1. INTRODUCTION

1.1 As part of the planning application to redevelop the 3-10 Finsbury Square site in Islington for B1 office use, a Travel Plan was requested by the London Borough of Islington (LBI). Accordingly, Waterman Transport and Development Ltd (WTDL), an independent consultancy specialising in highway engineering and transport planning, was commissioned by Pembroke Real Estate (the developer) to prepare a Travel Plan for the redeveloped site.

1.2 In preparing this document the Consultants have utilised their previous experience in preparing Travel Plans as well as available documentation/guidelines. This Travel Plan has been produced to assist in reducing the transport impact of the development and make employees at the redeveloped site aware of the array of transport modes available to travel to the 3-10 Finsbury Square site. It is anticipated that this plan will have the following benefits:

Minimise pollution caused by cars and the impact this has on people’s health and on the environment

Improve the health and fitness of those who walk or cycle to the site and

May result in cost savings for employees who walk or cycle.

1.3 As well as the aforementioned benefits, the Travel Plan can be seen as providing benefits for the local community and the environment. These benefits are summarised as follows:

The environment can generally benefit from improved air quality, less noise and dirt, and the reduced impact on national and global environmental problems such as global warming due to minimising local car use and promoting environmental forms of transport.

1.4 It is proposed that a nominated representative of the Applicant (or successor in title if the site is conferred) would take on the responsibility to manage the Travel Plan for 2 years following occupation of the site. Thereafter, responsibility for managing the plan would rest with a Travel Plan User Committee (coordinator) run by the main occupier of the development.

2. OBJECTIVES

2.1 The aim of this Travel Plan is to encourage as many of the development generated trips as possible towards more sustainable modes of travel. This is achievable and can be done in a variety of ways by firstly providing a restrictive environment for car users and secondly by provision of a transport strategy and facilities capable of offering alternative transport opportunities. To achieve a sustainable development, it is now considered by the Government that reducing parking provision will reduce car use, hence the emergence of the restraint based parking provision approach which have been utilised in this scheme which will reduce car parking provision from current levels.

2.2 A restrictive environment for potential car users within the site will be achieved by eliminating the existing on-site parking provision. Currently there are 12 car parking spaces on the site. In line with the contemporary local and national parking policies, it is proposed to provide no on-site parking spaces for the employees of the 3-10 Finsbury Square development site, with the exception of one disabled parking bay.

2.3 The objectives of this Travel Plan are devised to support employees and visitors to the development while working in partnership with the LBI towards encouraging more sustainable travel arrangements. The key aims of the Travel Plan are:

to make employees aware of the transport facilities available

to contribute positively to the sustainable operation of the site

to ensure the site is accessible by a wide choice of modes of transport and

to reduce vehicle usage in terms of the length and number of trips in their travel to and from the site.

2.4 The strategy of the Travel Plan is to reduce the impact of vehicles use and to promote and improve the accessibility of the site by encouraging residents to make use of alternative modes of transport, in particular:

Walking

Cycling and

Public transport.

3. BACKGROUND

3.1 The development site is shown in the local and wider contexts on Figure 1, at the rear of this report.

3.2 As can be seen on Figure 1, the site is located in one of the main commercial centre of London. As such, the proposed location of the office redevelopment is well suited for employees and visitors to take advantage of the extensive public transport facilities on offer. There are four overground / underground train stations within 960m walking distance of the site. is located to the north, Liverpool Street to the southeast, Bank and Moorgate Stations to the south of the site. The closest station to the site is Moorgate Station. From these stations, a variety of rail and underground services can be accessed, such as the Northern, Circle, Hammersmith and City, Metropolitan, Central and Waterloo & City Lines. For further details regarding the train and underground services / facilities please refer to Chapter 4 of this report.

3.3 As well as extensive train and underground facilities, there is also an established network of cycle routes and bus services available. These services are discussed further in Chapter 4 of this report.

Development Proposal 3.4 It is proposed to demolish the existing property and replace it with a new office block in its place. The building will consists solely of office accommodation. The following Plate 1 shows the existing 3 – 10 Finsbury Square development.

3.5 In total, the development will provide 20,280 m2 of Gross External Area for allocation to the office element of the development proposal. The current building has an area of 11,160 m2 resulting in a net increase of 9,120 m2.

3.6 It is forecasted that the 20,280 m2 GFA of office development could accommodate approximately 1,217 employees, of which 1,034 are expected to attend on any given day. In addition, the development is expected to attract approximately 373 visitor trips per day. For further details regarding the calculations used to determine the number of employees please refer to the Transport Statement for the 3 – 10 Finsbury Square site.

3.7 Of the total person generations of 1,407 per day some 633 of these trips will be additional staff and visitor trips. Further details of the development proposals and the scheme are set out in the Transport Statement accompanying the planning application.

Pedestrian / Cycle Access 3.8 The site currently draws pedestrian access of Finsbury Square and provides two pedestrian accesses into the development; one for 3 Finsbury Square and another for 10 Finsbury Square, as shown on Plates 2 and 3 below.

3.9 The site currently offers 24 bicycle parking facilities which are access via the vehicle access to the below ground car parking / servicing area.

Vehicular Access 3.10 The site currently draws vehicular access from Finsbury Square, which leads to below ground parking area and serves 12 private parking bays including 1 for disabled personnel there are also 2 loading bays provided. Motorcycles currently park where space is available within the car park to the rear of the development.

3.11 The current vehicle access to the site is located to the northern extent of the site frontage, approximately 10m south of the zebra crossing facility. The existing access is 4.3m wide with a dropped kerb arrangement, as can be seen on Plates 4 and 5 over the page.

3.12 The proposed access arrangement will be located approximately 10m further north than the existing arrangement. The servicing area will be operated by use of a vehicle turn table. Further details regarding the access arrangements and internal operations of the servicing yard are discussed within the transport Statement for the 3 – 10 Finsbury Square proposal.

4. SUSTAINABLE TRANSPORT OPTIONS Walking 4.1 As shown on the Architect’s Illustrative Layout Plans for the new development, contained within Appendix A of this report, it is intended to provide a main pedestrian access along the frontage of the new development proposal. The accesses will be designed in accordance with the local authority standards; and will accommodate disabled employees / visitors. In the existing building, disabled visitors to the site need to negotiate stairs on either of the pedestrian accesses in order to gain access into the development.

4.2 The pedestrian access will be set back from the edge of the footway, in accordance with Islington Council requirements. The main pedestrian entrance will be designed to be disabled / wheelchair accessible in accordance with Islington Planning Standards Guidance note, updated in August 2002. Door widths will be greater than 900mm and ramp gradients will not exceed 1 in 12. For more details please refer to the Architects Illustrative Layout plans within Appendix A of this report.

4.3 The existing footpaths in the area are well lit, maintained and have adequate widths to serve the local transport interchanges. Careful consideration has been made to ensure that pedestrian and cycle desire lines are maintained within the confines of the development, for the employees and guests / visitors to the scheme.

4.4 Figure 2, at the rear of this report, shows the pedestrian and cycling catchment plan within the circumference to the 3 – 10 Finsbury Square development site. Figure 2 shows the 600, 960 and 1,600m walking and cycling catchments. The 600m catchment represents the facilities within comfortable walking distance to be accesses by employees and visitors to the site. The 960m boundary represents the catchment for accessing public transport facilities in order to access the site. The 1,600m catchment represents the cycling distance in order to access services.

4.5 The proposed development will draw pedestrian traffic from Finsbury Square, some of which will use the zebra crossing north of the site. Finsbury Square is a green rectangular square which is surrounded by roads. The development proposal lies on the west extent of Finsbury Square which accommodates north / south bound traffic from Old Street (A5201) from the north and to London Wall (A1211) from the south. Finsbury Square is a four lane road with a bus lane on both directions adjacent to the site. There are ample footpaths on both directions of Finsbury Square; the footpath adjacent to the site is approximately 4.4m wide. There is a pedestrian zebra crossing approximately 10m north of the pedestrian access to the site. Finsbury Square is subject to a 30 mph speed limit adjacent to the site frontage.

4.6 It should be recognised that there are a variety of shops which would be within 200m of the centre of the development, i.e. within a comfortable walking distance. Within this 200m circumference there are a multitude of shopping outlets.

4.7 There are several retail facilities within the proximity of the site and residential developments that are within walking distance of the development proposal. This will help in reducing reliance on private forms of transport, encourage the use of public transport and shorten journey lengths.

4.8 Walking is the access mode to the majority of local public transport services. It is generally recognised that the maximum convenient walking distance in order to access urban bus services is 640 metres. This walking distance to a bus stop emerged from theoretical studies and has been supported by research undertaken for the National Travel Survey (NTS). As such, it can be seen that the development site is located within an acceptable walking distance of bus services, which offer a typical combined weekday frequency of 66 to 81 buses per hour.

Buses 4.9 Buses are on the most direct form of public transport option that can be used to travel to the site. It is recognised that the transport assessment best practice guidance document advises that a distance of 640m can be used to determine which bus services are within a ‘comfortable’ walking distance. There are ten different bus services which stop within a comfortable walking distance and seven of them which stop on Finsbury Square, adjacent to the site. The main bus route corridors in the local area run along City Road, Finsbury Square, Moorgate, Eldon Street and Finsbury Circus, as can be seen on the Bus Spider Plan within Appendix B. All the local bus stops within walking distance are sheltered and have seating provided. From these local bus stops it is possible to reach multiple destinations within London.
