Prologue Dear readers, this is the Proceedings of papers that were presented at the 4th International Scientific conference “Development and Administration of Border Areas of the Czech Republic and Poland - Support for Sustainable Development” (RASPO) organized by the Department of Public Economics, Faculty of Economics of the VŠB - Technical University of Ostrava. The Scientific Conference RASPO was organized on June 17-18, 2021. Due to the COVID-19 pandemic, this year's conference took place virtually. This year's RASPO conference was funded by project No. CZ.11.3.119 / 0.0 / 0.0 / 16_013 / 0001981 "Development of competencies and improvement of the employability of university students in the labor market in the field of public sector services" (Program Interreg V-A Czech Republic-Poland). The conference RASPO traditionally responds to common issues of the Czech-Polish border and the most discussed topics usually include Economic and social challenges of sustainable development, Economics and public services at the local level, Sustainable public administration and cross-border cooperation, Culture and Tourism, Public ans bussiness transport and Ecology and efficient waste management. Academics and students from Czech and Polish universities shared their professional experience and scientific research in real time. Many topics included the COVID-19 pandemic problem. This Proceedings of the RASPO 2021 conference include the peer- reviewed papers that have been successful in the review procedure and were approved by the Scientific Committee for publication. Ostrava, June 2021 Iveta Vrabková Head of the Department of Public Economics Faculty of Economics VŠB – TUO Prologue in Czech Vážení čtenáři, máte v rukou sborník příspěvků, které byly prezentovány na 4. mezinárodní vědecké konferenci „Rozvoj a správa příhraničních oblastí České republiky a Polska - podpora udržitelného rozvoje“ (RASPO) pořádané Katedrou veřejné ekonomiky, Ekonomické fakulty VŠB - Technické univerzity Ostrava. Vědecká konference RASPO se konala 17.-18. června 2021. Z důvodů pandemie COVID-19 proběhla letošní konference virtuálně (online). Konference RASPO byla financována z projektu č. CZ.11.3.119 / 0.0 / 0.0 / 16_013 / 0001981 "Rozvoj kompetencí a zlepšení uplatnitelnosti vysokoškolských studentů na trhu práce v oblasti služeb veřejného sektoru“ (Program Interreg V-A Česká republika-Polsko). Konference RASPO tradičně reaguje na specifické problémy česko-polského pohraničí týkající se ekonomického a sociálního rozvoje příhraničních regiónů. Letošní témata konference RASPO řešily ekonomiku a veřejné služby na místní úrovni, udržitelnou veřejnou správu, přeshraniční spolupráci, kulturu a cestovní ruch, veřejnost a podnikání, dopravu a ekologii či efektivní nakládání s odpady. Nutno podtrhnout, že mnoho témat zahrnovalo pandemickou problematiku týkající se COVID-19. Své odborné názory sdíleli a diskutovali nejen akademici, ale také studenti, z českých a polských univerzit. Závěrem je potřebné zdůraznit, že tento sborník z konference RASPO 2021 obsahuje recenzované příspěvky úspěšné z hlediska recenzního řízení a následně schváleny vědeckým výborem ke zveřejnění. Konferencja naukowa RASPO odbyła się od 17 do 18 czerwca 2021 roku. W związku z pandemią COVID-19 tegoroczna konferencja odbyła się wirtualnie (online). Konferencja RASPO została sfinansowana z projektu nr CZ.11.3.119/0.0/0.0/16_013/0001981 „Rozwój kompetencji i podnoszenie szans studentów uczelni wyższych na rynku pracy w zakresie usług sektora publicznego” (Program Interreg VA Republika Czeska-Polska). Konferencja RASPO tradycyjnie odpowiada na specyficzne problemy pogranicza czesko- polskiego dotyczące rozwoju gospodarczego i społecznego regionów przygranicznych. Tegoroczny temat konferencji RASPO dotyczył gospodarki i usług publicznych na poziomie lokalnym, zrównoważonej administracji publicznej, współpracy transgranicznej, kultury i turystyki, społeczeństwa i biznesu, transportu i ekologii oraz efektywnej gospodarki odpadami. Należy podkreślić, że wiele tematów obejmowało kwestie pandemii COVID-19. Swoimi opiniami zawodowymi dzielili się i dyskutowali nie tylko naukowcy, ale także studenci z czeskich i polskich uczelni. Podsumowując, należy podkreślić, że w niniejszym materiale z konferencji RASPO 2021 znajdują się artykuły, który zostały pozytywnie rozpatrzone w procesie recenzowania, a następnie zatwierdzone do publikacji przez konferencyjny komitet naukowy. It provides the results of an assessment of almost 300 systems for the public disclosure of the beneficiaries of the common agricultural policy (CAP) and cohesion policy. Moreover, it provides the preliminary results for the analysis of about 10 million beneficiaries of the CAP in 2018 and 2019 and more than 500 000 projects receiving cohesion funds between 2014 and 2020. Finally, it assesses the barriers to more data transparency and the possibilities to enhance the transparency. NOTE: This is a pre-release version of the study. THE SELECTED ASPECTS OF STRATEGIC MANAGEMENT IN THE CITY DIVIDED BY THE BORDER IN THE CONTEXT OF THE DEVELOPMENT OF THE CROSS-BORDER MARKET OF CULTURAL SERVICES Dacko-Pikiewicz Z. * Abstract: The article is of research nature. The analysis of strategic documents of the city of Cieszyn-Český Těšín divided by the state border, as well as individual in-depth interviews with the directors of all local government cultural institutions in this city allowed for the identification of opportunities for further development of the common Polish-Czech cross-border market of cultural services. The research conducted proves that despite the dynamically developing Polish-Czech cross-border cooperation in the field of culture, there are still no mentions in the strategic documents pointing directly to the need to intensify common Polish-Czech cultural activities, and thus indicating the need to develop the cross-border market of cultural services. Therefore, by following the interview results, actions in the area of strategic management were specified, which could significantly contribute to the so-called "blurring of the border" and the development of this market in the city of Cieszyn-Český Těšín. The recommendations may be useful not only for the authorities of the city of Cieszyn-Český Těšín, but also for decision-makers and cultural managers of other European cities in the Schengen area that are divided by the state border.     Gwary Dziś – vol. 13 – 2020, pp. 43–63 DOI 10.14746/gd.2020.13.3 ISSN 1898-9276 Jerzy Sierociuk Adam Mickiewicz University in Poznań Institute of Polish Philology ORCID: 0000-0001-9069-6117; e-mail: [email protected] A centennial of dialectology in Poznań Abstract: This article presents the most relevant information on the history of dialectological research in Poznań and its context, the academic achievements of the Poznań University enjoyed in cooperation with the Poznań Society for the Advancement of Arts and Sciences. The two institutions have greatly contributed to the development of Polish studies including dialectology. The presented information pertains chiefly to the relatively unknown accomplishments of the dialectology team, for example a phonographic archive containing recordings of utterances of informants born in the second half of the 19th century (the oldest interlocutor was born in 1855). Together with contemporary recordings, the collection contains approximately 3,700 hours of rural speech. The entire archive is available in a digital version. The text is supplemented with information about the history of Poznań dialectology and the contemporary activities of the team of the Dialectology Workshop at the Poznań University, mainly lexicographic works. Key words: history of dialectology in Poznań, Polish studies at the AMU, Poznań Society for the Advancement of Arts and Sciences, lexicography of Wielkopolska dialects. Abstrakt: Sto lat dialektologii w Poznaniu. W artykule przedstawione są najważniejsze informacje dotyczące historii badań dialektologicznych w Poznaniu. Podano też istotne dane, szkicując kontekst tych działań – działalność naukowa Uniwersytetu Poznańskiego ściśle powiązana jest z Poznańskim To- wa rzystwem Przyjaciół Nauk. Te dwie instytucje naukowe mają wielkie zasługi w rozwoju studiów polonistycznych, a w tym dialektologii.

    Tourist attractions Opole Silesia is an attractive region for every tourist and hiker. Due to its geographical location, it has long been a place of intersecting roads and trade routes. Historical factors have likewise made it a region open to migration and colonisation, as well as a place of asylum for religious refugees. In consequence, it has become a territory in which various cultures have mingled, in particular Polish, German, and Czech. Traces of these cultures and their transformations can be found in the architecture, handicraft and folklore of the region. The cultural heritage of Opole Silesia consists of architectural, folkloric, and natural wealth. Treasures of material culture – palaces, churches (including wooden ones), chapels, monuments, and technological monuments – often appear closely connected with the natural world. Parks, gardens, arboreta, zoological gardens and fishponds once were established in the close vicinity of palaces. Churches and chapels were accompanied with melliferous lime trees, which are now under protection. Sculptures of St. John Nepomucen once adorned bridges, rivers, or crossroads. Apart from an impressive number of man-made monuments, Opole Silesia also has natural monuments of exceptional value. In this respect, it belongs to the most important regions in Poland. There are many rare and endangered plant and animal species, unusual fossils, as well as numerous forms of inanimate nature, such as rivers picturesquely meandering in their natural river beds, springs, caves and the occasional boulder. The most valuable natural areas and objects are protected in landscape parks and nature reserves. Conditions for the development of tourism can be described, among 14 others using aggregated synthetic indicators. The purpose of the work is to analyze the 15 attractiveness of the tourist and recreational space of the Bielsko County (Silesian Voivodeship, 16 Poland). 17 Design/methodology/approach: The research area was chosen because of its tourist potential 18 and location in a region with exceptional natural and cultural values. The research used 19 multidimensional comparative analysis, synthetic measures method, and questionnaire form. 20 Findings: It has been shown that in the adopted research model, the most attractive tourist 21 destination is the commune of Szczyrk, and the most attractive investment is the urban-rural 22 commune of Czechowice-Dziedzice.
