  • Municipal Solid Waste Management by Urban Local Bodies
CHAPTER 2 Performance Audit on “Municipal Solid Waste Management by Urban Local Bodies” Executive Summary Municipal Solid Waste (MSW) comprises residential and commercial wastes generated in a municipal area in either solid or semi-solid form excluding industrial hazardous wastes but including treated bio-medical wastes. The Government of India (GoI), in exercise of the powers conferred under the Environment (Protection) Act, 1986, had framed Municipal Solid Wastes (Management and Handling) Rules, 2000 (MSW Rules) to regulate the management and handling of MSW to protect and improve the environment and to prevent health hazards to human beings and other living creatures. As per MSW Rules, every municipal authority is responsible for collection, segregation, storage, transportation, processing and disposal of municipal solid wastes. A Performance Audit on Municipal Solid Waste Management (MSWM) was conducted covering 36 ULBs of ten districts for the period 2011-16. Significant audit observations are as follows: ● City plans were not prepared by the test checked ULBs but for NN Lucknow, NN Kanpur and NPP Sultanpur. Paragraph 2.6.1 ● Waste processing facilities were not sanctioned in 604 ULBs of the State. The facilities were operational in only 1.4 per cent of total ULBs. Out of 36 test checked ULBs, waste processing and disposal facilities was sanctioned only for seven, whereas only three of these were operational. Paragraph 2.6.2 ● Thirty five per cent (` 177.91 crore) of sanctioned cost (` 505.30 crore) of MSW management projects in the State remained unutilised as installation works of 19 MSW processing and disposal facilities were held up due to various reasons.

FOREWORD THE Uttar Pradesh Government asked me in March, 19S2, t~ supply them for the purposes of elections to local bodies population statistics with separation for scheduled castes (i) ,mohalla/ward-wise for urban areas, and (ii) village-wise foc rural 'areas. The Census Tabulation Plan did not provide for sorting of scheduled castes population for areas smaller than a tehsil or urban tract and the request from the Uttar Pradesh Government came when the slip sorting had been finished and the Tabulation Offices closed. As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by moh all as/ward s and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the N ationa! Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre pared mohalla/ward-wise for urban areas and village-wise for rural areas. The required information has, therefore, been extracted from this record. 2. In (he above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register.

Available online www.jocpr.com Journal of Chemical and Pharmaceutical Research, 2013, 5(11):726-731 ISSN : 0975-7384 Research Article CODEN(USA) : JCPRC5 Determination of water quality index and fitness of urban water bodies in Bilari town of Moradabad (Uttar Pradesh) Usha *1 , Shamim Ahmad 1 and Pramendra Kumar 2 1Department of Chemistry, Bareilly College, Bareilly, India 2Applied Chemistry Department, M. J. P. Rohilkhand University, Bareilly, India _____________________________________________________________________________________________ ABSTRACT In the present study, water quality Index (WQI) calculated and intended of the water bodies to ascertain the quality of water for public health in Bilari town of Moradabad district, Uttar Pradesh, India. This study deals the influence of environmental parameters of water quality of different water bodies. There are many ways to evaluate the quality of water as deemed fit for drinking and irrigation purpose. WQI indicating the water quality in terms of index number which offers a useful representation of overall quality of water for public use or for any other intended applications. A number of parameters affect the usability of water source for particular purpose. In this study water quality index is determined on the basis of various physico-chemical parameters. From the foregoing observation of the physico-chemical parameters, it may be concluded that the water bodies show the characters of eutrophication. Key words : Ground water, WQI, physico-chemical analysis, Bilari (Moradabad) _____________________________________________________________________________________________ INTRODUCTION The fresh water is of vital concern for mankind, since it is directly or indirectly linked to human welfare. The surface waterbodies are most important sources of water for human activities. But unfortunately under several environmental stress particularly pollution, the waterbodies are being threatened as a consequence of developmental activities.

One of the important functions of the NGRBA is to prepare and implement a Ganga River Basin Management Plan (GRBMP). A Consortium of 7 Indian Institute of Technology (IIT) has been given the responsibility of preparing Ganga River Basin Management Plan (GRBMP) by the Ministry of Environment and Forests (MoEF), GOI, New Delhi. Memorandum of Agreement (MoA) has been signed between 7 IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) and MoEF for this purpose on July 6, 2010. This report is one of the many reports prepared by IITs to describe the strategy, information, methodology, analysis and suggestions and recommendations in developing Ganga River Basin Management Plan (GRBMP). The overall Frame Work for documentation of GRBMP and Indexing of Reports is presented on the inside cover page. There are two aspects to the development of GRBMP.

It is a well demarcated physical unit, lying between the Himalayas and its tarai in the north and the Ganga-Ghaghara Doab in the south. The region comprises the districts of Bahraich, Gonda, Basti, Gorakhpur and Deoria and extended from 26°05' N. to 28°45'N. latitudes and 81°31'E to 84°40' E. Longitudes, covering an area of 33175 sq km. According to 1991 Census, the region contained a population of 19.95 million persons (14 per cent of the population of Uttar Pradesh).
