ISIDRO Member, PCL Federation President RESOLUTION NO. 108 SERIES OF 2014 A RESOLUTION SEEKING FOR/ENDORSING THE CONVERSION OF THE PROVINCIAL ROAD LINKING THE MUNICIPALITY OF SAN GUILLERMO TO THE MAHARLIKA NATIONAL HI-WAY, PASSING THROUGH THE MUNICIPALITIES OF ALICIA, ANGADANAN AND BARANGAY RIZAL, SAN GUILLERMO, ISABELA INTO A NATIONAL ROAD AUTHORS: HON. ALEJANDRO Board Member, 3rd District-Isabela WHEREAS, the Road Network, about 18.5 kilometers, linking the Poblacion of the Municipality of San Guillermo, Isabela to the Maharlika National Hi-way, passing through the Municipalities of Alicia and Angadanan, Isabela, is presently classified as a Provincial Road; WHEREAS, the road, about 20 kilometers, from Poblacion, San Guillermo, Isabela up to Barangay Rizal, San Guillermo, Isabela, is a road merely made of mixed gravel and thus, can only be traversed by car during the dry season; WHEREAS, in order to create a concrete road network linking the Municipalities of San Guillermo, particularly its farthest Barangay Rizal, Angadanan and Alicia, Isabela with Central Isabela and the National Hi-way, and likewise to ensure Res. No. 108-2014 Page 2 of 2 ________________________________________________________________________________________________ ______ A RESOLUTION SEEKING FOR/ENDORSING THE CONVERSION OF THE PROVINCIAL ROAD LINKING THE MUNICIPALITY OF SAN GUILLERMO TO THE MAHARLIKA NATIONAL HI-WAY, PASSING THROUGH THE MUNICIPALITIES OF ALICIA, ANGADANAN AND BARANGAY RIZAL, SAN GUILLERMO, ISABELA INTO A NATIONAL ROAD _________________________________________________________________________________________________________________ that the barangays of these three Municipalities located at the foot of the Sierra Madre Mountain ranges in the eastern side of the Province of Isabela, could easily be reached by land, particularly during disasters and natural calamities, there now exists the need to convert the road network linking the Municipality of San Guillermo to the Maharlika National Hi-way, passing through the Municipalities of Alicia, Angadanan, and Barangay Rizal, San Guillermo, Isabela, into a National Road that could be improved and maintained through funds from the National Government, thereby ensuring the continuous economic development of the area, by the promotion of Agriculture, Commerce, Trading and Eco-Tourism; WHEREFORE, premises considered and on the motion of Hon. RANDOLPH JOSEPH P. ARREOLA, Board Member, 3rd District-Isabela, duly seconded, this August Body- RESOLVED AS IT IS HEREBY RESOLVED: TO SEEK AND ENDORSE THE CONVERSION OF THE PROVINCIAL ROAD LINKING THE MUNICIPALITY OF SAN GUILLERMO TO THE MAHARLIKA NATIONAL HI-WAY, PASSING THROUGH THE MUNICIPALITIES OF ALICIA, ANGADANAN AND BARANGAY RIZAL, SAN GUILLERMO, ISABELA INTO A NATIONAL ROAD; RESOLVED FINALLY, that this Resolution be addressed to the Hon. Senator Ferdinand R. Marcos, Senate Committee Chairman for the Committee on Public Works and Highways, and Hon. Cong. Ronald M. The bulk of studies on community-conserved areas in the Philippines focuses on marine protected areas (MPAs), and largely leaves out the –at least- equally important freshwater areas. This thesis addresses the question of effectiveness in community-conserved freshwater areas. Six to eight years after the establishment of 10 different community-conserved fish sanctuaries in the municipality of San Mariano, Isabela province, the question ‘does it work?’ has driven a three-month evaluative research in 10 different barangays (villages). Based on community perceptions of success and the evaluation of management processes, this report analyses to what extent the fish sanctuaries in San Mariano have the potential to contribute to biodiversity conservation and poverty reduction in its widest definition. Both a qualitative and quantitative analysis show that social and political context-factors are the most important ones for effective fish sanctuaries: a strong political will from barangay leaders to be involved with the fish sanctuary and clear communication to community residents are keystones for increased chances of success. Although fish in San Mariano is usually valued as a ‘casual catch’ - meaning that the practice of fishing is considered additional to farming -, community perceptions about the effectiveness of the fish sanctuaries are positive.

ABSTRACT Purpose - The study determined the key production area, farming practices, average production volume, marketing channels, and marketing practices of pineapple farmers in Isabela, Philippines. Methodology- Primary and secondary data were used. Through multistage sampling, eighty -four pineapple farmers were chosen to be the respondents as they answered closed and open- ended questions. Findings- Municipalities with pineapple farms are Echague, San Guillermo, Sto. Tomas, Jones, and Angadanan. Pineapple farmers fertilized their farm and covered the fruit with hay to protect it from the sun. Their average production volume was about 23,588 pieces per cropping. The four intermediaries in the channel were canvassers, traders, processors, and retailers. Their marketing practices involved their reasons for choosing the type of buyers, basis in determining the quality of fruit, reasons for product rejection, price monitoring, and negotiation. Conclusion- Most farmers did not have the capacity of marketing their produce.
