and encompassing a broad vision of economic modernization and expanded access for education. Furthermore, black congressmen embraced their role as national leaders and as spokesmen not only for their congressional districts and states, but for all African Americans throughout the South.

    Thomas Stuart Homestead Historic Context Report Grant-Kohrs Ranch National Historic Site Avana Andrade Public Lands History Center at Colorado State University 2/1/2012 1 Thomas Stuart Homestead Site: Historic Context Report Grant-Kohrs Ranch National Historic Site in Deer Lodge Montana is currently developing plans for a new contact station. One potential location will affect the site of a late-nineteenth-century historic homestead. Accordingly, the National Park Service and the Montana State Historic Preservation Office need more information about the historic importance of the Thomas Stuart homestead site to determine future decisions concerning the contact station. The following report provides the historic contexts within which to assess the resource’s historic significance according to National Register of Historic Places guidelines. The report examines the site’s association with Thomas Stuart, a Deer Lodge pioneer, and the Menards, a French- Canadian family, and presents the wider historical context of the fur trade, Deer Lodge’s mixed cultural milieu, and the community’s transformation into a settled, agrarian town. Though only indications of foundations and other site features remain at the homestead, the report seeks to give the most complete picture of the site’s history. Site Significance and Integrity The Thomas Stuart homestead site is evaluated according to the National Register of Historic Places, a program designed in the 1960s to provide a comprehensive listing of the United States’ significant historic properties. Listing on the National Register officially verifies a site’s importance and requires park administrators or land managers to consider the significance of the property when planning federally funded projects.

The wealth of the world is divided in two: almost half going to the richest one percent; the other half to the remaining 99 percent. The World Economic Forum has identified this as a major risk to human progress. Extreme economic inequality and political capture are too often interdependent. Left unchecked, political institutions become undermined and governments overwhelmingly serve the interests of economic elites to the detriment of ordinary people. Extreme inequality is not inevitable, and it can and must be reversed quickly. www.oxfam.org SUMMARY In November 2013, the World Economic Forum released its ‘Outlook on the Global Agenda 2014’, in which it ranked widening income disparities as the second greatest worldwide risk in the coming 12 to 18 months. Based on those surveyed, inequality is ‘impacting social stability within countries and threatening security on a global scale.’ Oxfam shares its analysis, and wants to see the 2014 World Economic Forum make the commitments needed to counter the growing tide of inequality. Some economic inequality is essential to drive growth and progress, rewarding those with talent, hard earned skills, and the ambition to innovate and take entrepreneurial risks. However, the extreme levels of wealth concentration occurring today threaten to exclude hundreds of millions of people from realizing the benefits of their talents and hard work.

Community Outreach Specialist, DGSS 1 Division of Governmental Studies and Services Executive Summary The Division of Governmental Studies and Services (DGSS), jointly sponsored by WSU Extension and the College of Arts and Sciences, has served as a link between Washington State University resources and the population of the Pacific Northwest for over 50 years. DGSS serves the University’s land grant mission through applied social science research, program evaluation, technical assistance and training, which provides University resources for public benefit. Our extensive experience in program evaluation, survey research, data analysis, and community engagement extends to several analyses examining biased policing in the region, with experience analyzing secondary data as well as collecting primary data on this important subject area. The Montana Highway Patrol (MHP) contracted with DGSS for annual assessments of traffic stop data for evidence of biased policing. The contract, executed in January 2016, requires 5 annual assessments of MHP traffic stop data collected from traffic enforcement activities conducted from 2015 to 2019 to assess for possible evidence of systemic bias in the decisions of MHP troopers to stop motorists in the state of Montana. The first analysis, which is the subject of this report, examined all traffic stops occurring from January 1, 2014, to December 31, 2014.
