HUMAN RIGHTS WATCH Human Rights Watch conducts regular, systematic investigations of human rights abuses in some seventy countries around the world. It addresses the human rights practices of governments of all political stripes, of all geopolitical alignments, and of all ethnic and religious persuasions. In internal wars it documents violations by both governments and rebel groups. It also lifted the curtain which had hidden the true extent of the humanitarian crisis in the country, and triggered movements on an unprecedented scale of the most vulnerable population groups, IDPs and spontaneously returning refugees. According to Government and OCHA figures, up to 3.800.000 people have moved in Angola since the ceasefire, including 50.000 (UNHCR) refugees who have been repatriated in an organised manner and up to 150.000 who have spontaneously returned from neighbouring countries. Humanitarian partners in Angola estimate that 70% of the returns have taken place without any form of assistance from local authorities or humanitarian organisations to areas where the minimum conditions for resettlement were not in place. Tackling this situation has been the major challenge for humanitarian partners since mid-2003, when the nutritional crisis in the country was generally judged to be over, and the post-conflict transition phase to have begun. In spite of this stabilisation, the food security situation remains critical in many areas where vulnerable local and returnee populations have only been able to plant once, or not at all, since the ceasefire.

Graham OLIVER and Rudo VON COSEL Abstract. — Five species of Noetiidae are described from tropical West Africa, defined here as between 23° N and 17°S. The Noetiidae are represented by five genera, and four new taxa are introduced : Stenocista n. gen., erected for Area gambiensis Reeve; Sheldonella minutalis n. sp., Striarca lactea scoliosa n. subsp. and Striarca lactea epetrima n. subsp. Striarca lactea shows considerable variation within species. Ecological factors and geographical clines are invoked to explain some of this variation but local genetic isolation could not be excluded. The relationships of the shallow water West African noetiid species are analysed and compared to the faunas of the Mediterranean, Caribbean, Panamic and Indo- Pacific regions. Stenocista is the only genus endemic to West Africa. A general discussion on the relationships of all the shallow water West African Arcoidea is presented. The level of generic endemism is low and there is clear evidence of circumtropical patterns of similarity between species. The greatest affinity is with the Indo-Pacific but this pattern is not consistent between subfamilies. Notably the Anadarinae have greatest similarity to the Panamic faunal province.     Introduction The cover image of a wire-and-bead-art radio embodies some of this book’s key themes. I purchased this radio on tourist-thronged Seventh Street in the Melville neighborhood of Johannesburg. The artist, Jonah, was an im- migrant who fled the authoritarianism and economic collapse in his home country of Zimbabwe. The technology is stripped down and simple. It is also a piece of art and, as such, a representation of radio. The wire, beadwork, and swath of a Coca-Cola can announce radio’s energy, commercialization, and global circulation in an African frame. The radio works, mechanically and aesthetically. The wire radio is whimsical. It points at itself and outward. No part of the radio is from or about Angola. But this little radio contains a regional history of decolonization, national liberation movements, people crossing borders, and white settler colonies that turned the Cold War hot in southern Africa. Powerful Frequencies focuses on radio in Angola from the first quarter of the twentieth century to the beginning of the twenty-first century. Like a radio tower or a wire-and-bead radio made in South Africa by a Zimbabwean im- migrant and then carried across the Atlantic to sit on a shelf in Bloomington, Indiana, this history exceeds those borders of space and time. While state broadcasters have national ambitions—having to do with creating a com- mon language, politics, identity, and enemy—the analysis of radio in this book alerts us to the sub- and supranational interests and communities that are almost always at play in radio broadcasting and listening.

INTRODUCTION Prior to independence, on 11 November, 1975, the prospective Angolan govern- ment under the leadership of the MPLA (Movimento Popular de Libertaçaõ de Angola) was under continuous attack from the FNLA (Frente Nacional de Libertaçaõ de Angola) and UNITA (Uniaõ Nacional para a Independencia Total de Angola). The FNLA was attacking from the then Zaire (now the Democratic Republic of the Congo) with the support of the United States’ Central Intelligence Agency (CIA) and was repelled at Quifangondo, close to the capital, Luanda. UNITA was advancing from the south in conjunction with the South African Defence Force (SADF) with the aim of capturing the capital before Independence Day. The joint UNITA-SADF forces, which held the town of N’Gunza (which was then called Novo Redondo), were repelled at the Queve River, Cuanza Sul Province by the People’s Armed Forces for the Liberation of Angola (FAPLA). FAPLA forces were later on reinforced by Cuban forces that provided assistance in resisting the advancement of the joint UNITA-SADF forces to Luanda and ultimately the SADF withdrew from Angola on 27 March 1976. Although the conflict continued throughout the 1970s and the early 1980s in the Cunene, Cuando Cubango and Moxico provinces of Angola, the joint UNITA- SADF forces began another offensive in 1983 with the rejuvenated support of the United States under the Reagan administration. This was the first instance in which uMkhonto weSizwe (MK), the armed wing of the African National Congress (ANC) of South Africa, became a prominent actor in the defence of the African revolution in Angola, in what was then called the "eastern front" within the Malanje province.

The project aimed to document the floristic diversity of the Angolan escarpment, a combination of general walk-over survey, plant specimen collection and sight observation was used to aid the characterization of the vegetation. Over 100 plant specimens in flower or fruit were collected within four identified vegetation types. The list of species in- cludes two new records of Guineo-Congolian species in Angola, one new record for the country and one potential new species. Because of this, and few reported conflict related deaths over the past two years (less than 25 per year), this armed conflict is now deemed to have ended. 2005 Government troops and rebels clashed on several occasions and the Angolan army continued to be accused of human rights abuses in the region. Over 50,000 refugees returned to Cabinda this year. 2004 There were few reported violent incidences this year. Following early reports of human rights abuses by both sides of the conflict, a visit by a UN representative to the region noted significant progress. Later, a human rights group monitoring the situation in Cabinda accused government security forces of human rights abuses. 50,000 refugees repatriated during the year, short of the UNHCR’s goal of 90,000. 2003 Rebel bands remained active even as the government reached a “clean up” phase of the military campaign in the Cabinda enclave that began in 2002. Both sides were accused of human rights violations and at least 50 civilians died. D. Cornell University 2017 MILITANT LIBERALISM AND ITS DISCONTENTS tells a story about the reinvention of liberalism during the era of decolonization. The dissertation shows how a persistent pattern of militant liberalism came to structure the postwar international order—one where the United States engages in militant action to protect the liberal international order from irredeemable illiberal threats, precisely when its hegemonic influence reaches its limit. While anti-totalitarianism and the war on terror are defining episodes in the development of this pattern, the dissertation argues that it was only liberalism’s encounter with decolonization that made the practice of militant liberalism ideologically coherent and enduring. After shattering the civilizational justifications of nineteenth century liberalism, decolonization provided militant liberals with a unique enemy, the Third World, upon which to distinguish and legitimate their own logic of violence, all while destroying alternative political possibilities arising out of the decolonial process. The dissertation explores these themes through four political thinkers—Isaiah Berlin, Louis Henkin, Frantz Fanon, and Carl Schmitt—and narrates a story about the legitimation of militant liberalism and the eventual rise of its discontents. On the one hand, Berlin and Henkin spoke of Thirdworldism as uniquely threatening: the former arguing that Thirdworldist nationalism often morphed into romantic self-assertion, and the latter claiming that Thirdworldists exploited state sovereignty allowing international terrorism to proliferate unbound.
