Safety Considerations Safety is a primary consideration for you and our employees. While E-ZPass provides the opportunity to save time, DRPA insists upon your compliance with the posted speed limit in E-ZPass toll lanes. Failure to comply with the speed limit may result in suspension or revocation of your E-ZPass privileges and the issuance of traffic violations.

Please retain this booklet for future reference.

Welcome To The Quick And Easy Way To Pay Tolls Now that you have received your DRPA E-ZPass transponder, you are ready to begin enjoying the convenience of electronic toll payment. Since you don't have to bother with cash, you can ease your way through toll plazas without stopping. You won't even have to roll down your window.

You can use your E-ZPass transponder on DRPA's four bridges or anywhere you see the purple E-ZPass sign. Together, E-ZPass customers help reduce congestion and the resulting air pollution caused by idling engines.

How Your Transponder Works As you slowly pass through the toll plaza, (Fig.1) your E-ZPass transponder emits a silent radio signal. A computer antenna in the toll lane picks up the signal and, in an instant, the system verifies the transponder's information. E-ZPass then calculates the appropriate toll and deducts it from your prepaid account. As you pass through the lane, you will receive a message on the customer feedback sign.

How To Mount Your E-ZPass Transponder

Interior Transponder Mounting Instructions

1. Clean and dry inside your windshield around the rearview mirror.

2. Remove the tape backing from the self-adhesive velcro strips on the back of the transponder.

3. With the E-ZPass transponder label right side up facing you, adhere the transponder inside your car to the upper center portion of your windshield (Fig. 2). Place it behind the rearview mirror at least one inch to the right of the center support of the mirror and at least one inch below the top edge of the windshield, or below the tinted section of glass. (Fig. 3). If there is not enough room, use the alternate location shown in Fig. 4.

Note: Trucks, buses and some passenger vehicles may need exterior-mounted transponders. We have enclosed mounting instructions appropriate for your vehicle.

Exterior Transponder Mounting Instructions

1. Remove the screws holding the top of the license plate to the vehicle.

2. Using those screws, mount the transponder on the license plate aligning the two holes on each end of the transponder. (See Fig. 5)

Note: The transponder must be mounted on top of the license plate.

IMPORTANT! You must mount your E-ZPass transponder. Leaving the transponder on the seat, dashboard, or on the console and then attempting to hold it up to the windshield when passing through the toll lane is not acceptable or safe. • The transponder should not obstruct the driver's line of sight. Do not mount your transponder on the mirror, the visor or the dashboard. • Transponders mounted incorrectly, or not mounted at all, may not transmit signals to the lane equipment. You could receive a toll evasion violation notice. • Please mount the transponder properly. If you need more velcro strips for your other vehicles or have a problem installing your transponder, help is available at DRPA's E-ZPass Service Center. Call 1-888-881-DRPA (3772) for assistance.

Use Of Your Transponder In Other Vehicles

You can transfer transponders among vehicles you have registered on your account. You cannot transfer transponders among different types of vehicles (e.g. passenger vehicles and trucks). The account holder is responsible for all toll charges, regardless of the vehicle used or the driver.

If you use your E-ZPass transponder when towing a trailer or in a vehicle other than the vehicle described in your application, you will be charged the appropriate toll amount. For example, if you use a passenger vehicle transponder while driving a truck, you will be charged the toll appropriate for the truck.

Where To Use Your E-ZPass Transponder

Your transponder is valid at all DRPA bridges and at other bridges, tunnels and highways that display the purple E-ZPass signs.

How To Choose The Correct Lane As You Approach

At each DRPA bridge, purple and white signs over the plaza will help you choose an E-ZPass lane. In addition, DRPA and many other agencies use yellow lights to designate E-ZPass lanes.

What To Expect In A DRPA E-ZPass Lane

As you exit an E-ZPass toll lane at any DRPA bridge, a customer feedback display will signal one of the following messages:

PAID THANK YOU This display indicates a normal transaction. Pass through the toll lane at the posted speed. TOLL UNPAID GO This display indicates your transponder was not read. This means you either do not have a transponder; the transponder was not properly mounted; it is defective or has been reported lost or stolen; or your account is in revoked status. LOW BAL GO This display alerts cash and check customers that it is time to make a deposit. It is first flashed when your account reaches the replenishment point to give you plenty of time to send in your deposit. You will not receive a bill or other notice. When you see this signal, continue through the lane but remember to make your deposit as soon as possible.

Customers with direct debit* or credit card replenishment should not see this signal. If displayed, your account replenishment may be in progress, or there may be a problem with the bank account or credit card charge.

How Your Account Works

Customer Statement You will receive a statement that details all transactions by transponder or license plate number, time of day, location, tolls, payments and other charges. You may not receive a statement if no toll activity or financial transactions occurred during the period. The statement will also include your beginning and ending balance.

If you use direct debit* or credit card replenishment, you will see deposits credited on your E-ZPass statement and your bank or credit card statements. If you replenish your account with check, money order or cash, submit your deposit with the top portion of your statement. You can deposit the amount shown on the statement or more. You may not need to make a deposit for every statement you receive. This is only required when your account drops to the replenishment point. (Refer to "Deposit To Your Account.")

*Direct debit refers to a preauthorized automatic debit from a checking or savings account.

Fees Associated With Your Account There is a monthly administrative fee of $1.00 per account.

Deposit To Your Account You will need to add money to your DRPA E-ZPass account whenever the prepaid toll balance drops to the replenishment point. If you pay by check, money order or cash, the replenishment point is fixed at 50 percent of your replenishment amount. If you have authorized automatic deposit via direct debit or credit card, a replenishment will be made whenever your prepaid toll balance drops to 25 percent of your replenishment amount. If you pay by check, money order or cash, you will be reminded to make a deposit to your account by the “LOW BAL GO” signal as you pass through an E-ZPass lane. You will not receive any other notice that an account deposit is due. Make check(s) payable to “DRPA E-ZPass.” Note your account number or transponder number on the check.

If you use an E-ZPass lane without having funds in your account, you will receive a violation notice via mail. The notice will include a $25 administrative fee per violation plus the cash toll amount. You cannot use an E-ZPass transponder in any DRPA toll lane that does not have the purple E-ZPass sign. If you enter a staffed toll lane — even if you have an E-ZPass transponder — the collector will charge you the cash toll. Periodically, the system will review your toll usage. If you replenish your account via direct debit or credit card and your monthly usage consistently exceeds your replenishment amount, E-ZPass will automatically increase your replenishment amount to match your usage level.

Closing Your Account To close your E-ZPass account, mail or bring your transponder(s) to DRPA's E-ZPass Service Center during office hours. If you mail your transponder*, please enclose a signed statement that you wish to close your account. When your transponder is received in good condition, we will refund your

transponder deposit, if applicable, plus any unused toll balance. If you do not return your transponder(s), or your transponder is returned damaged or defaced, we will charge your account for the cost of the unreturned transponder(s) or damaged or defaced transponder(s) prior to any refund. *DRPA is not responsible until transponder is received at the Service Center. We recommend you send the transponder via certified mail.

Service Center Location The Service Center is at 420 North 6th Street, Camden, NJ, 08102. The building is located at the Bridge Toll Plaza. As you approach the Ben Franklin Bridge from , turn right onto 6th Street just before the toll plaza. The building is on your right. From , take the Ben Franklin Bridge and stay to the far right. At the fork, bear left toward Broadway, then turn right on Broadway. At the 1st light, turn left on Cooper. Proceed to the left onto the overpass (2 gas stations on your right). Make a left onto Linden and a right onto 6th. The building is on your right.

Account Information By calling our toll-free number, 1-888-881-DRPA (3772), you can obtain account information using our automated touchtone phone system 24 hours a day. Simply enter your E-ZPass account number to obtain your up-to-date balance and most recent toll transactions and deposits. If you have questions concerning your account, customer service representatives are available Monday through Friday, 8 a.m. to 6 p.m. (excluding holidays). Please have ready your account number or your transponder number (printed on your transponder). You can find your account number on your statement and other account correspondence.

? Other DRPA E-ZPass Information You should take reasonable precautions to protect your E-ZPass transponder. Remember to lock your car to prevent theft. You may remove the transponder from your vehicle at any time.

Lost, Stolen, Damaged or Defaced Transponders If your transponder is lost or stolen, you must notify the E-ZPass Service Center immediately in person or in writing. If you have more than one transponder, please specify which one was lost or stolen. You can fax your information to (856) 964-9818 or mail it to the E-ZPass Service Center, 420 North 6th Street, Camden, NJ 08102. You will not be charged for tolls incurred after we receive your written authorization to report your transponder lost or stolen. However, you will be charged the cost of the transponder. lf your transponder is damaged or defaced for any reason, return it to us in person or via mail. You will be charged the cost of the transponder. We will deactivate your lost, stolen, damaged or defaced transponder and send you a new one. Your account number will remain the same. A new deposit will not be required. If you have reported your transponder lost or stolen, but later find it, do not use it. Please contact the Service Center.

Defective Transponders You may exchange a defective transponder that is under warranty for a new one at no cost to you. This does not apply if the transponder is damaged, defaced or shows signs of other abuse.

Violations A video enforcement system detects and identifies vehicles without E-ZPass transponders that use E-ZPass lanes. The same system identifies E-ZPass customers with insufficient account balances. These violations may be subject to fines, administrative fees and/or processing through the local courts.

Speed Enforcement E-ZPass customers who do not comply with the posted speed limit are identified. Failure to comply may result in suspension or revocation of your E-ZPass privileges and toll discounts.

Frequently Asked Q&A Questions

How do I know my transponder is working? When you see the PAID THANK YOU message on the customer feedback display, your transponder is working correctly.

What if I receive some other message on the customer feedback display? At DRPA bridges, don't stop*. Just proceed through the lane. Once at a safe place, make sure you have your transponder mounted correctly. If everything seems to be in place, call 1-888-881-DRPA (3772) to report the problem at your earliest convenience.

What if I forget my transponder? If you are in a staffed lane, pay the toll in cash. If you are in an E-ZPass lane, DO NOT STOP; continue through. If the vehicle you are driving is registered on your E-ZPass account, you will see the transaction listed on your statement as a "violation toll" charge.

What if I get into a lane that is not equipped with E-ZPass? Pay the toll in cash.

What if I forget to make a deposit or my balance reaches zero? Call 1-888-881-DRPA (3772) to check your balance. If your balance has fallen to a level that will cause violations, you can make a cash deposit at DRPA's E-ZPass Service Center or stop using your transponder until a mailed deposit is posted to your account. If you intend to pay cash in a staffed lane, either leave the transponder home or put it in a foil pouch. You will not receive the E-ZPass discount. You can obtain a pouch at no cost by contacting DRPA's E-ZPass Service Center.

If you use your E-ZPass transponder in an E-ZPass lane without having enough money in your account, you will be mailed a violation notice. The notice will include a $25 administrative fee per violation plus the cash toll amount. To avoid this, we recommend you choose preauthorized automatic replenishment via direct debit or credit card.

What if I'm towing a trailer or camper? E-ZPass will charge your account the appropriate toll for the vehicle size and axle count.

How do I change my replenishment method or vehicles on my account? Call DRPA's E-ZPass Service Center.Any information requested must be made by the account holder only. If you wish to switch to direct debit or credit card payment, send your request in writing. You can download an E-ZPass Account Change Request form at www.drpa.org. Fill out the form, sign and fax it to the Service Center at (856) 964-9818. For direct debit, include this

information: account owner(s), today's date, account number, financial institution and ABA number (obtain this from your financial institution). Please note whether this is a checking or savings account. For credit cards include your card number, expiration date and signature.

Are there any times I shouldn't use my transponder? If you have reported your transponder lost or stolen, but later find it, call DRPA's E-ZPass Service Center before attempting to use your transponder. Do not use your transponder if your account has been revoked. Remove the transponder from your vehicle and pay the toll in cash.

Please Note: If your transponder is mounted correctly and you see five or more "violation toll" charges on your statement, your transponder may be defective. Please contact the Service Center at 1-888-881-DRPA (3772).

LICENSE AGREEMENT

This License Agreement, together with your application, constitutes your Port Authority (DRPA) E-ZPass Agreement which is intended to be legally binding. Please read this document carefully and keep it for your records. When you open an account, you agree as follows:

1. E-ZPass TRANSPONDER USE - a. DRPA warrants transponders against defects for a period of five years from the date of distribution to you. DRPA is not responsible for lost, stolen, damaged or defaced transponders. b. You agree to correctly mount, display and use the E-ZPass transponder in accordance with the instructions provided by the DRPA E-ZPass Service Center. Do not mount the E-ZPass transponder in any location that could interfere with your visibility or ability to operate your vehicle. Failure to mount the E-ZPass transponder correctly may hinder toll collection and may subject you to a fine and forfeiture of the E-ZPass transponder. You agree to use the E-ZPass transponder only on vehicle(s) specified on your application. You agree to contact the E-ZPass Service Center in advance to report any changes pertaining to your account. In the event that you fail to contact the E-ZPass Service Center to add or change any vehicle or payment information specified on the application, you agree to hereby authorize the DRPA to charge your account for all toll transactions it later confirms are involved with vehicles owned, operated or registered to you, including any administrative or collection fees. c. A vehicle with an E-ZPass transponder must pass through the toll lane at the posted speed limit. d. A vehicle with an E-ZPass transponder should use only toll lanes marked with an E-ZPass sign. If you use a toll lane marked "Cash Only," the collector is required to collect the cash toll. Your E-ZPass account will not be charged for this transaction. e. If you see "Toll Unpaid Go" it means your transponder was not read. You must immediately contact the Service Center when this occurs.

2. DEFECTIVE, DAMAGED, DEFACED OR LOST/STOLEN TRANSPONDERS - a. Transponders found to be defective and under warranty by DRPA will be replaced at no cost provided the transponder does not show damage, abuse or misuse. Call the Service Center for instructions. b. Any transponders not returned to DRPA under warranty replacement programs will be charged to the customer’s account. c. You are responsible for the cost of replacing lost, stolen, damaged or defaced transponders. d. Report lost or stolen transponders immediately to DRPA's E-ZPass Service Center.You are responsible for charges incurred by a lost or stolen tag until DRPA's E-ZPass Service Center receives your written notification reporting such transponder lost or stolen. e. Use of a lost or stolen transponder by a vehicle initially registered to your account may result in one or more of the following: (1) processing of the transaction as toll evasion, or (2) the toll being charged to the account.

3. YOUR ACCOUNT - Your E-ZPass Account consists of the following: a. Prepaid Toll. You maintain a prepaid toll account with us to cover applicable toll charges. Tolls are deducted from your account each time the E-ZPass transponder is used. We will also deduct returned check fees, violation fees, administrative fees and any other charges or fees incurred as a result of your use or abuse of the E-ZPass system as hereinafter provided in section 8 as per this Agreement. b. Account Balances. No interest will be paid to you on balances in your account. c. Replenishment Amount. Periodically, DRPA's E-ZPass Service Center will review your toll usage. If your monthly activity consistently exceeds your replenishment amount, your replenishment amount will be increased accordingly. d. Replenishment Point. The replenishment point is fixed at 50 percent of your replenishment amount if you pay by check or cash. The replenishment point is fixed at 25 percent of your replenishment amount if you pay by Direct Debit or credit card. If you reach the replenishment point, you will see a “Low Balance" signal in the E-ZPass lane. e. Administrative Fee. There is a monthly administrative fee of $1 per account. 14 E-ZPass Guidebook

4. ACCOUNT STATUS - You will receive a statement for all months in which there is financial activity. You may call 1-888-881-DRPA (3772) any time to obtain your account balance.

5. PAYMENTS - a. Required Payment. You must pay a minimum prepaid toll amount sufficient to pay estimated tolls for at least a one-and-one-half month period (minimum initial account balance of $25). b. Method of Payment. Account replenishment must occur when your prepaid toll amount decreases to or below the replenishment point for your account. c. You can replenish your DRPA account in one of the following ways - (1) You can authorize DRPA to automatically charge your checking or savings account (i.e., direct debit) for your replenishment amount. If choosing this option, you must initially fund your account using cash, check, money order or credit card. (2) You can authorize DRPA to charge your credit card automatically. Under this option, we will replenish your prepaid toll account balance by automatically charging the replenishment amount to your credit card whenever your account reaches the replenishment point. You are required to notify the DRPA E-ZPass Service Center of any changes to your credit card. (3) Checks or money orders should be made payable to “DRPA E-ZPass.” (4) Cash payments must be made in U.S. dollars at the E-ZPass Service Center. DO NOT SEND CASH BY MAIL. d. Payments returned unpaid by your financial institution. We will charge a $30 fee for each check returned to us unpaid by your bank. Declined direct debit or credit card will result in your account being converted to cash replenishment and a $10 per tag deposit being charged to your account.

6. ASSIGNMENT OR TRANSFER - You may not assign or transfer the obligations or benefits of this agreement.

7. ACCOUNT BALANCE AND VEHICLE SPEED VIOLATIONS - a. Account Balance Violation - If you proceed through an E-ZPass lane and your account balance is $0 or less, you are in violation of this Agreement and you will be subject to an administrative fee of $25 per violation in addition to the full cash toll. b. Vehicle Speed Violation - DRPA will monitor and enforce vehicle speed. DRPA may suspend and/or revoke your E-ZPass account if there is a violation of the speed policy, in addition to prosecuting motor vehicle code violations.

8. MODIFICATIONS - DRPA may change the terms and conditions of this Agreement at any time by advance written notice. You agree to new terms and conditions when you use your transponder subsequent to their effective date. The invalidity of any term or condition of this Agreement shall not affect the other terms and conditions of this Agreement, which shall remain in full force and effect. You agree to inform us of any changes to the information provided by you in your E-ZPass Application, such as your: Address Direct Debit account information License plate Credit card and expiration date Vehicle information

9. COMPLIANCE WITH AGREEMENT, GOVERNING LAWS, REGULATIONS, SIGNS, SIGNALS AND DIRECTIONS - This Agreement shall be governed by and construed in accordance with the laws of and New Jersey. You agree to comply with all applicable traffic laws, regulations, signs, signals, and directions of toll collectors or law enforcement officers. Failure to comply with this Agreement may result in termination of your account. Failure to pay tolls may result in additional penalties provided by law.

10. TERMINATION OR CANCELLATION - You may cancel transponder privileges in writing or by coming into DRPA's E-ZPass Service Center.You are responsible for the return of the transponder(s). Upon return of undamaged transponder(s), DRPA will refund your account balance and transponder deposit to you. DRPA will deduct all outstanding charges prior to refund.

11. Collection Expenses - You agree to pay all costs, including reasonable attorneys' fees, incurred by DRPA to collect any monies due DRPA under the terms of this Agreement.

12. Disclaimer - By accepting the transponders requested, you agree that DRPA has no obligation or liability whatsoever to you for the transponders issued after they are received by you, except as specifically provided herein. Your acceptance also indicates your agreement to indemnify DRPA and hold DRPA harmless from and against any and all damage, loss, cost, expense, or liability relating to, arising from, or as a result of the use or performance of the transponders. You agree to hold harmless and indemnify DRPA from any claim resulting from the installation, use or invalidation of this transponder.

13. Inquiries and Correspondence - All correspondence, payments, transponder returns or bill inquiries must be sent to DRPA at the following address unless DRPA informs you otherwise.

Vehicles Needing Exterior Mounted Transponders The interior windshield mounted E-ZPass transponder is compatible with most vehicles. However, some vehicles may be equipped with special windshields that contain metal. These windshields can prevent proper reading of your E-ZPass interior transponder. Customers with these windshields can obtain exterior license plate mounted transponders. If you are unsure about whether you have one of these windshields, contact the dealer where you purchased your vehicle. If you need an exterior mounted transponder or if you have further questions, please contact DRPA's E-ZPass Service Center.

Passenger Vehicle Tolls at DRPA Bridges

Passenger Vehicle Toll...... $3.00 E-ZPass Commuter Discount After your DRPA E-ZPass transponder goes through a DRPA facility (Ben Franklin, Betsy Ross, Walt Whitman and Commodore Barry Bridges)* 18 times in a calendar month, we credit $18 to your account. The discount is based on 18 trips per transponder, not per account. (This credit applies to 2-axle vehicles only. Towing a vehicle disqualifies credit.)

Motorcycles (paid in cash)...... $2.00 Motorcycles using an E-ZPass transponder will be charged $3.00.

*Revoked accounts or accounts with insufficient funds are not eligible
