Four Congressional committees participated in advancing this legislation, which provides a 12-point plan for improving the nutrition programs serving low-income Americans. The committees heard testimony from 16 witnesses who are recipients or providers of hunger programs. Areas of concern, and suggestions for program improvement were the following: (1) rising employment as a factor in program growth; (2) unrealistic expectations of the food stamp program; (3) cutbacks in federal funds for programs; (4) reevaluation and upgrading the Breakfast Program in schools; (5) adjusting eligibility requirements to allow more people to participate in the programs; (6) elimination of barriers of paperwork and scheduling which keep applicants out, or make recipients ineligible; and (7) use of the political power and the will of Congress to end hunger through the United States Department of Agriculture. Kean was born on April 21, 1935. Kean received his B.A. degree from Princeton University and his M.A. from Columbia University Teachers College. He taught private school in Massachusetts before entering politics. Kean was a member of the New Jersey Assembly from1968-1977. He was elected governor of New Jersey in 1982. As Governor, Kean was rated among America's five most effective state leaders by Newsweek magazine; noted for tax cuts that spurred 750,000 new jobs; a federally replicated welfare reform program; landmark environmental policies, and over 30 education reforms.

INTRODUCTION The plight of the homeless is one of the most vexing social problems con- fronting policy makers in this country. So pervasive is this problem that it touched the 1984 presidential election, and prompted the incumbent president to make a promise concerning the establishment of a model facility for the homeless in Washington, D.C., a promise that became the subject of legal action in 1985.' Had the social problem of the homeless emerged publicly in the decade of the sixties, undoubtedly it would have been handled by President Lyndon John- son's "Great Society" and "War on Poverty," and perhaps even resolved in large measure by funding through programs such as Model Cities. Moreover, the plight of the homeless certainly would have captured the imagination and commanded the legal talents of dedicated poverty lawyers who were determined to establish a constitutional right to life, including the basics of human existence: food, shelter, and even medical care.

As a result, the actual “work” of the office quite frequently took place outside the confines of the White House. The Directors of the office, Steven Studdert, William Henkel, and James Hooley, spent a considerable time in the field, particularly in support of international travel. Activities within this office centered round the “trip desk,” which was the coordinating point for trips and events, as well as other activities such as site surveys conducted independently of specific trips. The trip desk provided a method to accumulate all related material. Records related to each trip/event were gathered during and after the activity and filed at the trip desk.

America Coverage By Tonya Graham Assistant Campus Editor Wearing scarves, helmets and brown paper bags to cover their faces, approximately 80 UCSB students and Santa Barbara area residents protested Saturday against what they see as unfair coverage of Central American issues and events by the Santa Barbara News- Press. “ We’re here to protest because we’re sick of the media controlling what we hear when it isn’t correct,” said one UCSB student who asked not to be identified. “ If people knew what was going on in Central America, they would do something.” Gathering at the News-Press offices at De La Guerra Plaza in downtown Santa Barbara at about noon, the protesters began with chants to gather support. “ Stop the News-Press or we’ll press to stop the new s... we will not read your lies,” members of the the group said as passers-by looked on.     in sid e paged Francisco Torres Resident Slashed Critical Reports Focus of UCSB Faculty Meeting Senate to Review Chancellor Expenditures and Leadership By Steven Eber Campus Editor One of the most important UCSB Academic Senate meetings in recent years will convene this afternoon as faculty members discuss several critical reports on Chancellor Robert Huttenback and vote whether to hold confidence polls in the chancellor and key senate leaders. Huttenback said he may not attend the special 3:15 p.m. meeting in the Snidecor Hall Main Theater because of his perception of its content. The chancellor declined to comment on any charges released in three senate reports that examine and evaluate his abilities to manage the university. The reports focus on many topics including the senate/administration relationship, known as shared governance, the chancellor’s commitment to long-term academic planning, use of discretionary funds and a proposed $160-million cogeneration facility.
