Conclusion 247 Bibliography 251 Appendices 260 i Abstract While all houses of Australian parliaments using proportional representation use the Single Transferable Vote arrangement, district magnitudes (the numbers of members elected per division) and requirements for casting a formal vote vary considerably. Early chapters of this thesis analyse election results in search for distinct patterns of proportionality, the numbers of effective parties and partisan advantage under different conditions. This thesis argues that while district magnitude remains the decisive factor in determining proportionality (the higher the magnitude, the more proportional the system), ballot paper numbering requirements play a more important role in determining the number of (especially) parliamentary parties. The general pattern is that, somewhat paradoxically, the more freedom voters have to choose their own preference allocations, or lack of them, the smaller the number of parliamentary parties. Even numbered magnitudes in general, and six member divisions in particular, provide some advantage to the Liberal and National Parties, while the Greens are disadvantaged in five member divisions as compared to six or seven member divisions. -

I focus on the intersection of theory and practice where contemporary social movements are taking resistance into existing political institutions to prefigure a new radically democratic society. Learning from experiences in Frome, Barcelona and around the world I contend that the municipality is the organisational scale best able to bring about a new economic logic for the transition to a sane, sustainable, free and compelling twenty-first century life through truly democratic and authentically political processes. Our outdated, broken voting system and unelected House of Lords reinforce Westminster’s power- hoarding tendencies, leaving voters powerless and distant from where decisions are made, with no real say over who represents them. New polling for this report shows that two thirds of respondents Dr Jess Garland (67%) feel they have very few or no opportunities to inform and infuence the decisions made by MPs at Westminster – only four percent feel they have a lot of opportunities.1 The need for a wholesale renewal of our democracy is now more urgent than ever. The political system is failing on its own terms and is not working as people think it should. Three in fve respondents (61%) to our survey say the Michela Palese current political system discourages cooperation and compromise between political parties, while 1. ERS poll conducted by roughly the same number (64%) think that our BMG Research (fieldwork 7–10 May 2019), sample system should be fostering these values. -

POSTDIGITAL POLITICS: or, How To Be An Anti-Bourgeois Theorist Gary Hall PART 1: ON THE COMMONS AND THE CRISIS OF REPRESENTATIVE DEMOCRACY What Does Postdigital Mean and Why Is It Important? I want to begin with a proposition. A lot of work in the arts, humanities and social sciences of late has been taken up with the commons. It’s a fascination that is only likely to increase following the coronavirus pandemic that began in late 2019, early 2020. Attention will understandably be paid over the next few years to the manner in which communities all over the world spontaneously self- organised to fill the gaps in care left by the state and market.1 They did so by collectively providing those in need with critical resources: everything from information and accommodation, through medical supplies (masks, hand sanitizer, gloves, goggles, gowns), to financial aid packages, emergency childcare, free meals for children, even companionship during periods of lockdown and quarantine, be it by telephone or video call.2 1 As we know from the Creating Commons project of Cornelia Sollfrank, Shuhsa Niederberger and Felix Stalder, the commons, put very simply, can be understood as non-proprietary shared spaces and resources – both material and immaterial – along with the collective social processes that are necessary for commoners to produce, manage and maintain them and themselves as a community.3 My proposition, then, is this: if we want to help transform society by actually creating such commons, we need to work, act and think very differently from the ways in which most of us do now. -
