It originates on the Tibetan Plateau of Himalaya’s near Lake Mansarover. Total stretch of River Ghaghra is approx. 1080 km. Length of Ghaghra River in Nepal is approx 507 km and rest stretch of the River before confluence with the River Ganges lies in India. Ghaghra River joins River Ganga at Sitab Diyara in Distt. Ballia of UP. It is the largest tributary of the River Ganga by volume. Hon'ble National Green Tribunal vide its order dated 20th September 2018 instructed UPPCB to prepare River Ghaghra Action Plans to restore the quality of priority-V polluted stretch of river to be fit for at least bathing purposes within 06 months from the date of action plan gets approved. The river water quality analysis reveals that the average Dissolved Oxygen (DO) was found 7.7 mg/land Biochemical Oxygen Demand (BOD) was 4.5mg/lit the year 2019, which comes under category D as per water quality standards IS 2296-1982, based on monitoring data of river water quality in the identified polluted stretch of River Ghaghra (i.e. Barhalganj (Gorakhpur) to Bhagalpur (Deoria). The river receives considerable amounts of wastewater every day from the industries and sewage system flow from municipal area of Gorakhpur, Mau & Deoria, which leads to deterioration of its water quality. Pollution Inventory: In the polluted stretch of River Ghaghra, total discharge of 14 MLD is estimated only in the form of sewage through 9 drains. In the polluted stretch of River Ghaghra total industrial discharge is zero, since any industrial unit has not been identified along the River Bank with in the identified polluted stretch. The treatment of sewage is a major area of concern as total estimated sewage discharge of 14 MLD is not treated. A detailed drain wise data regarding sewage, status of tapping and status of fixing of bar meshes etc. is given in the detailed Action Plan. Gorakhpur, Mau & Deoria city are located in the catchment area of the river. The sewage and other effluent generated from Gorakhpur city contribute to the organic load of the river. As mentioned above, total untreated sewage discharged into River Ghaghra through 09drains is approximately 14 MLD. The treatment of sewage is a major issue of concern and any STP has not been installed by Barahalganj, Dohari Ghat, Gaura Barhaj and village Panchayat Bhagalpur hence treatment facility is required. a Local bodies Barahalganj, Doharighat, Gaura Barhaj and village Panchayat Bhagalpur are situated along the River Bank of identified polluted stretch and generated approximately 142.30TPD Solid Waste is generated. There is no processing facility available in any local body as well as village Panchayat situated within the identified polluted stretch of River Ghaghra. The details of MSW generation are provided in Action Plan. Sewage Treatment: Estimated Sewage generation from Barahalganj (Gorakhpur), Dohari Ghat (Mau), Gaura Barhaj (Deoria) and village Panchayat Bhagalpur is 21.11 MLD on the basis of estimated population of 2030. Any STP has not been installed in the catchment area of identified polluted stretch. There is gap of 21.11 MLD in the treatment of sewage generated. Municipal Solid Waste: Estimated MSW generation from Gorakhpur city is 142.30 TPD on the basis of estimated population of 2030. Any processing facility is not available. Therefore, gap of 142.30TPD exists in the catchment area of polluted River Stretch. Bio-Medical Waste: In Gorakhpur city on catchment of the stretch of river Ghaghra there are 22 Health Care Facilities, which generate 83.4 Kg/Day of Bio-Medical Waste. All the Health Care Facilities have valid agreements with 03 Common Bio-Medical Waste Treatment Facilities namely M/s Medical Pollution Control Committee, UPSIDC Industrial Area, Khalilabad, Sant Kabir Nagar, M/s Silkon Welfare Society, Banka, Bahadurganj, Ghazipur and M/s Royal Pollution Control Committee, Sultanpur for collection, transportation and disposal of Bio- Medical Waste. The segregation of Bio-Medical Waste and disposal in the CBWTFs as per the provisions of Bio-Medical Waste Management Rules, 2016 is a major area of concern. Hazardous Waste: Any industrial unit has not been identified along the River Bank within identified polluted stretch (Barhalganj to Bhagalpur) of River Ghaghra. Hence, possibility of Hazardous waste generation from industrial units is not possible within identified polluted stretch of the River. E-Waste: In the State, a total 43 Common E- Waste Disposal Facility is operational. Out of these, 10 units are collection centre, 16 have the facility of collection & dismantling whereas remaining 17 are collection, dismantling and recycling centres. The cumulative capacity of these plants is 2,48,000/annum. The quantum of E-Waste generated in the State is approximately 86,000 TPA. Hence there is no gap in the generation and treatment infrastructure for safe E-Waste handling as per the provisions of E-Waste Rules, 2016. Monitoring of Pollution Sources: b The priority-V polluted stretch of River Ghaghra will be monitored at 4 places so as to ascertain adverse effect of pollution by various sources in the river. Monitoring of 09drains discharging into the polluted stretch of river Ghaghra will be done on monthly basis. The sampling points are selected near the confluence of the drains with the Ghaghra River. Establishment of Ghaghra Pollution Control Room: A Control Room for monitoring and centralized reporting of various pollution sources will be established in Gorakhpur under overall supervision of Commissioner, Gorakhpur and run by UP Pollution Control Board with the help of District Ganga Committees/Zila Paryavaran Samiti. Polluted River Stretch Rejuvenation Action Plan: The details of some short and long term Action points were identified based on their urgency and time period required for their completion are provided in Action Plan. Some highlights of Action points are given below: Sewage Management: Short Term Action Points: Estimation of total sewage generation from City/Towns where sewage treatment facility does not exist and preparation of DPR for treatment of sewage. Measurement of flow & load of all the drains contributing pollution load in River Ghaghra. Installation of Bar-meshes in the drains & regular cleaning & disposal of Solid Waste from them. Untapped drains to be provided with modular treatment facilities/ In-Situ bio-remediation or Phytorid-SWAB (CSIR-NEERI) based treatment. Long Term Action Points: Establishment of Sewage Treatment Plants of adequate capacity. Tapping & diversion of the drains having high sewage load to STPs to be constructed on I&D model. Infrastructure Development in Irrigation/Horticulture/Sprinkling/Industries. Ensuring use of treated water. c 1. INTRODUCTION River Ghaghra is a perennial Trans - Boundary River. Ghaghra River is a major left bank tributary of the River Ganges. Total stretch of River Ghaghra is approx. 1080 km. Length of Ghaghra River in Nepal is approx. 507 km and rest stretch of the River before confluence with the River Ganges lies in India. Ghaghra River joins River Ganga at Sitab Diyara in Distt-Ballia of UP. It is the largest tributary of the River Ganga by volume. Fig: 1, Ghaghra River Upstream of Barhalganj (Gorakhpur) As per Water Quality Monitoring Data of River Ghaghra for the year 2018, water quality in the identified polluted stretch of river (i.e. Barhalganj to Bhagalpur) falls in the Class- D as per water quality criteria of Central Pollution Control Board. River Water is fit for propagation of Wild Life and Fisheries. Town Area Barhalganj is an ancient city of Distt-Gorakhpur. It is situated on the left Bank of River Ghaghra. Barhalganj town is connected to Town Area 1 Doharighat of District Mau by a bridge over the River Ghaghra. Barhalganj Town Area is situated along N.H.-29, Gorakhpur-Varanasi Highway. As per census of India made in the Year 2011, population of Barhalganj Town was 21,290.

    CHAPTER 2 Performance Audit on “Municipal Solid Waste Management by Urban Local Bodies” Executive Summary Municipal Solid Waste (MSW) comprises residential and commercial wastes generated in a municipal area in either solid or semi-solid form excluding industrial hazardous wastes but including treated bio-medical wastes. The Government of India (GoI), in exercise of the powers conferred under the Environment (Protection) Act, 1986, had framed Municipal Solid Wastes (Management and Handling) Rules, 2000 (MSW Rules) to regulate the management and handling of MSW to protect and improve the environment and to prevent health hazards to human beings and other living creatures. As per MSW Rules, every municipal authority is responsible for collection, segregation, storage, transportation, processing and disposal of municipal solid wastes. A Performance Audit on Municipal Solid Waste Management (MSWM) was conducted covering 36 ULBs of ten districts for the period 2011-16. Significant audit observations are as follows: ● City plans were not prepared by the test checked ULBs but for NN Lucknow, NN Kanpur and NPP Sultanpur. Paragraph 2.6.1 ● Waste processing facilities were not sanctioned in 604 ULBs of the State. The facilities were operational in only 1.4 per cent of total ULBs. Out of 36 test checked ULBs, waste processing and disposal facilities was sanctioned only for seven, whereas only three of these were operational. Paragraph 2.6.2 ● Thirty five per cent (` 177.91 crore) of sanctioned cost (` 505.30 crore) of MSW management projects in the State remained unutilised as installation works of 19 MSW processing and disposal facilities were held up due to various reasons.

    PLACES OF INTEREST Bansgaon (Pargana Unaula, Tahsil Bansgaon) The place which is the headquarters of the tahsil of the same name is situated in Lat. 26ē 33' N. and long. 84ē 11'E. at a distance of 22 km. south of Gorakhpur. Bansgaon is built on a rising ground overlooking the Ami valley, which terminates in the wooded ridge that marks the line of the metalled road just before the commencement of the Tucker bandh (embankment). Originally, it is said, the place was occupied by the chauhans, but they were ousted by the Sarnets who still commemorate their conquest by assembling in the month of Asvina to offer sacrifice at the ancient shrine of Devi. Despite its large population Bansgaon is merely a village or rather a collection of villages, for there are really several mauzas with a common site, including Bansgaon urf Shahpur (Badain)Donkhar, Majhgawan, Marutia, Bahidandi, Bedauli, Balua Gopalpur urf Gopalpur and Baklaha, but the average inhabitant is quite content to name them all Bansgaon. The area of the component villages is assessed to a revenue of Rs.3884. The fair of Dasehra is held here on the 10th day of the bright half of Asvina attended by about 4,000 persons. The old tahsil buildings in Baraban (Babain) were abandoned in 1905 and are now used for a dispensary, started in 1907. Now it is a pucca building constructed by Zila Parishad. The new tahsil together with the sub-registrar's office stand a few hundred yards to the south. At a little distance to the east of the tahsil headquarters is an inspection house with a court room for the use of touring officers, erected in 1905.

Dhole1 1Department of Microbiology, Sanjay Gandhi Post Graduate Institute of Medical Sciences, Lucknow; 2Department of Botany, Lucknow University, Lucknow, India ABSTRACT Background & objectives: Japanese encephalitis virus (JEV), a mosquito borne pathogen, is one of the major causes of viral encephalitis in eastern Uttar Pradesh, India. The objective of this work was to evaluate the entomological based virological surveillance of Japanese encephalitis (JE) in the highly endemic area of eastern Uttar Pradesh. Methods: The study was carried out during September 2010 to March 2013 in Gorakhpur district of Uttar Pradesh. A total of 251 adult mosquito pools and 64 water samples containing larvae were collected from the District of Gorakhpur. Water pH, turbidity, and oxygen level were analyzed for vector breeding index (BI). In addition, 393 serum/cerebrospinal fluid (CSF) samples of acute encephalitis syndrome (AES) suspected cases were collected from the district hospital. Results: The various Culex species found included, Cx. quinquefasciatus (26.83%), Cx. vishnui (22.29%), Cx. pseudovishnui (20.73%), Cx. tritaeniorhynchus (12.71%), Cx. whitmorei (9.04%), and Cx. gelidus (8.25%). Highest minimum infection rate (MIR) was calculated for Cx. tritaeniorhynchus (2.32), followed by Cx. vishnui (1.98) and Cx. pseudovishnui (0.71). All the larvae samples were negative for JEV. The mean number larvae of Cx. tritaeniorhynchus and Cx. pseudovishnui was negatively correlated with pH (r = – 0.45 and r = – 0.63) and turbidity (r = – 0.30 and r = – 0.37).

As the census slips are mixed up for the purposes of sorting in one lot for a tehsil or urban tract, collection of data regarding scheduled castes population by moh all as/ward s and villages would have involved enormous labour and expense if sorting of the slips had been taken up afresh. Fortunately, however, a secondary census record, viz. the N ationa! Citizens' Register, in which each slip has been copied, was available. By singular foresight it had been pre­ pared mohalla/ward-wise for urban areas and village-wise for rural areas. The required information has, therefore, been extracted from this record. 2. In (he above circumstances there is a slight difference in the figures of population as arrived at by an earlier sorting of the slips and as now determined by counting from the National Citizens' Register.

    COMMUNICATION TRADE ROUTES AND HIGHWAYS At the opening of the seventeenth century, there were no metalled roads in the district, though the main routes of land travel were clearly defined by avenues of trees and occasional rest-houses, known as serais. The travelers and merchants could pass the night in comfort and comparative security within their walled enclosures. These roads were of beaten earth and connected the district with the adjoining regions. However they were used only in the dry season. The whole district seems to have been traversed by a network of such roads. These roads connected the district with Basti, Faizabad, Azamgarh, Deoria and Ballia. Gorakhpur was a chief garrison town on the north of Ghaghra in the medieval period. Roads which were unmetalled connected it with Bihar and the adjoining areas. To know what transport would be like in the district of the seventeenth century or an earlier period, one may have to picture to oneself trains of ox- coaches (raths) and ox-carts (bahlis) with hammocks attached to the vehicles for carrying fodder for the animals, as well as small luggage, with a posse of horses ridden by middle class people and palanquins (palki) used by the elites or caravans of oxen, ponies and other pack animals laden with goods and flanked by foot-pilots. There were no bridges one the rivers which had to be crossed by means of ferry boats. The carts and wagons were fastened to boats by the wheel and the pole. The oxen and the horses swimming all the while, goods had to be unloaded before the pack-animals were driven into the rivers for negotiating their waters.
