While most studies of the economic imagination of nineteenth-century literature rely on and respond to a framework formulated by classical political economy and consequently overlook nonmarket forms of social exchange, I draw on gift theory in order to make visible the alternate, everyday exchanges shaping social relations and identity within the English novel. By analyzing formal and thematic representations of gifting over the course of the nineteenth century, in novels by Jane Austen, Charles Dickens, and George Eliot, I consider the way that gift exchange relates and responds to the emergence of capitalism and consumer culture. I trace two distinct developments in nineteenth-century gift culture: the first, the emergence of an idealized view of the gift as purely disinterested, spontaneous, and free, and the second, the emergence of a view of charity as demoralizing to the poor. These developments, I contend, were distinct ideological formations of liberal economic society and reveal a desire to make the gift conform to individualism. iv However, I suggest further that these transformations of the gift proceeded unevenly, for in their attention to the logic and practice of giving, nineteenth-century writers both give voice to and subvert these cultural formations. Alongside the figure of the benevolent philanthropist, the demoralized pauper, and the quintessential image of altruism, the selflessly giving domestic woman, nineteenth-century novels present another view of gift exchange, one that sees the gift as a mix of interest and disinterest, freedom and obligation, and persons and things. Ultimately, by reading the gift relations animating nineteenth-century novels, I draw attention to the competing conceptions of selfhood underlying gift and market forms of exchange in order to offer a broader history of exchange and personhood.   • Chinese Privatization: Between Plan and Market
    CHINESE PRIVATIZATION: BETWEEN PLAN AND MARKET LAN CAO* I INTRODUCTION Since 1978, when China adopted its open-door policy and allowed its economy to be exposed to the international market, it has adhered to what Deng Xiaoping called "socialism with Chinese characteristics."1 As a result, it has produced an economy with one of the most rapid growth rates in the world by steadfastly embarking on a developmental strategy of gradual, market-oriented measures while simultaneously remaining nominally socialistic. As I discuss in this article, this strategy of reformthe mere adoption of a market economy while retaining a socialist ownership baseshould similarly be characterized as "privatization with Chinese characteristics,"2 even though it departs markedly from the more orthodox strategy most commonly associated with the term "privatization," at least as that term has been conventionally understood in the context of emerging market or transitional economies. The Russian experience of privatization, for example, represents the more dominant and more favored approach to privatizationcertainly from the point of view of the West and its advisersand is characterized by immediate privatization of the state sector, including the swift and unequivocal transfer of assets from the publicly owned state enterprises to private hands. From time imme­ morial, it has been held that the moment of handing down a legacy after the death of an owner is, because of the increase in the assets of the heir, a suitable opportunity to impose a special tax upon him. The economic character of inheritance and gift tax assigns it to the category of property tax, since it draws, as a single, extraordinary levy, on the increase in the assets, which usually becomes the source of the collection of this tax. For a relatively long time inheritance and gift tax had not occurred in the Polish tax system as a separate tax. It was however part of an entirely different property rights acquisition tax.
