    Article CASTE: A Global Journal on Social Exclusion Vol. 1, No. 1, pp. 51–70 February 2020 brandeis.edu/j-caste ISSN 2639-4928 DOI: 10.26812/caste.v1i1.145 Nationalism, Caste-Blindness, and the Continuing Problems of War-Displaced Panchamars in Post-War Jaffna Society Kalinga Tudor Silva1 Abstract More than a decade after the end of the 26-year old LTTE—led civil war in Sri Lanka, a particular section of the Jaffna society continues to stay as Internally Displaced People (IDP). This paper tries to unravel why some low caste groups have failed to end their displacement and move out of the camps while everybody else has moved on to become a settled population regardless of the limitations they experience in the post-war era. Using both quantitative and qualitative data from the affected communities the paper argues that ethnic-biases and ‘caste-blindness’ of state policies, as well as Sinhala and Tamil politicians largely informed by rival nationalist perspectives are among the underlying causes of the prolonged IDP problem in the Jaffna Peninsula. In search of an appropriate solution to the intractable IDP problem, the author calls for an increased participation of these subaltern caste groups in political decision making and policy dialogues, release of land in high security zones for the affected IDPs wherever possible, and provision of adequate incentives for remaining people to move to alternative locations arranged by the state in consultation with IDPs themselves and members of neighbouring communities where they cannot be relocated at their original sites.     BASIC POPULATION INFORMATION ON JAFFNA DISTRICT – 2007 Preliminary Report Based on Special Enumeration – 2007 Department of Census and Statistics June 2008 Foreword The Department of Census and Statistics (DCS), carried out a special enumeration in Eastern province and in Jaffna district in Northern province. The objective of this enumeration is to provide the necessary basic information needed to formulate development programmes and relief activities for the people. This preliminary publication for Jaffna district has been compiled from the reports obtained from the District based on summaries prepared by enumerators and supervisors. A final detailed publication will be disseminated after the computer processing of questionnaires. This preliminary release gives some basic information for Jaffna district, such as population by divisional secretary’s division, urban/rural population, sex, age (under 18 years and 18 years and over) and ethnicity. Data on displaced persons due to conflict or tsunami are also included. Some important information which is useful for regional level planning purposes are given by Grama Niladhari Divisions. This enumeration is based on the usual residents of households in the district. These figures should be regarded as provisional. I wish to express my sincere thanks to the staff of the department and all other government officials and others who worked with dedication and diligence for the successful completion of the enumeration.     International Journal of Science and Research (IJSR) ISSN (Online): 2319-7064 Index Copernicus Value (2015): 78.96 | Impact Factor (2015): 6.391 Comparison of Socio-Economic Status of Fishers in Karainagar, Point Pedro and Mathagal Village, Jaffna Vithursha Tharmakokilam1, Sivashanthini Kuganathan2, Gunaalan Kuddithamby3 Department of Fisheries Science, University of Jaffna, Sri Lanka Abstract: The study focused on the comparison of socio-economic status of fishermen living in Karainagar, Point Pedro and Mathagal village, Jaffnafor a period of six months from September 2015 to February 2016.Data were collected from randomly selected 100 fishermen through structured questionnaire, interview and observation. Descriptive analysis of the direct social demography was done by using excel. The outcome of the study revealed that all fishermen were Catholics and Sri Lankan Tamils. Fishermen venture into sea, is aging between 44 -56 years and with primary education (70 %). The sex demography of communities explicit that in Point Pedro and Mathagal,men were higher in percentage (53.47%, 54.81%), while in Karainagar,women were higher in percentage (53.33%). Most of the houses in Karainagar and Point Pedro were good in condition. In general smoking, betel chewing and use of liquor were the common habits among all the adult fishermen. Active fishermen at Point Pedro and Mathagal were 90%, but 86% in Karainagar; having a mean income of LKR respectively Rs.35 000, Rs.51 250 and Rs.43 476.Income levels depended on the type of fishing method and effort.     TSUNAMI ON 26 DECEMBER 2004: SPATIAL DISTRIBUTION OF TSUNAMI HEIGHT AND THE EXTENT OF INUNDATION IN SRI LANKA Janaka J. Wijetunge Department of Civil Engineering, University of Peradeniya, Peradeniya 20400, Sri Lanka (e-mail: [email protected]) ABSTRACT This paper examines the impact of the massive tsunami of 26 December 2004 on Sri Lanka by tracing the tsunami height, the extent of inundation and the level of damage along the affected coastal belt. The results of an extensive field survey that was carried out in the east, south and west coasts to record the evidence of water levels left behind by the tsunami clearly indicate non- uniform spatial distribution of inundation along the affected coastline of the country. The tsunami inundation had been significantly greater for most parts of the east and the south-east coastal areas than the south, south-west and the west coasts of Sri Lanka. The results also indicate the possible influence of the coastal geomorphology on the extent of inundation. On the other hand, the measurements suggest maximum tsunami heights of 3 m – 7 m along the east coast, 3 m – 11 m on the south coast, and 1.5 m – 6 m on the west coast.
